Absence

PURPOSE: To approve the County Manager's appointment of Caitlin Fenhagen, Deputy County
Manager, to serve as Acting County Manager during the County Manager's temporary absence
or disability.
BACKGROUND: North Carolina General Statutes require the County Manager to file a letter
with the Clerk to the Board of Commissioners designating an Acting County Manager during the
County Manager's temporary absence or disability. This designation is accomplished by issuing
a letter to the Clerk and is subject to the approval of the Board of Commissioners:
§ 153A-83. Acting county manager. By letter filed with the clerk, the manager may designate, subject to the
approval of the board of commissioners, a qualified person to exercise the powers and perform the duties
of manager during the manager's temporary absence or disability. During an absence or disability, the
board may revoke the designation at any time and appoint another person to serve until the manager
returns or his disability ceases. (1973, c. 822, s. 1.)
The attached letter to the Clerk designates Caitlin Fenhagen, Deputy County Manager, to serve
as the Acting County Manager during the County Manager's temporary absence or disability.
This designation will allow Ms. Fenhagen to exercise the full scope of the County Manager's
duties during the Manager's absence and, thereby, ensure continuity of operations.
FINANCIAL IMPACT: The appointment of an Acting County Manager does not have a financial
impact.

RECOMMENDATION(S): The Manager recommends the Board approve the appointment of
Caitlin Fenhagen, Deputy County Manager, to serve as Acting County Manager during the
County Manager's temporary absence or disability.

Dear Ms. Jensen,
North Carolina General Statutes requires the County Manager to file a letter with the Clerk
to the Board of Commissioners designating an Acting County Manager during the County
Manager's temporary absence or disability.
By this letter, I am designating Caitlin Fenhagen, Deputy County Manager, to serve as
the Acting County Manager during my temporary absence or disability. This designation
will allow Ms. Fenhagen to exercise the full scope of the County Manager's duties during
my absence and, thereby, ensure continuity of operations.
The Statute also requires that this designation be approved by the Board of
Commissioners. I will seek this approval as part of the April 21, 2026 Business Meeting.
