PURPOSE: To consider the appointment of two members to the Orange County Recreation
and Parks Advisory Council (RPAC).
BACKGROUND: There being both an At-Large vacancy and a Cedar Grove Township
vacancy on the Orange County Recreation and Parks Advisory Council, and volunteer
applications having been requested and received by the Clerk's office; therefore, the RPAC has
considered the applications and has recommended Ms. Deborah Judd, who resides at 1606
Faucette Mill Rd., Hillsborough, N.C. 27278 to fill the At-Large seat and Mr. Carroll Lewis
Hawkins, who resides at 7545 Hawk Lane, Cedar Grove, N.C. 27231 to fill the Cedar Grove
seat.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making two appointments to the Recreation and Parks
Advisory Council as the Board decides.

The Orange County Recreation and Parks Advisory Council reviewed all. applicants for the Recreation
and Parks Advisory Council and recommends Carroll Lewis Hawkins to :Fill the Cedar Grove Township
position currently vacant. Mr. Hawkins is a resident of Cedar Grove.

• That the applicant selected be a resident of Cedar Grove township, th<~t he/she show an active
interest in the development and improvement of recreational opportunities and parks in Orange
County.
• That he/she possess experience or training in recreational activities and/or
• Experience or training or demonstrated interest in parks and a
• Willingness to commit to active participation on the Council
In addition, the Recreation and Parks Advisory Council is committed to increasing the diversity of
Council members and committed to preserving a geographical balance of representation whenever
possible.
It is the feeling of the Council that Mr. Hawkins will provide valuable input as a member because:
• He is originally from Cedar Grove and since working away from the area, has returned to live in
Cedar Grove since 1997.
• He is an officer in the Cedar Grove Ruritan Club, and as such may bring with him an opportunity
for understanding between our organizations.
• He will represent the Township of Cedar Grove as a resident and property owner.
• He is an active volunteer, for the "Meals on Wheels" program.
• He is a graduate in Business Administration from High Point University.
• He has an interest in parks and recreation as demonstrated in selecting this board as his first choice
among all others.

advisory boards and commissions as adopted by the Orange County Board of Commissioners.
Members of advisory boards and commissions shall not discxrss, advocate, ar wte on any matter in
which they have a oonfGct or potential conflict of interest or an Interest which reasonably might
appear to be In conflict with the concxpt of fairness in dealing with public business. A canflicl of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideration. Any member who violates this
provision may ba subject to removal from the board or commission.
If an advisory board or commission member believes helshe has a conflict or potential conllid of
interest on a particular issue, then that member should state this belief to the other members of

also worked at a large CPA firm doing tax preparation and financial planning.
Volunteer Experience: I have been very active on the North Carolina Hunter Jumper Association as a board
member for the last three year. I also managed the NCHJA annual horse show in Raleigh last year and am
doing it again this year. We are a charity horse show and raised $35,000 for the UNC Pediatric Oncology
Division and also, $5,000 for the NC State Vet School.
Education: I have a BS in Management from Northeastern University in Boston,MA. In addition, I am a
Certified Financial Planner.
