PURPOSE: To recognize and express gratitude to Nancy Freeman for her dedication and service
to Orange County.
BACKGROUND: After nearly three decades of dedicated public service, Nancy Freeman will
retire on April 1, 2026.
Nancy Freeman began her service with Orange County in 1997 and was appointed Tax
Administrator in 2019. During her tenure, Ms. Freeman demonstrated leadership in improving tax
collection efficiency, strengthening customer service initiatives, and fostering a professional and
supportive work environment within the Tax Department.
The Board of County Commissioners expresses its appreciation to Ms. Freeman for her
dedication and service to Orange County residents, Orange County government, and the Board
of County Commissioners.
FINANCIAL IMPACT: There is no financial impact associated with consideration of this
recognition.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• MISSION STATEMENT — Orange County is a visionary leader in providing governmental
services valued by our community, beyond those required by law, in an equitable,
sustainable, innovative, and efficient way.
• VISION STATEMENT — We are a diverse, inclusive, and healthy county working together
to strengthen our community and enhance the quality of life for all residents.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Chair to sign
the attached letter recognizing and expressing appreciation to Nancy Freeman for her service to
the people of Orange County.

Dear Nancy Freeman,
With this letter, the Orange County Board of Commissioners acknowledges and thanks
you for almost 30 years of service to Orange County. It is notable that you started in 1997
as an administrative assistant II, were promoted to business officer II in 2017, were
appointed tax administrator in 2019, and were reappointed tax administrator in 2023.
We know that there have been many changes with property assessments and tax
collections during your long tenure. We recognize how much you have worked to address
the concerns of the Board and the community.
This is a well-deserved retirement, and we wish you all the best.
