PURPOSE: To discuss appointments to the Alcoholic Beverage Control Board (ABC Board) and
designating a member as Chair.
BACKGROUND: The ABC Board has the authority to buy, sell, transport, and possess alcoholic
beverages for the operation of its stores. This Board also adopts rules for the ABC system and
has the authority to hire and dismiss employees.
The Board of County Commissioners appoints all five (5) At-Large members.
The following individuals are recommended for Board consideration:

Thank you for letting me know. I assume since the board wants to recommend him as Chair,
that they also support Mr. Green's reappointment for a second term. Did they discuss a
recommendation to replace Mike Zito,whose final term expires at the end of June?
Otherwise, the BOCC will just choose from among the applicants.
Also, the BOCC only chooses the Chair, so the ABC Board can hold its own election for
Vice-Chair.

My professional career has centered on protecting, shaping, and elevating identity through
brand stewardship, visual design and strategic storytelling. With degrees in marketing and
education from the University of Georgia and post-baccalaureate studies in art and design at
Oregon State University, I bring both creative and strategic perspectives to the table. Across
roles in nonprofit-driven branding, teaching, higher education marketing, and my current work
as Trademarks and Licensing Coordinator at UNC-Chapel Hill, I have collaborated with diverse
stakeholders, assessed creative work for clarity and impact and helped organizations express
who they are with authenticity and purpose. This blend of creative training, strategic thinking
and experience evaluating artistic and design-driven materials aligns naturally with the
Commission's mission to support artistic growth, steward public resources and champion
cultural expression throughout Orange County.
Please explain your reasons for wanting to serve on this board
I am eager to deepen my connection to my new home of Chapel Hill and contribute to a
community where creativity is part of the everyday fabric. My interest in the arts has been both
personal and professional, through painting, design and contemporary art plus roles that sit at
the intersection of creativity, strategy and public impact respectively. Serving on the
Commission would allow me to use that experience to support artists and organizations whose
work strengthens the cultural landscape of Orange County. I am drawn to the Commission's
role in funding and advising as well as envisioning what artistic life in the county can be.
Contributing to that kind of forward-looking, community-centered work feels like a natural
extension of what motivates me professionally and personally.

I bring a cross-disciplinary lens shaped by marketing, design, intellectual property stewardship
and higher education, a combination that encourages both creative imagination and practical
execution. My work requires me to evaluate artistic ideas for alignment, clarity and impact, while
honoring the creator's intent, which is a balancing act that translates well to reviewing proposals
and supporting a wide range of artistic voices. Further, my background has led me to approach
the arts as both a practitioner and a strategist, with an eye for how creative work engages
audiences, communicates meaning and strengthens community identity. I believe my
perspective as part designer, part storyteller, part systems thinker striving to explore a broad

My background includes several years with the Oregon Beverage Recycling Cooperative, an
organization that operates statewide systems, manages regulated materials, collaborates with
government partners and places strong emphasis on accountability, public trust and operational
integrity. In my role as Creative Content& Brand Manager, I supported initiatives tied to
recycling logistics, compliance messaging, retail relationships and public education, which
required clarity, precision and an understanding of how regulated systems function at scale. My
academic foundation in marketing and education, in conjunction with experience in stakeholder
communication and brand stewardship, equips me to evaluate policies, consider public-facing
impact and help support consistent, well-informed decision-making. My current role at UNC-
Chapel Hill also requires attention to compliance frameworks, responsible use of institutional
assets and an ability to navigate rules with both professionalism and practicality. Together, this
experience aligns well with the ABC Board's responsibility to oversee store operations, adopt
system rules and steward a public-facing enterprise with transparency and accountability.

As a new resident of Chapel Hill, I am looking for meaningful avenues to contribute to the
systems that shape life in Orange County. The ABC Board's unique position to balance retail
operations, regulatory responsibilities, community expectations and revenue that ultimately
supports local priorities represents the kind of work I value. I am drawn to boards that combine
public service with thoughtful governance and a long-term view of community impact. The ABC
Board plays a distinctive role in North Carolina, and contributing to the Orange County ABC

Since 1970 (with a brief absence) I have worked for the people of this county to make it the best
place to live. As a small business owner and a Kenan-Flagler Graduate I bring a business
background. I was campaign manager for the 1st black student body president at UNC and
active with minorities. I work closely with Congresswoman Valerie Foushee, Sen Graig Meyer,
Rep Renee Price and several Commissioners. I have lived in 5 states growing up. My father was
with an international corporation. I have a Business Degree from Kenan-Flagler. I have worked
with small, medium, and huge corporations successfully. I started my own business in 2002 and
still going.

