MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
May 2, 1966
The Orange County Board of Commissioners met in regular session on Monday,
May 2, 1966, at ten o'clock A.M. in the Commissioners Room at the courthouse n
Hillsborough, N. C.
Members present: Chairman Harvey D. Bennett, Commissioners Gordon B.
Cleveland, William C.Ray, Henry S. walker and Carl M. Smith.
Members absent: None
The minutes of the meetings held on April 4th, April 14th, April 25th, and
April 26th, were read and approved.
The following road petitions were received and the Clerk was directed to
forward them to the State Highway Commission.
1. County road #1941 - for paving - presented by Forrest T. Heath.
2. County road #1958 - for widening and straightening - presented by Donald
M. Stanford.
3. Camp Ground Road - for addition to the State System - presented by
Albert Reaves.
4. Wilkins Drive (SR #1803) - for addition to the State System.
5. County Road #1338 - for paving - presented by John L. Efland, Jr.
6. Reverie Road - for addition to the State System - presented by Ruth Latta.
Chairman Bennett presented two letters from R. B. Todd, Town Clerk for the
Town of Carrboro. Said letters advised the Board that the term of T. W. Goodrich
on the Carrboro Planning Board expires on April 181 1966, and that the term of
Jesse Basnight on the Carrboro Adjustment Board expires April 18, 1966.
Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, it was
moved and unanimously adopted that J. S. Wearn of North Greensboro Street, Carrboro,
North Carolina, be appointed to serve a three (3) year term on the Carrboro
Planning Board. Said term effective upon the expiration of the term of T. W.
Goodrich.
Upon motion of Commissioner Smith, seconded by Commissioner Cleveland, it was
moved and unanimously adopted that Jesse Basnight be re-appointed to the Carrboro
r with
Adjustment Board for a term of three (3) years. Said term to
his present term.
Marvin Walker, Mayor of the Town of Mebane, and A. A. Bradley, Fire
Commissioner for the Town of Mebane, appeared before the Board. They stated that
the Mebane Volunteer Fire Department was the only fire department rendering
service to the western Orange County area and that last year their department made
approximately thirty-seven (37) calls in this area. They stated further that their
department received no financial contribution or assistance from any source in
Orange County for this service, but that Alamance County contributed $75.00 per
month for fire protection service to the unincorporated area in Alamance County
which surrounded the Mebane area. Mayor Walker requested that the Orange County
Board of Commissioners consider in their 1966-1967 budget making a contribution
in order to help defray the expenses incurred by the Mebane fire department in
rendering fire protection service to the stated areas. No action was taken...
Chairman Bennett presented a letter from Dr. W. B. Saunders of 606 Coolidge
Street in Chapel Hill. Said letter expressed concern for an area located just
below his home which was being used as a dumping ground for trash. The Board of
Commissioners talked with the District Health Department and were assured that the
Health Department was aware of the situation and they were taking steps to see that .
same was corrected.
Chairman Bennett presented a letter from Mary Esser, Secretary of The Citizens'
Committee of the Chapel Hill Schools. Said letter recommended that federal funds
made available to the Chapel Hill City Schools should in no way affect increased
support from the county for the'Chapel Hill Schools.

mennett presented a letter from O. David Garvin, District Health
Officer. Said letter contained Dr. Garvin's recommendation for the
budget. 1966-1967
The County Accountant was directed to proceed with the installation of a new
tile floor in the courtroom.
The following jurors were drawn:
June 13, 1966 Civil Term 59 names
June 20, 1966 Civil Term 60 names
August Criminal Term 84 names
There being no further business
this meeting to come before the Board of Commissioners
was adjourned to meet again on May 6, 1966, and the.BOard of
eommis$ionerS XMmediiately-convened as a Board of Equalization and Review.
