PURPOSE: To discuss appointments to the Advisory Board on Aging.
BACKGROUND: The Advisory Board on Aging suggests policy and makes recommendations to
the Board of Commissioners and the Department on Aging. Board members act as the liaisons
between the County's older adults and Orange County government, particularly concerning the
needs for a comprehensive, integrated approach to the delivery of services in the fields of health,
mental health, social services, recreation, employment, and other programs for older adults.
The Board of County Commissioners appoints all twelve (12) members.

Dear Chair Hamilton,
At the March 10th meeting of the Orange County Advisory Board on Aging they reviewed
applications for a board vacancy.
In looking at the current membership the Board would like to move Daniel Leonard,who lives in
Carrboro to Position#5 that is designated for a Carrboro resident.
The Board would like to recommend Rafeal Velez to fill the current board vacancy. Mr.Velez is the
Alternate Delegate to the Senior Tar Heel Legislature. He has regularly attended the Aging Board
meetings as a visitor. Mr.Velez is actively engaged in the work of the department and currently
hosts a Senior Tarheel Legislature information table monthly at each of the Centers with Mrs.
Vibeke Talley. Mr.Velez is a native Spanish speaker and also co-leads with his wife a weekly group
called Espanol Sin Fronteras (Spanish Without Borders) at the Passmore Center. He would be a
great asset to the Aging Board.
The Board would also like to recommend Jacqulyn Podger to be reappointed for a second term. She
is actively involved in the MAP and two workgroups. She is also the board's liaison between the
Nursing Home and Adult Care Home Joint Community Advisory Committee.

Background, education and experience relevant to this board:
In college I volunteered at a hometown nursing home and upon graduation my first job was in a
nursing home. My background is in organizational development and human resources. After I
retired I became certified as an Activity Director, Nursing Assistant, and Med Tech Assistant.
Currently I volunteer in various capacities for seniors in Orange County.
Reasons for wanting to serve on this board:
Senior living has always been one of my passions. I have always worked in some capacity with
older adults. My husband and I become involved in an Adopt a Grandparent Program and
enjoyed relationships with several seniors through the years. I believe I could bring much to this
board in terms of my passion and experience.
Contribution to the diversity of viewpoints on this board:
i enjoy being a part of discussions which stimulate a variety of viewpoints. As a professional
facilitator, I can bring the ideas of others to the forefront. Working with others in a positive
manner brings about the best solutions.

Please explain how your background, education and experience is relevant to this board
As a retired Civil Engineer from the U.S. Department of Defense, I was the engineering
technical lead responsible for coordinating with other engineering disciplines the preparation of
feasibility reports and then completing the plans and specifications for the construction of
recommended environmental and flood control project features. I was also the point of contact
during construction, when engineering concerns had to be resolved. I am fully bilingual in
English and Spanish. I also regularly assist my wife with the care of her aging parents.
Please explain your reasons for wanting to serve on this board
My primary motivation for serving on this board is to advocate for issues concerning senior
citizens in Orange County, NC.
How would your particpation on this board contribute to the diversity of viewpoints?
I co-lead with my wife a group called Espanol Sin Fronteras�Spanish Without Borders)that
meets every Friday from 10 am to 12 noon at the Passmore Senior Center in Hillsborough. The
meetings bring together senior citizens who speak Spanish fluently with those who are learning
the language in order to converse in Spanish and socialize while engaging with the Hispanic
culture in a way that is fun and entertaining for all participants.

I was involved in student government and with residential (dormitory) advising in college
(Rutgers). My experience with college student life from student leadership activities and with
government systems through my employment with federal government for 20 years both give me
insight into the needs of residential communities and with working under government system
and restrictions of allocated budgets. I have math skills and have had to create budgets for
government contracts.

I am an aging resident but still working full time at 72. Soon to be retired (8/2025) and want to
make sure the county provides resources for aging adults.
How would your particpation on this board contribute to the diversity of viewpoints?
I come from an educated background (PhD) and employment in the federal government and
have lived in a number of places in the US. NY, NJ, MA, FL, AL, LA. I also had a back condition
that mobilized me for a period of time. Would provide viewpoint of a single female aging adult
with no family in the state.

Please explain how your background, education and experience is relevant to this board
I am a registered nurse with a MPH and Interdisciplinary Certificate in Aging. I did my MPH
practicum under Jerry Passmore and created a long-term care roundtable focused on
organizing community partners to address issue in LTC in the early 2000 s.l was an employee
of Orange County Health Dept for 21 years, most recent Director of Nursing. I have been a
volunteer for aging organizations such as A Helping Hand and was the primary contact for long
term care facilities during the pandemic for outbreak tracking, vaccinations and support for
infection control education by a county team devoted to assessing current practices, education
on best practices and providing resources.
Please explain your reasons for wanting to serve on this board
I have always had a passion to be an advocate for older adults, which I now am myself. When
getting my MPH I worked with the Dept on Aging as a student and volunteer. I recently created
a group in my community called Mill Creek Cares and organized a group of approximately 40
neighbors to check on vulnerable people in our community. Now that I am retired I would love
to devote my time to areas affecting seniors in Orange County and hopefully make a difference
in some way.
How would your particpation on this board contribute to the diversity of viewpoints?

