PURPOSE: To consider exempting the County from the provisions of G.S. 143, Article 3D in
order to expedite survey work needed for the preliminary site analysis for Northern Human
Services Center Park.
BACKGROUND: On June 3, the Board approved a process for the creation of a master plan
for Northern Human Services Center Park. In order to allow the design process to move
forward quickly over the summer and have the needed detailed topographic survey
completed in time for design analysis to be prepared for planned community meetings, it is
recommended that the County exercise its ability to exempt the project from the statutory
requirements for survey contract approval.
G.S. 143, Article 3D allows counties to exempt themselves from a selection process for
surveyors on any project if the professional fee will be less than $30,000, or, in their
discretion, on any project by stating the reasons therefore. In order to expedite the survey
work and since the cost of work is estimated to be a fraction of the $30,000 threshold, it is
recommended that the County exempt this project from the selection process. A copy of the
Request for Qualifications (RFQ) list of surveyors is attached.
FINANCIAL IMPACT: Funds for the survey work, expected to be less than $8,000, are
available in the current funds for this park project appropriated for FY 2002-03.
RECOMMENDATION(S): The Manager recommends that the Board exempt this project
from the surveyor selection process as provided in the N.C. General Statute 143, Article 3D.