Due to illness, I had to resign from a previous Boards. I am VERY interested in being involved
again and helping the community.Bringing a diverse background to help during this time of
expansion.

My background in governmental accounting and nonprofit housing management directly
supports the mission of the Orange County Housing Authority Board. As a Senior Accountant at
CASA, I manage federal and state housing program compliance, HUD reporting, and annual
audits; giving me firsthand experience with the financial and regulatory aspects of affordable
housing.
I hold a bachelor's in accounting from North Carolina Central University, worked in
governmental and grant accounting for over a decade, hold a certification for HUD financial
management and a Project Management Professional Certification; combining financial
expertise with strong project management skills. I also serve on the Black Dot Leadership
Academy Board as Treasurer, where I help guide financial strategy and community initiatives.
Together, these experiences give me a deep understanding of how sound financial
management and collaboration strengthen affordable housing programs and impact the
community.

I want to serve on the Orange County Housing Authority Board because I believe stable,
affordable housing is the foundation for opportunity. I've seen firsthand how access to safe
housing transforms lives, and I want to use my experience to help strengthen the systems that
make that possible for more families.
How would your particpation on this board contribute to the diversity of viewpoints?
My participation would bring the perspective of someone who works daily at the intersection of
finance, housing, and community impact. I value collaboration, transparency, and equity. I
believe diverse perspectives lead to stronger, more inclusive solutions. My experience serving
low-income and underrepresented populations allows me to bring both professional insight and
lived empathy to the board's discussions and decisions.

I want to serve on the Alcoholic Beverage Control Board to play a more active role in my local

As an art lover all my life raised in NYC, I was blessed with having a plethora of museums,
galleries, and art installations throughout teh city to explore and experience. I witnessed firsthand
the emergence of street artist Keith Haring, Jean-Michel Basquiat, (French artist) Invader, &
Banksy leaving their artistic mark on the city. Having worked at American Express, often in teh
spirit of goof corporate citizenship Amex would sponsor art centric events and festivals. During
my tenure I worked on the support team to bring to fruition the Tribeca Film Festival as a post
9/11 revitalization effort to revitalize lower Manhattan; American Express auction of Annie
Leibovitz s iconic portraits which included Demi Moore (Vanity cover), Whoopi Goldberg ina milk
filled bath tub, Queen Elizabeth 11, etc.; Rene Soto revered NY underground tattoo artist who
has left his imprint on Hip Hop icons like Tupac, Cypress Hills, Biggie Smalls, Boo Yaa Tribe, &
a host of other urban music artist.

NC has a rich history of artist that trace their roots back to our state ranging from Nina Simone,
John Coltrane, Roberta Flack, Ava Gardner, Charlie Poole, teh Blue SKY Boys, Doc Watson,
Earl Scruggs, all formidable contributors to their respective genres and natives of NC. And we
overlooked such contemporaries like J. Cole, Fantasia, Anthony Hamilton, Angie Stone,
Sunshine Anderson, Kelsey Lu, Nat Jones who helped shape James Brown unique funk music
with his slick sax playing, a distinct trademark in James Brown sound, and the list goes on! Yet
the world hardly knows they re all products of the Tar Heel state! Why is that?

I would like to see how we can not just memorialize the artistic talents of NC rich artistic
pioneers, but let the world now NC is where they are from!