I have extensive training in diversity and through my work an the Health Department, I am
aware of issues in our community. I am a registered nurse with an MPH and have experience
as a bedside nurse caring for adults of all ages in critical care, cardiology and oncology. I
believe in the importance of seeking diverse input and am keenly aware that we must seek this
input to be able to make a difference in diverse populations as someone with the privilege of
being born white.

(either real or perceived) if you are appointed to this board?
Adult Care Home and Nursing Home Community Advisory Committee
Please explain how your background, education and experience is relevant to this board
I have served on the Adult Care Home Advisory Board in the past and have volunteered for
different aging agencies such as A Helping Hand of Orange County. During the COVID19
pandemic, I was the primary Health Dept contact with ACH's and nursing homes in Orange
County. Tracke outbreaks, coordinated vaccinations, assured assessment of infection control
activities including isolation and quarantine. As Director of Nursing I provided the nurse
assessment of the Adult Day Health Center in Hillsborough.
Please explain your reasons for wanting to serve on this board
I want to advocate for persons living in these facilities by assuring compliance with facility
regulations. I was compliance manager at the Health Department for 15 years and am familiar
with assessing for compliance, documenting non-compliance or issues where education and
improvement are indicated. My main reason is to assure compliance for the residence living in
facilities that need a voice to speak for them. I also believe in training and education of staff as
a way towards compliance vs. only citations for non-compliance.
How would your particpation on this board contribute to the diversity of viewpoints?

Animal Services Advisory Board
Please explain how your background, education and experience is relevant to this board
My other passion in life aside from helping older adults is advocating for animals. I have been
on the Board of Directors for the local rescue agency Paws4ever(APS of Orange County) since
2019. 1 have consistently attended meetings and am very active on committees and frequently
volunteer at events. In the past I have also volunteered for the Orange County Animal Shelter
as well as Independent Animal Rescue. Through my participation with Paws4ever I am aware
of many of the issues affecting Animal welfare in Orange County and beyond.
Please explain your reasons for wanting to serve on this board
I love animals, have rescued three dogs myself and want to participate in an organization that
may be able to make a difference in the lives of animals as well as the people they live with.
Animal advocacy is a little harder for me because I am a very sensitive person and react deeply
to stories of neglect and cruelty. If I were chosen for this board, I would work hard to focus on
the good that could be done and the potential impact for animals and owners.

As a Board Member on Paws4ever, I am part of the REDI committee that works on issues of
Race, Equity, Diversity and Inclusion. I am a member of C.A.R.E. (America's first national
Black, Indigenous, and People of Color Animal Welfare organization) and have completed a 4
hour course to become C.A.R.E. REDI certified. Paws4evers keeps REDI in focus as we work
towards diversity in our daily operations as well as for our Board, staff, volunteers, and adopters.

skills teaching. Current president of Chapel Hill/Durham Elder Resources group that connects
with senior living professionals to advocate and connect seniors and their families with local
resources. I am a strong advocate for resident rights and educating families on how to navigate
care needs and aging.

I did not go to school for senior living or healthcare related field. I have a masters in hospitality
and entered the senior living industry during covid. I have very much enjoyed learning all I can
about how to best help and support our seniors or those that have nursing needs. I want to be
a part of helping to ensure that people receive the best care no matter their financial or physical
restrictions.
How would your particpation on this board contribute to the diversity of viewpoints?
I'm not sure the backgrounds of current board members however I would say I offer a very
humanistic/average person type understanding of care homes and a basic understanding of
resident rights and can generally sense when something is right or wrong. I have visited many
different settings for care and have also worked with a variety of individuals who are all very

diverse and have different needs and expectations. I am and try to be a good listener and
advocate for an individual.

Many residents of adult care homes and nursing homes rely on others to advocate for their well-

and that facilities are supporting residents in a safe and respectful environment. Serving on this

ANNUAL REPORT AND WORK PLAN
Name of Board/Commission: Advisory Board on Aging
Report Period: January 2025-December 2025
The Board of County Commissioners (BOCC) appreciates the dedication of all volunteers on Orange
County boards and commissions and asks each body to complete an Annual Report and Work Plan. This
document will inform the BOCC of the activities each board/commission has conducted over the past year
and detail a plan for future activities. These activities should be consistent with the board/commission's
assigned charge and the goals identified in the Orange County Strategic Plan (Strategic Plan). General

