HomeMy WebLinkAboutMinutes - 19660404]D MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS March 28, 1966 The Orange County Board of Commissioners met in adjourned session on Monday, March 28, 1966 at 7:30 o'clock p.m. in the court room at the courthouse in Hillsborough, N. C. 11 Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland William C. Ray, Carl M. Smith and Henry S. Walker. Members absent: None The purpose of this meeting was to discuss with the concerned agencies of government the problems and criticisms which have arisen against the Medical Examiner's Program in the county. Representatives from the Chapel Hill Police Department, Carrboro Police Department, Hillsborough Police Department, Mebane Police Department, Orange County Sheriff's Department, the District Health Department, the County Medical Examiners, the County Coroner, the County Welfare Department and the County Senator, Don Matheson, were present. James Harper, former member on the staff at the Institute of Government,spoke t the meeting concerning the Medical Examiner's System and placed particular emphasis on the subject of the removal of deceased persons. A question and answer session followed Mr. Harper's presentation. The Medical Examiner stated it was his opinion that an officer who investigates death, particularly traffic deaths, should first satisfy himself as to the apparent cause of death and authorize the removal of the corpse. That it should not be necessary for the Medical Examiner to examine the body at the scene of the death. Commissioner Ray presented to the Board an application for a Federal Grant. This grant is being secured in order to finance a water and sewer survey for rural Orange County. Action for the approval of said application.has been taken at the February 7, 1966, regular monthly meeting. Chairman Bennett read a letter from T. A. Burton, Division Engineer, relative to Howell Street Extension. The letter advised the Board that the request will be placed in an inactive file unless the State Highway Commission was able to secure the right of way on said street before May 2, 1966. The Clerk was directed to send a copy of this letter to each petitioner of the Howell Street Extension petition. There being no further business to come before the Board this meeting was adjourned. Gattis Acting Clerk - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS April 4, 1966 The Orange County Board of Commissioners met in regular session on Monday, April 41 1966, at ten. o'clock a.m. in the Commissioners Room at the courthouse in Hillsborough, N. C. Members present: Chairman Harvey D. Bennett, Commissioners Gordon Cleveland, William C. Ray and Henry S. Walker. Members absent: Commissioner Carl M. Smith. Mrs. Harden Johnson of Route 2, Mebane, N. C., accompanied by a group of citize from that area appeared before the Board to inquire about the action taken on a road petition submitted for SR01117. Chairman Bennett instructed the Clerk to write the State Highway Commission and request that they notify Mrs. Johnson as to the status of road 01117. Finley Parker of Route 1, Cedar Grove, N. C., requested that road. numbers 1368 and 1369 be improved and paved. The Clerk was requested to write the District Engineer and inform them of Mr. Parker's request. Commissioner Ray presented a petition for a road designated as Church Road. 439 Tom Ward, Welfare Director, presented the following Aid to Blind Agenda. Jarrett 6-1-66 63.00 Transferred to Alamance County Upon motion of Commissioner Ray, seconded by Commissioner Walker, and unanimously adopted, Chairman Bennett was authorized to sign said Blind Aid Grants. Mr. Ward explained to the Board the new policy, which was being instituted by the State Welfare Board, in connection with the direct mailing of Public Assistance. checks. The objective of this new policy being to place Public Assistance checks, with attached Medical Services authorization, in the hands of the recipient the first of each month. Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, and unanimously,adopted, the Orange County Welfare Department was authorized to advise the State Welfare Department that the county approved the institution of direct mailing of Public Assistance checks. C. T. Kaylor, Chairman of the Planning Board, and Harry Palmer, representative of the Research Triangle Regional Planning Commission, presented to the Board a draft for review and discussion of Orange County Zoning Ordinance. The proposed ordinance for zoning would be applicable only to?,Ch&pel Hill Township. Discussion ensued. Paul Seibel, former Community Consultant Services Officer, introduced Pete Grimes, Coordinator of the Community Consultant Program. Mr. Grimes stated that if the Board desired to continue the Community Services Program some notice to Louis Christian, Director of the Community Services Program for the State Welfare Board, should be given, in order, for the State Department to fill the vacancy which now exist in orange County. Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, unanimously adopted, it was ordered that Louis Christian, Director of the Community Services Program for the State Welfare Board be advised that Orange County wished to have the vacancy of Community Services Consultant filled. Discussion ensued concerning the proposed Public Health Center. Upon motion of Commissioner Ray, seconded by Commissioner Cleveland, it was moved and unanimously adopted that, S. M. Gattis, the County Administrator, be and is hereby designated to act as Treasurer for the proposed Health Center Building project. There being no further business to come before the Board said meeting was adjourned to meet again on Thursday, April 14, 1966 at`7;.30 p.m. in the Commissioners Room at the courthouse in Hillsborough, N.
