Board voted unanimous.

•J. Sykes brought to the attention of the
board the pending zone changes that
would impact affordable housing within
Orange County. Changing the required

number of affordable units in a new
development from 50% back down to 10%.
Firms can make a payment in lieu of doing
the required number of affordable units. If
the decrease of affordable units goes back
to 10% then payment in lieu will be most
likely what developers may do. Which
would end not being profitable for the
county.

o RFP has been announced.
o PBV webpage
o Applications are being
accepted.
• Flood Zones – OCHA
o Acknowledgement
HCV tenants can select a unit
in flood zones. The PHA
cannot deny tenancy in units
in these areas. OCHA drafted
form that explains to the
prospective tenant that they
have been made aware that
they are in a flood plain,
encourage to obtain renter’s
insurance because the
landlord is not responsible
for providing any assistance

about their displacement.
And where they may receive
assistance in the area if a
flooding was to happen.
•Foster Youth to Independence
o Graduate to HCV
HCV Program manager, Alycia
Brown, presented to board to
allow FYI graduates to be
offered to be placed on the
HCV program. Program
participation in the FYI is only
for 36 months (3 years).
Transitioning the graduates
to HCV in similar fashion as
the EHV. Increase to their
preference point would allow
their placement on the HCV
wait list.

year. Housing Director,

next year, and present
ideas at next board
meeting.
