PURPOSE: To acknowledge the critical role that the Triangle Residential Options for
Substance Abusers, Inc. (TROSA) has played in the Orange County Car Donation Program
"Wheels for Work".
BACKGROUND: The Wheels for Work car donation program began operations in May 2001
via a formal agreement with TROSA to process vehicles donated to the program. During the
first year of operation, the program acquired 46 vehicles, leaving 11 with TROSA and returning
35 to low income, working families in Orange County in desperate need of transportation.
TROSA has been invaluable in processing vehicle titles, cleaning vehicles, making small repairs
and assisting in the vehicle delivery to Orange County clients.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board approve the attached
resolution and authorize the Chair to sign it commending TROSA on its support for the Wheels
for Work program.

RESOLUTION RECOGNIZING TROSA, INC.
WHEREAS, Orange County Government and TROSA, Inc, of Durham, North
Carolina entered into a collaborative effort to provide donated vehicles to low
income working families in Orange County in desperate need of transportation;
and,
WHEREAS, TROSA shared in the vision to improve the lives of these low
income families and meet their goal of self-sustainment by providing reliable,
work-related transportation; and,
WHEREAS, TROSA made the critical commitment to form the partnership with
Orange County Government to enable the Wheels for Work program to exist;
and,
WHEREAS, TROSA has served as an excellent partner in this highly successful
endeavor as recognized by Orange County and the North Carolina Association of
County Commissioners; and,
WHEREAS, TROSA processed 46 vehicles during the first year of the Wheels for
Work operation;
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of
Commissioners does hereby commend and congratulate TROSA, Inc. of Durham
for its support of the Orange County Wheels for Work car donation program.
