PURPOSE: To discuss appointments to the Board of Equalization and Review.
BACKGROUND: The Board of Equalization and Review is a quasi-judicial body that hears
appeals from residents concerning various property tax issues, including valuation and
exemption appeals. The Board of Equalization and Review is charged with ensuring that all
taxable property is appraised and assessed according to the standards required by the North
Carolina General Statutes.
The Board of County Commissioners appoints three (3) members, seven (7) alternates, and
designates the Chair.
Appointees serve two-year terms, but there is no limit to the number of terms they may serve.
Since the work of this body is dependent on hearings, it has not historically submitted an Annual
Work Plan.
The Board of Equalization and Review does not make recommendations for appointments.

Please explain how your background, education and experience is relevant to this board
I was the attorney for the Board of Equalization and Review. I am familiar with the law that
governs tax and have experience dealing with tax matters. I took residential and commercial
cases to the North Carolina Tax Commission for the County. In all instances, when going before
the property tax commission, I tried to simplify the process for residents and to ensure that the
property tax value as set was corrected even when the property value requested by the
Taxpayer was incorrect.
Please explain your reasons for wanting to serve on this board
I live in Orange County and am interested in tax law and ensuring that the law is administered
fairly.
How would your particpation on this board contribute to the diversity of viewpoints?
I am a black female lawyer. I believe that perspective would add value to the conversation. Also,
when people of color came before the Board, they would see someone who looked like them as
part of the decision-making body. I also know the law and would apply it fairly to all. In the past,
that hasn t always happened.

Please explain how your background, education and experience is relevant to this board
I was a local government lawyer who worked on land use law issues for over twenty years. I also
worked on housing development and contracting.
Please explain your reasons for wanting to serve on this board
I have lived in the Hillsborough ETJ since 1999 and am recently retired. I would love to continue
to work in my community.
How would your particpation on this board contribute to the diversity of viewpoints?
I think I bring a local government perspective to the Board. I also work at the General Assembly
and see a lot of pushback at the legislature against local government regulation. I believe the
government can work efficiently and still consider health, safety, and community standards. That
is my perspective.
Do you have any personal or business interest(s)that could create a conflict of interest
(either real or perceived) if you are appointed to this board?

My term with the Carrboro Farmers Market Board will end in February (2026). Land use and
planning have been an interest of mine in Orange County

I have work on a number of boards and committees for 40 years. I always want to listen to other
opinions from those serving with me and members of the public.

I was employed by the Town of Chapel Hill in parking enforcement, based in the Police
Department. I interacted with the public from students to senior citizens.

1. Please describe, generally, your reasons for wanting to serve on the OWASA Board of
Directors.
I live across the road from Cane Creek Reservoir. Married into the Stanford Family which sold
their land and business to OWASA.
2a. Please list/explain your experience, either professionally and/or from other
boards/commissions that you have in the areas of budget, personnel, and management.
As a member of the Carrboro Farmers Market, we are responsible to draft and present a
budget to our membership for passage at our annual meeting. Our Board also hires and
reviews our 2 full time employees.
2b. In addition to the experience listed in the question above, please list the
work/volunteer experience/qualifications that would add to your expertise for this board.
3. What do you understand OWASA's role to be regarding issues of growth and
development?
Providing safe drinkable water to its customers. Treatment of the sewerage and meeting all
governmental requirements.
4. What do do you hope to accomplish if appointed?
A voice that is not presently appointed to the Board

I present a rural viewpoint as a neighbor of the reservoir and a farmer.

I have the time and this is an issue I have been involved in my entire life I have lived here in

three-year olds that will attend school in the next year and a half. (Verified application

Member of The Episcopal Church of the Advocate -Lay leader and outreach in our
community especially our neighbor the Rogers Road Community. I have volunteered with
Rogers Road Community Center since 2021, as the Advocate Church has jointly hosted
vaccine clinics and also 5 OC Tax Office workshops in 2022 for community assistance
with property tax relief programs and education regarding appeals. I also volunteer with
Rena's annual Unity in Community event and Back to School Bash, summer camps,
monthly food drives and OC Justice United organizing. Then present as a vol for the 8
months of meetings for the Greene Tract affordable housing development planning with
OC and both Chapel Hill, Carrboro. A sewer project together with University Presbyterian
Church recently installed 3 important new sewer connections - in response to the
concerns of local residents for healthy and safe water. I have been involved with assisting
community members to obtain property tax relief and apply for property tax appeals since
2022 and also recently attended numerous 2025 Property Tax Workshops put on by the
NC Housing Coalition throughout the Triangle. Also member of the Chapel Hill NAACP.

I had a 20 year Home Health Nursing career both in the field and in administration and am
experienced in direct engagement with the community. I can look at details while understanding
the big picture.

I feel called at this time with my recent interest and volunteer work since 2022 -with Rena and
with the OC Tax Office regarding property tax valuations and appeals and would like to learn
more. I feel that I would serve the needs of both the county and the county residents.
How would your particpation on this board contribute to the diversity of viewpoints?
Every situation is different and for diversity to be present there also must be creativity and
acceptance of each and every situation. I will be open minded and realistic/practical at the
same time.
