PURPOSE: To discuss an appointment to the Orange Water and Sewer Authority (OWASA)
Board of Directors.
BACKGROUND: The OWASA Board of Directors addresses a wide variety of issues, including
infrastructure investment, employee compensation and benefits, finance and rate setting,
customer service and affordability, environmental protection, forestry, public health, and
community engagement, among others.
Since this is not a County board, it does not submit an Annual Work Plan.

Water and Sewer Authority (OWASA) will expire on June 30, 2026. Mr. Randall took his Oath
of Office on December 19, 2024, served one partial term, and is eligible and willing to serve
another term according to the wishes of the Council. OWASA Board Members ordinarily serve
two three-year terms.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
As Director of Conservation at the NC Botanical Garden (1998-2023) 1 had the opportunity to
work with OWASA staff on many issues and appreciate the commitment to drinking water
quality, fiscal responsibility, wastewater treatment technology, and environmental responsibility. I
am very interested in using my knowledge of OWASA's mission and practices toward current
and future projects and challenges as urban areas expand, and offering my expertise as a
biologist and restoration ecologist to support the management of OWASA easements and
forests surrounding existing reservoirs.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
As a professional biologist/ecologist/botanist and Director of Conservation, I managed staff,
interns, and volunteers, created yearly budgets, wrote (successful) grant proposals and
contracts, and oversaw the conservation and management of 1,100 acres of nature preserves. I
am also adjunct faculty in the UNC Department of Environment, Ecology, and Energy(E3P) and
have and continue to supervise graduate students.

My service on the Orange County Planning Board gave me a good understanding of how the
County operates and evaluates development proposals; on the Commission for the
Environment, where I served for 8 years, I helped create the bi-annual State of the Environment
Report and provided regular advice to the Board of County Commissioners on environmental
issues; I also served on the Carrboro Greenways Commission for 8 years and helped craft the
Greenways Master Plan: and as a professional biologist/ecologist/botanist, I have expertise in
restoration ecology and ecosystem management.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I understand that OWASA is responsible for serving areas of the County within the Urban
Services Boundary and must maintain an operational wastewater treatment program, manage
sewer easements for ready emergency/maintenance access, and ensure that quality drinking
water is available. I also understand that improving infrastructure is essential for the rapidly
growing areas of Chapel Hill and Carrboro. And lastly, I appreciate the efforts of watershed
protection at Cane Creek and University Lake reservoirs.
4. What do do you hope to accomplish if appointed?
I have particular interest in the conservation, maintenance, and management of the forests
surrounding OWASA reservoirs, using best management practices in OWASA easements, the
use of OWASA easements in the Chapel Hill/Carrboro greenways system, and restoring
degraded areas to functional urban habitats (which often serve as critical wildlife corridors).
5. Please indicate your availability to attend regularly scheduled meetings.
I have no conflicts.
6. How would your participation on this board contribute to the diversity of viewpoints?
This question is difficult for me to answer since I do not know the viewpoints of the current
OWASA Board. I hope that my viewpoints match those on the Board over the importance of
providing high quality drinking water, maintaining a well functioning wastewater treatment facility,
properly managing easements using best management practices, having a fair rate structure,
and ensuring equity among staff.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I worked closely with OWASA when I served as the Orange County Health Director from 2012-
2017. Together we addressed issues ranging from fluoride supplementation to chemical and
bacterial contamination of the public water supply. OWASA is a critical partner in the essential
infrastructure of the County, but currently and into the future as we grow. I've been looking for
ways to contribute to my community since returning from San Antonio in 2021, but this is the first
board I have applied for because it feels like it could use my skills in both public health and
community development.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
I was a local health director(Department Director)for 20 years in NC and the local health
director/Assistant City Manager in San Antonio, TX for 5 years. I have vast experience and
comfort with a variety of executive-level management including budget, personnel and HR
management. When I left San Antonio I oversaw the work of nearly 3,000 staff and a budget of
nearly$1 billion. I currently own my own business where I help non-profits and governments
solve complicated problems through an ecological approach...which ultimately involve some
management technical assistance.