1. How many times per month does this board/commission meet, including any special meetings and
subcommittee meetings?
The Advisory Board on Aging meets monthly. Members play a vital role in the implementation of the Master
Aging Plan including participating in the MAP Steering Committee and participating in the seven MAP
Implementation work groups that meet quarterly. The MAP Workgroups are Outdoor Spaces and Buildings;
Transportation; Housing; Social Participation and Inclusion; Civic Engagement and Employment; Community
Support and Health Services; Communication and Information. There is also board representation on the
Orange County Joint Community Advisory Committee (formerly the Nursing Home Community Advisory
Committee and the Adult Care Home Advisory Committee that merged).
2. Please briefly describe this board/commission's assigned charge and responsibilities. Board-specific
Policies and Procedures documents, which detail the charge and responsibilities for each
board/commission, are available sere.
The Advisory Board on Aging suggests policy and makes recommendations to the Board of County
Commissioners and the Department on Aging, while acting as the liaison between the older adults of the
county and county government. It is charged with promoting needed services, programs and funding
that impacts older adults.
3. What are your board/commission's most important accomplishments during the report period?
• The implementation of the 2022-27 Master Aging Plan, including supporting the seven workgroups with 150+
persons and community partners participating in the quarterly meetings. Implementation matrix is updated
quarterly and is posted to the Department on Aging's website. The workgroup leaders meet with the Aging
Board quarterly to present updates on goals, strategies and objectives. At the end of Year 3 83% of the
indicators are complete or in progress.
• Orange County was represented by the Department on Aging Director in the first year implementation of the All
Ages All Stages NC Multisector Plan on Aging (MPA). With our county leading the way in NC in aging services
planning, the Department on Aging Director was asked to co-lead the Strengthening Communities for a Lifetime
workgroups, which is one of the four sections of the MPA. Our leadership in MAP development and years of
successful implementation has also led the NC Division of Aging to model their implementation matrix after
ours.
• Supported Hands Four Development Cooperative (Fiddlehead Corner) for the UDO text amendment to allow for
Family Care Facilities to be built under the MPD-CD zoning. Family Care Homes are an ideal model that
supports aging in community.
• Celebrated two year anniversary of our Aging Well Together Radio Show and launched a second show Out on
the Edge celebrating the diversity of our 55+ LGBTQ+ community, families and allies. The Aging Well Together
Show won the Southern Gerontological Society's Media Award.
• R Place, our volunteer-based respite program based on the Respite for All model, celebrated its second year of
operations. Received a I'm Still Here grant to assist in replicating this program in our community. Agram
received a NACo Achievement Award and the Governor's Award for Volunteer Services this year.
• Funding of the FitLot at the Seymour Center to support older adults to remain physically active.
• Dementia Friendly Business Campaign continues with trainings to local business and government
• Hosted our annual Direct Care Worker Awards celebration.
4. Please list any specific tasks, events, or functions performed or sponsored annually.
• Provide Orange County representation to the Central Pines Area Agency on Aging Board and the Senior Tar
Heel Legislature. Board Representatives work on developing legislative priorities for the local, regional and
state levels.
• Keep community partners up to date on the Master Aging Plan, including providing quarterly updates of the
MAP matrix.
• Make recommendations to the BOCC of potential legislative issues to be included in the Orange County
legislative agenda.
• Continue to offer the Annual Direct Care Worker awards. This type of recognition is needed more than ever
with the dire shortage of direct care workers in our county and across the state.
5. Describe this board/commission's activities/accomplishments in carrying out the goals identified in

• Aging Department collaborates with other county departments to have County transportation
information included in 90 outreach events each year.
• Collaborate with other county department to reach residents in all zip codes of the county with
digital literacy workshops offered annually.
6. Describe any collaboration between this board/commission and other boards and commissions.
This board has representation on the Joint Community Advisory Committee (formerly the Nursing Home and
Adult Care Home Community Advisory Committees) and a representative of this board serves on the Central
Pines AAA Advisory Board.
7. Identify any activities this board/commission expects to carry out in 2026 that are related to the Orange
County Strategic Pla, . General information about the Strategic Plan is available . If applicable,
please list any fiscal impact (i.e., funding, staff time, other resources) associated with these proposed
activities. Goals listed under#5 will continue.
8. What concerns or emerging issues does this board/commission anticipate for the upcoming year
that it plans to address or wishes to bring to the BOCC's attention?
• Increasing older adult population. According to Carolina Demography Orange County saw a 48.5% change in
its 65+ population from 2011 —2021. (2011 —9.7%/2021 — 14.4%). Concerns that county resources to the
department are not keeping pace with the changing demographics. The 60+ population is 23% of our total
population and the fastest growing of that demographic is the 85+that is expected to change 271% between
2022-2042.
• Need for more affordable and accessible senior housing, especially rental units and an emerging concern of
the number of seniors living in sub-standard housing. The increasing property tax burden and older adults
being able to remain in their homes and the ability to maintain their homes.
• Addressing the increasing need for in-home services and supports, including the needs of older adults serving
in caregiving roles and the shortage of direct care workers. Caregiver burden is becoming a major concern for
many persons and families living in our community.
• The level of financial insecurity of older adults, including the emerging issue of older adults needing to remain
in the work force and the expanded work requirements for FNS and adults age 55-64. Collaboration with DSS
and Durham Tech for more employment training.
• Continued work on improving the quality of care in long-term care facilities within the county.
• Further development of a dementia capable county including partnerships with local businesses, non-profit
and faith-based organizations.
• Continue addressing issues that surfaced particularly during the pandemic, including social isolation,
hoarding, access to services, persons aging alone in our community, and the increasing frail older adult
population.
