Approve and authorize the Chair of the Board of County Commissioners to sign the FY 2028 Delegation of Authority (Attachment 1) and Title VI Program Report (Attachment 2) for Orange County Transportation Services; and 2. Approve and authorize the Chair of the Board of County Commissioners to sign the FY 2028 Delegation of Authority (Attachment 3) and Title VI Program Report (Attachment 4) for the Orange County Department of Aging. BACKGROUND: Each year, the North Carolina Department of Transportation (NCDOT) Integrated Mobility Division (IMD) requires public transportation providers and subrecipients seeking state and federal transportation funding to complete required documentation as part of the Unified Grant Application process. Orange County Transportation Services and the Orange County Department of Aging are preparing FY 2028 Unified Grant Application pre-application materials that must be submitted to NCDOT IMD by the required deadline. The required documents include a Delegation of Authority and Title VI Program Report for each department. As part of Orange County's ongoing efforts to maximize available transportation funding and enhance services for older adults and individuals with disabilities, the staff is beginning the 2 transition of the Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities program from Orange County Transportation Services to the Department of Aging. Historically, Orange County Transportation Services has administered Section 5310 operating assistance funding utilizing a 50 percent federal and 50 percent local funding structure. Beginning with the FY 2028 application cycle, the Department of Aging proposes to pursue Section 5310 Capital Purchase of Service funding to support transportation services for eligible seniors and individuals with disabilities. This funding structure provides an 80 percent federal share and a 20 percent local share, reducing the County's local funding obligation while maintaining transportation services. The proposed transition aligns administration of Section 5310 funding with the Department of Aging's mission and service population while allowing Orange County to maximize federal funding opportunities and improve long-term program sustainability. The Delegation of Authority forms identify the Chair of the Board of County Commissioners as the authorized official for Orange County and delegate authority to designated staff to conduct grant administration activities with NCDOT IMD. These activities include reimbursement requests, budget revisions, budget amendments, period-of-performance extensions, and other grant administration functions. The Title VI Program Reports certify compliance with federal civil rights requirements and confirm that each department maintains the policies and procedures necessary to ensure equitable access to services. Approval of these documents will allow Orange County Transportation Services and the Department of Aging to complete the required FY 2028 pre-application documentation and submit the signed forms to NCDOT IMD. FINANCIAL IMPACT: There is no immediate financial impact associated with approval and signature of these documents. Authorizing the Chair to sign the FY 2028 Delegation of Authorities and FY 2028 Title VI Program Reports does not approve a grant award, commit local match funding, or obligate the County to accept future grant funds. Any future grant awards, local match requirements, or related budget actions will be presented for Board consideration as required. ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 4: MULTI-MODAL TRANSPORTATION OBJECTIVE 2. Increase community awareness of all modes of transportation including transit, bike and pedestrian, vehicle, and all other modes. • GOAL 2: HEALTHY COMMUNITY OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis Diversion facility, Medicaid expansion, crisis response, healthy living campaign). RECOMMENDATION(S): The Manager recommends that the Board: 1. Approve the FY 2028 Delegations of Authority and FY 2028 Title VI Program Reports for Orange County Transportation Services and the Orange County Department of Aging; 2. Authorize the Chair of the Board of County Commissioners to sign the required FY 2028 Unified Grant Application pre-application documents on behalf of both departments.
