PURPOSE: To discuss and receive comment on the Orange County 2003- 2004 Secondary
Road Improvement Program proposed by North Carolina Department of Transportation (NCDOT).
BACKGROUND: Chapter 136-44.8 of the General Statutes of North Carolina (NCGS) requires
that NCDOT meet with the Board of County Commissioners at a public meeting to present to and
discuss with the Board and other citizens proposed secondary road paving projects (Secondary
Road Improvement Program). NCDOT, in compliance with NCGS 136-44.8, has posted in the
county courthouse a county map showing tentative secondary road paving projects and has
published notice of the public hearing in county newspapers (the Chapel Hill News, the Mebane
Enterprise and The News of Orange).
The anticipated 2003 - 2004 allocation for Orange County secondary roads totals $ 1,432,536.50.
It includes the following:
Paving Rural Unpaved Roads (6 road segments - 8.58 miles) $1,388,000.00
Contingency 44,536.50
Total $1,432,536.50
The anticipated 2003 - 2004 allocation represents an increase of 7.64% from the 2002 - 2003
Orange County Secondary Road Improvement Program allocation.
Some previous annual Secondary Road Improvement Programs included Paving
Subdivision/Residential Unpaved Roads that were constructed prior to 1975. NCDOT paved the
last such road in the 2001 - 2002 Secondary Road Improvement Program, and there are no more
roads in that category on the priority list to be paved.
FINANCIAL IMPACT: There is no direct financial impact associated with this decision item.

RECOMMENDATION(S): The Administration recommends that the board hold the public hearing
to discuss and receive comments regarding the 2003 - 2004 Secondary Road Improvement
Program for Orange County.

NOTICE
Representatives of the Department of Transportation will meet with
the Orange County Commissioners on Tuesday, May 20, 2003 at
7:30 p.m. in the F. Gordon Battle Courtroom of the Orange County
Courthouse in Hillsborough, North Carolina to discuss with the Board
and other citizens present, plans and proposals for the 2003-04
Secondary Road Construction Program. A county map showing
tentative secondary road paving projects is posted in the courthouse.
