Staff-
Aaron - Choosing Home (dept. of health), Health Equity Fund, state funds with ESFR.
Choosing Home can focus on homeowners that are aging in place. Ideally we can layer
funds and also help others that may be outside of our state funding. We are good with
TBRA through HOME funding. HOME applications are being processed by our non-profit
partners across all categories of HOME: acquisition, construction, Rehab&Repair,
TBRA(Tenant Based Rental Assistance. Via RFP we will be grading those applications in late
February. Qualifications include:
- Median income, vulnerable populations and homes recognized around the 5-year
consolidated plan. Wrapped up Longtime Homeowner Assistance Program this year. We
also had $85k from town of Chapel Hill and $45k to Carrboro. Total of a little over$500k
provided between all (including Orange County).
Blake - The cold weather shelter that we are operating for homeless pop. Is taking up a
Large part of our time and effort. Mass care shelter 2 weeks ago and had to move to
Seymore center to use as warming center during the day as well.
HCV:Working through steps to operationalize project-based vouchers. Exciting and
Looking to have online early next year. Project based vouchers for section 8 participants,
but difference is with landlord and Orange County. This usually provides a 20-year contract
for the home.

Community Meeting Plannin
Location is still expected to be Marian Cheeks Jackson Center.
What went well: Allowing residents to ask questions/concerns during presentation
allowed more accessibility. Staff also able to help moderate discussions.
What could be improved:
Content: Knowing what the schedule is this year, can be presented to folks for
feedback.
Alycia —Allowing people to be engaged during the discussions allowed people to
feel their time was valued. As we will have another one with people already
positively experiencing one, awareness of the next one should allow for more
community participation.
Time:Well-spent.
Agenda:
- Sharing similar information for this time would be useful. LHA was the timely
topic for the last meeting, perhaps HOME funding allocation could be shared
this time. Affordable Housing Collaboration/HOME funding presentation.
- Cold-weather cots/Repair&Rehab to be shared perhaps for a`direct-to-resident'
presentation for this meeting. Encouraging outreach for the next Community
meeting.
Concerns:
- Difficult to get questions down: Can we provide one person to record all
questions.
o Aaron—Work with staff to make sure community feedback is captured
- Would we want a sign-in sheet?
o What purpose will it serve?
o Perhaps just allow folks to sign-up for Rehab&Repair outreach?Staff
will explore this avenue.
- Name-tags to let folks know of which members are on the board?