I have chaired a number of boards and committees throughout my tenure as a public servant. I
have both thick skin and empathy...both of which would be needed to effectively serve on this
board.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
Clean, copious and safe drinking water is essential for life. Ensuring conservation during the
uncertain age of climate change is a complicated and essential role that OWASA must fill. They
have talented and educated scientists and engineers to help navigate those demands and we
need to ensure that continues.
4. What do do you hope to accomplish if appointed?
With my background in local public health and community engagement I could bring a
perspective to the discussions that could potentially make the work of OWASA more accessible
to the average citizen, not just the vocal minority.
5. Please indicate your availability to attend regularly scheduled meetings.
I own my own business and do sometimes travel for work, but if I know the schedule in advance,
I can generally block those dates.
6. How would your participation on this board contribute to the diversity of viewpoints?
I live in rural Orange County, have a background in farming, public health and environmental
justice. I've worked for the County and with all the municipalities in OC and have worked in small
rural communities and big cities. My PhD is in research, AND I value the voice of the community
as much as I value the science. With my experience in community engagement, I can help
create/maintain a culture where a diverse perspective is expected and encouraged.

Please explain how your background, education and experience is relevant to this board
I worked at the National Institute of Environmental Health Sciences for 38 years rising to become
the Associate Director of the National Toxicology Program for 10 years. I have a Ph.D. in
pharmacology and toxicology and did post doctoral work in environmental toxicology.
Please explain your reasons for wanting to serve on this board
Adaptation to climate change is simply not happening quickly enough, and more needs to be
done to identify opportunities to solarize, further reduce waste generation, simplify and expand
recycling and address transportation needs reducing reliance on fossil fuels. Orange County
needs to prepare for heat and flood emergencies, and all citizens need to recognize that actions
to mitigate climate change require individual and collective efforts and responsibilities.
How would your particpation on this board contribute to the diversity of viewpoints?
In addition to an in depth knowledge of environmental toxicology, I would provide the perspective
of one who has driven EVs since 2011, first installed a solar water heater in 1984, and recently
installed 17 solar panels. My wife and I have a large garden, provide excess vegetables to food
banks, and she is a Master Gardner active in promoting school gardens in Orange County. For
the past 15 years we also have owned a small business with one of our sons in Orange County
so I m aware of the pressures that can at times complicate societal change. This is the
perspective I would bring to the Commission.

1. Please describe, generally,your reasons for wanting to serve on the OWASA Board of
Directors.
I was asked by the current Board director of possible interest in applying to serve.After
consideration, I am interested and feel I could provide needed technical expertise. I m retired
from Federal government service and have the time and desire to contribute to the well being of
the community.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
For over 10 years I directed the Division of the National Toxicology Program at NIEHS, part of
the National Institutes of Health. As such I oversaw an -$100 M budget and approximately 115
staff. I therefore have extensive experience in developing budgets, managing diverse personnel,
and managing a large public health program with an international reputation for excellence.
2b. In addition to the experience listed in the question above, please list the
work/volunteer experience/qualifications that would add to your expertise for this board.
I joined NIEHS in 1983 as an entry level staff scientist. Through the years I assumed a steadily
increasing level of responsibility, and gained personal experience working at all levels of a
complex organization. I appreciate the challenges of both working for and directing staff. I m an
internationally recognized toxicologist with knowledge of water disinfection byproducts, fluoride
and PSAS.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I understand OWASA faces challenges in implementing new PFAS contamination standards, an
aging infrastructure requiring continued pipe replacement, managing leaks, maintaining the land
around Cane Creek, all the while supporting rapid growth of Chapel Hill and Carrboro. OWASA
faces increasing challenges to keeping rates affordable.
4. What do do you hope to accomplish if appointed?
I would hope to be an engaged and valuable resource for the Board of Directors. I consider
OWASA to be a critical public health agency responsible for supplying an essential life resource
to the communities it serves.
5. Please indicate your availability to attend regularly scheduled meetings.
I'm retired and available for these meetings.
6. How would your participation on this board contribute to the diversity of viewpoints?
I would hope to bring scientific and technical expertise in water treatment approaches and
consequences. I note that this is largely missing from the backgrounds of current Board
members, particularly with the required retirement of a current Orange County appointed
member in July of 2024.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
Water Resource management have been an interest since my service in the Peace Corps in
the 1970's as a water well roller. While not scientist, I have had the good fortune to engage on
environments issues over my career in international development, mostly around institutional
building. I have extensive management, programming, and communications background.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
As VP for several public and private organizations I've been responsible for the overall day to
day management of program budgets exceeding $150 million and operational budgets of$40
million. I've managed staff of over 400 staff spread out in 30 countries. Locally, I have serve on
Orange County s Commission for the Environment for two years . Over my career I've served
as an executive staffer to the Board of The Pacific Council for International Policy in California
and The National Institute for Dispute Resolution in Washington, DC . The infrastructure I am
most familiar with involves governance infrastructure and institutional reform.