I have 25 years experience in research and evaluation of community and school-based
substance use prevention programs. I have extensive experience in conducting and in providing
training in community assessment. I additionally previously co-chaired the law enforcement
workgroup of the NC OPDAC. And I have two current prescription medication misuse/opioid
prevention projects, one that supports communities in leveraging CSRS data for community-
based prevention strategies, and another that expands awareness of and access to Naloxone,
and for which I am currently working to identify strategies that help communities to successfully
get Naloxone to communities.
Please explain your reasons for wanting to serve on this board
In my current role providing support to communities across the state, I am well versed in the
challenges in reducing and preventing overdose, but I also have unique insights into how many
communities are addressing these challenges that may contribute to Orange County solutions.
My favorite part of any grantee meeting is peer sharing, as while every community is unique, a
lot ofchallenges are common place, and hearing what one community struggled with and how
they overcame those challenges very often gives others new ideas to address their challenges. I
may not always know what will work best here, but I have a long list of examples of things that
other community have tried, which might provide an ah moment for other members as we
grapple with how to overcome our challenges.

There is diverse and varied expertise on the committee already. I think there are two things that
make me unique. The first is my role in providing support to communities across the state in
assessing and evaluating their substance use prevention programs. I dona€TMt have as deep of
insight into our local resources as some members, but the diversity of communities that I do
work with gives me a unique lens from which to see solutions that may not have been previously
considered. Second, my expertise is in primary prevention, with a little harm reduction mixed in. I
am well versed in school and communities based strategies to prevent and reduce the need for
harm reduction, treatment, and recovery support. We of course, need the full continuum of care,
but the more we can do to build protective factors, reduce risks, and build resiliency for our
youth, the stronger more vibrant, connected community we will have.

(either real or perceived) if you are appointed to this board?
No existing conflicts; however, I am a substance use prevention researcher, and occasionally
take on consulting projects related to the evaluation of substance use prevention programs. I am
not currently pursuing any consulting opportunities, and if selected, would recuse myself from
discussions that could benefit my personal financial status.

Talk It Up. Lock It Up campaign, which encourages parents to secure and monitor their alcohol,
and I support communities in identifying factors contributing to underage alcohol use in their

access to alcohol, and attitudes and beliefs about alcohol.
Please explain your reasons for wanting to serve on this board
In my current role providing support to communities across the state, I am well versed in the

how many communities are addressing these challenges that may contribute to Orange County

friends for whom I would like delay the initiation of alcohol use so that they may achieve their
greatest potential and have healthy, vibrant lives. We all know the most effective way to prevent
alcohol use disorder is to delay the onset of first drink, and if my expertise could help contribute
to that for more youth in our community I would be honored.
How would your particpation on this board contribute to the diversity of viewpoints?
My unique contribution is that I support communities across the state in assessing and
evaluating their substance use prevention programs, including underage alcohol use access
related strategies, and school-based prevention strategies. I know how many communities use
their Every Bottle Gives a Back dollars, as well as what research says about underage
prevention prevention strategies and what has the greatest impact, and can assess this while
also being mindful of readiness, resources, and other important community considerations that
should be reflected in decision making.

The Board of County Commissioners (BOCC) appreciates the dedication of all
volunteers on Orange County boards and commissions and asks each body to
complete an Annual Report and Work Plan. This document will inform the BOCC of the
activities each board/commission has conducted over the past year and detail a plan for
future activities. These activities should be consistent with the board/commission's
assigned charge and the goals identified in the Orange County Strategic Plan (Strategic

1. How many times per month does this board/commission meet, including any special
meetings and subcommittee meetings?
Once per month except in July and December.

The Mission of the Orange County ABC Board and our employees is to serve
our locality responsibly by controlling the sale of spirituous liquor, returning
profits to Law enforcement, Alcohol Education, and the County Fund while
providing excellent service in customer friendly, modern, and efficient stores.
3. What are your board/commission's most important accomplishments during the
report period?
In this fiscal year a distribution of$881,600 is being made to the Orange County
General fund. The board funded local Alcohol Law Enforcement agencies
$200,000. The board also granted community Alcohol Education and
Rehabilitation funds to schools and local community organizations $261,000.
The distributions from the board for fiscal year 2025-26 total $1,342,600.

We are involved in many area coalitions for underage drinking.

We currently have a piece of property in Cedar Grove up for rezoning
approval. This will be used for a future ABC store in the northernmost part of
the county.
8. What concerns or emerging issues does this board/commission anticipate for the
upcoming year that it plans to address or wishes to bring to the BOCC's attention?
Sales have been decreasing from the prior Covid peaks so distributions will not
rise in the following fiscal year.
