• Welcome and Introductions
Commissioner and Work Group Co-Chair Phyliss Portie-Ascott called the meeting to order
at 12:01 PM and welcomed everyone.
Introductions of members were conducted at the start of the meeting. Delores Baily and
Hudson Vaughn arrived shortly afterward.
Commissioner and Work Group Co-Chair Marilyn Carter provided a summary of the Work
Group's charge and purpose to provide an overview for the presenters.

The meeting sum maryfrom November 14, 2025, was approved unanimously.
• Presentation from Marcus Kinrade and Nicole Krieser, Wake County Tax
Administrator
Presentation attached for reference and review.
Questions and comments were welcomed during and after the presentation.
• Questions and Next Steps
Commissioner Portie-Ascott previewed the agenda for the next meeting, scheduled
December 5, 2025. The agenda includes an update on Appeals and Neighborhood
Reviews as well as a review of the Request for Proposal(RFP) to conduct an evaluation
of the Reappraisal and Tax Assessment Process in Orange County, NC. All meeting
documents have been sent to members for review.
Commissioner Portie-Ascott asked members to review the presentations from UNC
School of Government and the NC Department of Revenue, which were shared during
the November 14, 2025 meeting. Members were encouraged to come prepared to
share key takeaways, comments, and questions at the upcoming meeting.
Members were also asked to submit any questions or comments in advance of the
December 5 meeting.
Deloris Bailey informed the group that she will be unable to attend the next meeting.
However, she will reviewthe materials and submit any questions or comments
beforehand.
In-person attendance is encouraged; however, a Microsoft Teams link will be provided
for those who need to join virtually.
Commissioner Carter thanked the presenters and expressed appreciation for the
engagement of participating community members.
