BACKGROUND: The Animal Services Hearing Panel Pool hears appeals from violations of the Orange County Code of Ordinances, protects the health, safety and welfare of Orange County residents and the animals residing in Orange County, and conducts fair and impartial hearings of appeals of potentially dangerous dog declaration and any other appeals as may be required by the Animal Control Ordinance. The Board of County Commissioners appoints all eighteen (18) members, with representatives from various related fields and geographic locations in the county. Since the work of this body is dependent on hearings, it does not submit an Annual Work Plan. My graduate training at the UNC Gillings School of Global Public Health strengthened my ability to interpret regulations, evaluate population level impacts, and support evidence based decision making. My professional experience managing data driven quality and operational initiatives has given me a systems level understanding of community health needs and organizational accountability. Combined with prior service as a Navy Search and Rescue Medical Technician, I bring disciplined judgment, analytical rigor, and a sustained commitment to advancing the health and well being of Orange County residents. In addition, I have completed more than 40 hours of dog behavior training, including specialized instruction on understanding aggressive dogs.
