HomeMy WebLinkAboutApril 21 and 30 2026 ABC Board Minutes ORANGE COUNTY ABC BOARD Proposed Meeting Minutes Tuesday April 21, 2026, 10:00am Location: 601 Valley Forge Road Hillsborough, NC 27278 Scheduled attendees: Judson Williamson, Board Chair Nancy Gooch, Interim General Manager Melvin Green II1, Vice Chair Ron McCoy, Finance Officer Mike Zito, Member Julie Mebane, Board Secretary Timothy Feeney, Member Rhonda Ashe, Human Recourses- ABSENT Jeimifer Sykes, Member Earl McKee, BOCC Liaison-ABSENT Call to order: at 10:04 am, a quorum was present and Mr. Williamson,Board Chairman, called the Board Meeting to Order. Mr. Williamson read the Mission Statement: The Mission of the Orange County ABC Board and our employees is to serve our locality responsibly by controlling the sale of spirituous liquor, returning profits to Law enforcement, Alcohol Education, and the County Fund while providing excellent service in customer friendly, modern, and efficient stores. Mr. Williamson read the Conflict-of-Interest Statement. The question was asked: does anyone have a conflict of interest with respect to any matters on the agenda?All present said nay. Approval of the Open Meeting Agenda: Ms. Sykes Trade a motion to approve the agenda, Mr. Green seconded the motion and the vote carried Items added to the agenda: Property update, budget discussion, voting on nevi, board chair. Meeting Minutes: The Open Meeting Minutes for March 17, 2026, were presented. Discussion was held. Ms. Sykes made a motion to accept the open session rninrrtes, Dr. Feeney seconded the motion and the vote carried Consent Agenda: March 2026 Financial Reports: i. Comparative Statement of Net Assets ii Comparative Revenue and Expenses for March iii Actual-to-Budget Comparison for March 2026 March 2026 and Year-to-Date Retail sales Statewide sales report Discussion was held. Ms. Sykes made a motion to approve the January Consent Agenda, Dr. Feeney seconded the motion and the vote carried Management Updates: Law Enforcement Reports-Law enforcement reports are attached. Update on Conference Fees- Conference fees have been changed to $275 per person Store Hours Discussion- A discussion was held regarding changing store hours to open 1 Dour later. Mr. McCoy is in the process of pulling data on sales by the hour and will present them next week at the weekly meeting. New Board Chair and Vice Chair- Mr. Green was nominated for Board Chair and we tabled the Vice Chair nomination until next week's meeting when Ms. Sykes would be present. Property Update- Our contract date was extended until October 30"'. The Board also approved Piedmont Environment to do more soil testing on the property to exceed $4000.00 Human Resources Report: Updates to ongoing improvements in Human Resources were presented. The Board voted to eliminate an outdated policy of"borrowing"unearned vacation time, effective July 1, 2026. Ms. Sykes made a motion to go into a Closed Session (11:»), Mr. Green seconded the motion and the vote carried. A closed session was held for a personnel matter. Dr. Feeney made a motion to go back into open session, (12:28), Mr. Zito seconded the motion and the vote carried Board Comments: Mr. Green thanked the Board for nominating him for Board. Chair. Approval of the Open Meeting Agenda: Ms. Sykes made a motion to approve the agenda, Dr. Feeney seconded the motion and the vote carried. Vice Chair Election: Mr. Green nominated Ms. Sykes as the Board's new Vice Chair for the upcoming fiscal year. Vote was held and Ms. Sykes was appointed as Vice Chair. Retention Pay Policy: The board had a discussion regarding the retention policy. A new policy will be put in place starting July 1, 2026. The new policy is attached. New Store Hours: A discussion was held regarding store hour changes. The new store hours will be Monday- Saturday 10am-9pm starting July 1, 2026. Ms. Sykes made a motion to approve the neli,store hours, Dr. Feeney seconded the motion and the vote carried. Ahahr"sSignature and Date o rd Secretary's Signature and Date Orange County ABC Board Policy and Procedure Manual Employee Retention Benefit The Employee Retention Benefit is intended to reward employees for continued loyal employment with the Board and is based on years of service. Retention is a non-mandatory supplemental benefit disbursed at the discretion of the Board. The Board may choose to deny or amend the retention disbursement should finances or other prevailing circumstances dictate doing so. The Board will announce a decision concerning retention payouts on or about November 1st each year. Retention payouts will usually occur during the first week of December. Employee Retention Pay Schedule: Years of Service FT li%) 5-9 Years 1.00% 10-14 Years 1.50% 15-19 Years 2.00% 20-24 Years 2.50% 25 Years Plus 3.00% Eligibility: Any full-time employee who starts on or before July 1-i5 eligible for the Employee Retention Benefit and anyone hired after that date is not eligible until the following year. Completed Years of Service: A completed year is a calendar year and any part of a month more than 15 calendar days qualifies as a full month of service. Annual SalaryNVages: Salaries and wages used to determine the amount of the retention payout include all pay earned for work performed during the period of December 18t of the prior year through November 30th of the current year. The prior year retention benefit payment and any lump- sum or additional payouts are not used in the calculation. Store hours will be adjusted to 10:00 AM—9:00 PM, Monday through Saturday. This change is being made as part of an effort to reduce overall operating costs starting July 1st. In addition, there will be a change to how employee schedules are managed. The current group scheduling structure will be eliminated, and each Store Manager will now be responsible for creating and managing their own store's schedule.As part of this transition, all employees will be assigned to a single store location rather than working across multiple locations. We understand that this is a lot of information to take in, and we truly appreciate your patience and flexibility as we navigate these updates. Our goal is to make this transition as smooth as possible, and we are here to support you along the way. We will discuss these changes in more detail during the mandatory Managers Meeting on Thursday, May 7th, at 11:00 AM in the Admin Office; lunch will be provided.
