BOARD OF COMMISSIONERS
April 251 1966
The Orange County Board of Commissioners met in adjourned session on Monday,
April 25, 1966 at 7:30 p.m. in the Commissioners Room at the courthouse in
Hillsborough, North Carolina.
Members present: Chairman Harvey D. Bennett, Commissioners Gordon B.
Cleveland, William C. Ray, Carl M. Smith and Henry S. Walker.
Members absent: None
The following persons were present at. the meeting: Marvin Walker, Mayor of the
Town of Mebane, accompanied by five members of the Board of Alderman for the Town of
Mebane, A. H. Graham, County Attorney, Don S. Matheson, President of the Orange
County Industrial Development Commission, Alan Hawkins, Chairman of the Mebane?oy
Expansion Committee, Tom Rose, Consulting Engineer for Orange County, Clem Moses
Executive Secretary for the Burlington-Alamance Chamber of Commerce and Douglas
Allison, representative of the North Carolina Department of Conservation and.
Development.
This meeting was held for the purpose of determining what action could be taken
by the Town of Mebane and Orange County in the financing of a water and.sewer servicc
to a prospective industrial plant which wanted to locate just outside the town of
Mebane in Orange County.
After a review of the situation the following decisions were reached.
The water lines, tank, and pumping station would cost approximately $371,000.00
The sewer line from the proposed site to the Mebane plant including pump station wil
cost $85,000.00. The Town of Mebane will assume the total cost of the project
through the issuance of revenue bonds, which bonds will be guaranteed by Orange
County.
Upon motion of Commissioner Ray, seconded by Commissioner Cleveland, it was
moved and unanimously adopted that, orange County accept the proposal presented by
the Town of Mebane for the financing of a water and sewer line to the proposed
industrial site located in Orange County.
It was agreed that Mayor Walker and Chairman Bennett would appoint a Commission
comprised of three persons. This Commission would begin immediately to develop the
proposed water and sewer project.
There being no further business the meeting was adjourned.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
April 26, 1966
The Orange County Board of Commissioners met in adjourned session on Tuesday,
April 26, 1966 at 9:30 a.m. in the Commissioners Room at the Courthouse in
Hillsborough, North Carolina.
Members present: Chairman Harvey D. Bennett, Commissioners Gordon B.
Cleveland, William C. Ray and Henry S. Walker.
Members absent: Commissioner Carl M. Smith.
In order to comply with the-provision of G.S. 105-294 relative to the adoption
of an assessment ratio the Tax Supervisor recommended the adoption of a 70% assess-
ment ratio for the calendar year of 1966. Discussion ensued.
Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, it was
moved and unanimously adopted that the 1966 tax assessment ratio be set at 70%.
Commissioner Cleveland stated that he personally favored an assessment ratio
higher than the adopted 70%; however, he felt selection of an assessment ratio was a
matter that should be undertaken only when a revaluation occurs and the interim
assessment ratio should remain the same unless unusual developments occur making a
change in the ratio necessary.
The Board of Commissioners then adjourned and reconvened as a Board of
Equalization and Review. E. M. Lynch, Clerk of Court, administered the oath of this
office to Chairman Bennett and Commissioners, Gordon B. Cleveland, William C. Ray,
and Henry S. Walker.

At the conclusion of these hearing th e Board of Equalization and Review
instructed the Tax Supervisor to advise each property owner of the action taken in
their respective request. The Tax Supervisor is to report back to the Board of
Equalizatio n and Review the acceptance or rejection of each property owner._as to
the decisio n of the Board concerning their (the property owners) request.
There being no further business to come before the Board of Equalization and
Review the meeting was adjourned..