work/volunteer experience/qualifications that would add to your expertise for this board.
Locally, I joined the Commission for the Environment shortly after moving to Orange County
and am currently drafting the groundwater quantity section of the State of the Environment
Report . Additionally, I've served as member of multiple NEA panels. I've been the technical
lead on serval USG special panels e.g. chairing the Enabling Environment Sub-Committee of
USAID's New Partnership Initiative, and; domestically I designed a media and legislative

strategy for the League of Women Voters that resulted in more than 1000 published articles in
support for the passage of the National Voter Registration Reform (motor voter)Act.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I've attended a number of OWASA meeting over the past year and have gleaned some of the
complexity, technical challenges and tradeoffs that are factored into growth discussion/decision
making. As a public policy mediator I am trained in consensus building and am very familiar
with NYMBY issues.
4. What do do you hope to accomplish if appointed?
Help establish even more challenging benchmarks and longterm goals for the public utility as it
embraces new challenges from climate change, regulations, and community service.

I bring 40 years of policy and management experience gleaned from domestic and international

So I spent 21yrs as an Educator teaching building construction and engineering drawing.
I am also a licensed Home Inspector for the state of NC. In my spare time I watch Home
construction and remodeling television series such as This Old House, HGTV etc where you get
an appreciation for housing as one basic need for human beings.
Please explain your reasons for wanting to serve on this board
I would love to see residents in Orange county be afforded the right for decent, clean, safe and
respectable housing solutions.
How would your particpation on this board contribute to the diversity of viewpoints?
One of my goals is to utilize my experience and training as a home inspector along with an eye
for safety to ensure that the basic rights of residents is upheld.

Since May 2023,1 have called Mebane, and so it s my desire to be a part of the body that s
helping to shape the development and growth within Orange County. I believe I can bring about
fresh perspectives as to what can or may not work given my present role which requires daily
commutes around the state.As I drive from county after county,) observe the success or lack
there of development, infrastructure work,housing and the environment. I note the degradation of
communities when basic infrastructure is not maintained, I see the impact of crime and violence.
So much is observed, many of which need not be featured in our beloved community.
How would your particpation on this board contribute to the diversity of viewpoints?
As a state employee who spends hours driving across various counties and interacting with the
public, I believe I bring to the table a friendly southern charm that the public wishes to
experience. My insightfulness and depth of knowledge as an Educator, Inspector , administrator,
avid reader and my vast experience on a multitude of issues could be viewed as great asset to
the board.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
Water is life essentially. However, with development and housing, the matter of water availability,
water usage, sewage and waste management becomes a precarious issue, as one can t exist
without the other.
Therefore, my desire to be a member is to be apart of that narrative that brings about an
harmonious coexistence of both, while planning for the future and making those fiscal choices to
bring about growth and sustainability.

My goal is to serve my community using my education and experience. I'm an attorney and
retired real estate developer. Prior to moving to Chapel Hill, I developed 2,000 acres near
Houston where we owned the independent Water& Sewer systems on the property, required to
meet all Texas standards. I have 35 years of experience in real estate finance, development
and capital planning. My experience also includes being CEO of a company I took public. The
OWASA Board appears as a good fit for my background. I'm currently launching a video
podcast on The Journey of Aging as a public service and am on the Board of Directors of a
private Al company launching an education and language training company this year. My
background is extensive and proven adaptable.

