RE: Settlement Report
The purpose of this memorandum is to report the terms of the settlement of Eubanks v.
Orange County as previously authorized by the Board of Commissioners in closed session.
North Carolina General Statute 143-318.11(a)(3) provides that when the settlement of
litigation is authorized or considered in closed session the terms of the settlement will be
entered into the minutes of the public body as soon after the settlement is concluded as is
reasonable.
The Eubanks v. Orange County mediation and settlement concluded in June 2026. This is
a case involving a former employee of the Solid Waste Department. The terms of the
settlement with Ms. Eubanks include a full and final payment to Ms. Eubanks by the County
in the amount of $115,000.00 in return for a full and final release of all current and future
claims by Ms. Eubanks against the County.
