PURPOSE: To consider an appointment to an Extraterritorial Jurisdiction seat on the Carrboro
Planning Board.
BACKGROUND: There are three seats on the Carrboro Planning Board that may be appointed
by the Orange County Board of Commissioners: two ETJ seats and a Transition Area (TA) seat.
One of the ETJ seats is vacant and the TA seat is vacant.
Mr. Frank R. Hammill has applied to serve as an ETJ representative on the Carrboro Planning
Board. He recently completed a term as the Orange County ETJ representative on the Carrboro
Board of Adjustment.
The Town of Carrboro has recommended him by Resolution adopted May 7, 2002 to fill the ETJ
seat on the Carrboro Planning Board. By N.C. statute, the Board of County Commissioners has
90 days (which will be August 7, 2002) in which to make this appointment after receiving a
Resolution from the governing body of the town.
FINANCIAL IMPACT: None
RECOMMENDATION(S): Consider appointing Mr. Frank R. Hammill as an ETJ representative
on the Carrboro Planning Board for a term to expire February 28, 2004.
