PURPOSE: To consider making new appointments to the Transfer of Development Rights
Taskforce,
BACKGROUND: Initial appointments were made for this taskforce on June 23, 2005,
The objectives of the TRD Taskforce are to:
1, Sustainably balance rural and urban areas;
2, Direct growth and development away from important natural and cultural resources and
towards areas more able to support municipal services and urban densities;
3, To provide working farms with an alternative income potential; and
4, To link zoning densities to comprehensive plan goals and policies,
Taskforce members may be chosen from the following general sectors, including, but not limited
to: local governments, advisory boards, banking and finance, private sector
community/neighborhood groups, utilities, developers, lawyers, agriculture, planning, natural
areas advocacy, real estate, and environmental protection,
Previous appointments to the TDR taskforce have filled the majority of sectors suggested by the
consultant, Having been in recent conversation with the consultant, staff recommends that the
TDR Taskforce will be an efficient board at approximately 15 members.
The remaining stakeholder sectors yet unfilled include; the local government, utility, advisory
board (i.e. regulatory, e,g. Planning Board) and possibility natural areas advocate if the existing
appointee in that sector cannot attend, There are applicants attached that can fulfill these
interest areas.
FINANCIAL IMPACT: None,
RECOMMENDATION(S): Consider making new appointments to the Transfer of Development Rights
Taskforce, as the Board may desire,

1 moved to Chatham County, NC in 1978 and etablished Matrix Designs, doing
architectural design and model making, designing and building furniture, cabinetry and
designing sets for theatre. Prior to Village Project, my work in urban design included
production of "alternatives to Sprawl: Welcome the City" an exhibit of transit oriented
designs for three sites in the Triangle region 1998 and "design Sceneries for Downtown
Carrboro 1999, co-produced with Glen Bluden, Artitect, I am chairman of the board of
Directors of the Village Project, Inc, anon-profit educational organization I founded to
work for walkable, transit-oriented development in our region,