Referring to and including my previous response, at various times and companies I've had up to
75 employees. I've dealt with many of the budget, personnel and management issues of the
OWASA Board, including employee compensation, benefits, HR requirements. Further, for a
residential development of mine in Florida, I prepared and had passed an application to the City
of Carrabelle to establish a Special Tax District of approximately$4.5m to pay for the

infrastructure for my residential development. I've worked with other city and county
governments in Florida and Texas for a variety taxing and other developmentally necessary
issues. Customer service, financing and affordability is a mandatory skill set for any developer.
I'm an environmental protection advocate as well as for affordable housing for our community.

Chopped vegetables at Project Hope kitchens in LA. Volunteered as a Marshal at a March on

served on a variety of finance and organizational teams for different campaigns.

Oversee funds available, and determine if, when and how additional funds might be required to
serve the needs of the County and Towns, as well as to provide oversight of management and
maintenance of our current infrastructure.

I'm a moderate voice having dealt with many of these issues more than a few times in the
businesses and developments of my career. My understanding includes consideration of costs,

I have only been living in Chapel Hill for a little over a year. I have become aware of the intense

and have a degree in Urban Planning. However, my career was not focused on Urban planning,
but I developed analytical skills that benefited me through out my work career.

I have only been living in Chapel Hill for a little over a year after spending the last 30 plus years
living in the Houston, Tx area.. One of the reasons my wife and I moved to this area is the
abundance of places to go to enjoy outdoor activities. I would appreciate the opportunity to be

Being from outside the area and comin from a part of the country that did not have a robust
planning function for Parks and Recreation, i can appreciate the opportunity to participate in the
planning process.
Also being new to the area, I have no particular bias as to what is a good or bad proposal, and
can look at issues with fresh eyes and an "outsiders:" perspective. I however, I am keen to move

understanding the issues that result in development of an area. One area that has significant
impact on development is water and sewer resources. I am new to the area and would like to
help in guiding the use of this valuable resource.

I have not served on any boards, but I was the President/CEO of a division of an international
company for many years. In that position I dealt with all issues in running a business, from

I have not served on other boards and have not worked with budgets or management, except in
my household while homeschooling for 17 years before I went back to work as a nurse. I am
currently enrolled in an MBA program at UNCG

Currently, I am an RN in an ambulatory care clinic and a member of my Parish Council. I have
been a Girl Scout Leader volunteer, a boyscout parent volunteer, a youth group religious
education leader. I have lived in the community and volunteered in this community for 25+years.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
OWASA helps to maintain the clean/safe water supply and waste treatment facilities and some
recreation facilities in Orange County. OWASA provides guidance to developers related to
growth and resource availablity for the community. Basically, it manages water, land and some
recreation facilities facilities and protects them for future use.
4. What do do you hope to accomplish if appointed?
I want to contribute to creating and sustaining a healthy environment for now and later.
5. Please indicate your availability to attend regularly scheduled meetings.
I can make evening meetings. Daytime meetings may be more difficult, but, I will try to request
time from my employer.
6. How would your participation on this board contribute to the diversity of viewpoints?
I have always been interested in and concerned about environmental sustainability. I have
traveled within the USA and have seen the beauty of our country. I want to keep America as
beautiful as it is, and make it even better for the next generation.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I want to learn more about water and sewer issues as related to population growth in the area. I
feel I have a good background by having a Master s degree and past participation on community
boards.

boards/commissions that you have in the areas of budget, personnel, and management.
I served on the Funds Distribution Committee for the United Way where we awarded funds
based on performance. I was President of The Literacy Volunteers of America in my community
which involved annual budgets including hiring staff.

I monitored the meeting of a similar board which was tasked with water and sewer issues as part
of LWV.
I was on the board of a local LWV.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
I assume growth and development have a huge impact on current and future concerns including
the impacts of climate change. I do not have current knowledge of OWASA s role. I would guess
the board alerts the communities in Orange County of the future impacts.
4. What do do you hope to accomplish if appointed?
I hope to be a contributing member of the board.

I am available to attend regularly scheduled meetings plus any special meetings. I am retired.

I have lived in several other states including Florida prior to moving to Chapel Hill. We might face
a 1000 years rainfall in the future as Florida did last week. Continued development may impact
future problems with providing water, sewer and other services.
