HomeMy WebLinkAboutPRC Meeting Summary 05062026 Meeting Summary—Parks and Recreation Council May 6th, 2026 Bonnie B Davis Center, Hillsborough Members Present: Trevor Robinson (Chair), Louise Flinn (vice-chair), Marissa Hoer, Allen Parker, GiGi Rashdi, Logan Cason, Alissa Martucci, Natalie Ziemba Members Absent: Vladimir Colina, Acharan Narula, Chloe Reid (youth delegate), Navya Sharma (youth delegate) Staff: David Stancil, Abby Mattingly Trevor Robinson called the meeting to order at 6:30pm. Report of the Chair: a. Chair Comments—Chair Trevor Robinson had no comments. New Business: a. Changes to the agenda — No additions or changes. b. New Member Introductions— Marissa Hoer was present for her first meeting. Two other new members were appointed by the BOCC, but unable to attend. c. FY 2026-2036 Capital Investment Plan —Stancil discussed the Manager's Recommended Capital Investment Plan (CIP) 2026-36 and addressed DEAPR's projects. The CIP is a 10- year blueprint for major projects that the county intends to invest in. Only the first year is operationalized, and other years are subject to change. Several DEAPR projects have been deferred from previous years, as there has been a significant investment in school funding. However, the funding for the new Central Recreation Center (CRC) has remained as a project in year two for 2027-28. This will begin with a community feasibility study. The CRC was built in 1957, and heavy usage has generated a need for a new facility. Internal conversations will begin in the falloff this year to address needs for the future facility, as a prelude to the feasibility study. Construction is scheduled to begin in 2030. Stancil also mentioned the funding for conservation easements, Hollow Rock Nature Park, Little River Regional Park development, and others. Several of the projects had existing funding or old balances, while others are scheduled throughout the CIP. The BOCC will be evaluating the proposed CIP, and will make changes prior to its June 16th adoption. Old Business a. Approval of Meeting Summary, April 1: Louise Flinn moved to approve, Alissa Martucci seconded. Meeting summary approved. b. Orange County Trails Plan: The Board of County Commissioners received a presentation of the draft plan on April 14th. The BOCC was receptive, and the Trails Plan will now be circulated to other relevant advisory boards for review and comment. The OUT Board will be attending the next PRC meeting to discuss the Bicycle/Pedestrian Plan, and the Trails Plan. On July Is'the draft plan will be presented to the Planning Board. The health department, and department on aging advisory boards have been invited to review and comment but these are not yet scheduled. The PRC will review the plan again in August for final recommendations. Report of the Director a. Project/Program Updates—The County Manager presented his proposed budget to the BOCC on May 5, and there was a request to explore options for additional cost reductions. Included in the proposed budget were increases to fees for adult programming, tournament reservations, and shelter reservations. However, there was a request to reevaluate expenses and revenues for all County departments. Robinson updated the PRC on the recent disc golf meeting with representatives from the New Hope Bird Alliance, disc golf advocates, DEAPR staff, and a professional facilitator. The group walked the proposed path to identify any areas that need relocation. Staff is hopeful that a compromise can be reached, and a final design can be adopted for construction to begin in the fall. Council and Committee Reports a. Intergovernmental Parks Work Group —April 9, 2025— Robinson attended the April 91n IPWG meeting. The IPWG is comprised of representatives from multiple parks organizations and meets biannually. Chapel Hill and Hillsborough presented their respective greenways plans and Stancil presented the J Branch Rail Trail Feasibility Study. b.
