citizens to conduct themselves in a respectful, courteous manner; both with the Bocerd tend with fellow

a. C"ounty Government Week
The Board will consider proclaiming the week of April 20-26, 2003 as
Orange County Government Week and endorse the "Official for a Day"
activities.
b. SeYUaI Assault Awareness Month
The Board ~~~ill consider proclaiming April as Sexual Assault Awareness
141onth in Orange County and approve the Proclamation and authorize the
Chair to sign.
c. National Tourism «~ eek
The Board will consider proclaiming the week of 1~1ay 10-18, 2003 as
National Tourism t~t~eek in Orange County, and authorize the Chair to sign
the proclamation.
d. Ai~nenian Martyrs Day - Apri124, 2003
The Board will recognize and remember :4rmenian Martyrs Day and the
millions who perished in similar genocides tlu•oughout the 20th Century
and proclaim April 24, 2003 as Armenian Martyrs Day and authorize the
Chair to sign the proclamation.
e. Resolution of Appreciation for Volunteers Serving on County
Ad~zsory Boards and C"ommissions
The Board will consider a resolution of appreciation for the volunteers
who serve on County Advisory Boards and Commissions and authorize
the Chair to sign the resolution.
f. Legislative Items
The Board ~~-•ill consider approval of draft resolutions expressing Orange
County's position on various legislative items, and authorize the Clerk and
Chair to forward the resolutions, along with a cover letter, to Orange
County's legislative delegation, leaders of the General Assembly, the
Governor, the North Carolina Association of County Commissioners, the
two school systems, and the North Carolina School Boards Association.
6. SPECL~L PRESENTATIONS (8:35-8:50)
a. Final Report from the Human Services Advisory Commission on the
Human Services Issues Forum 2002
The Board t~~ill receive as information the final report prepared by the
Human Services Advisory Commission on the proceedings of its Human
Services issues Forurn for 2002

8. ITEII~TS FOR DECISION--CONSENT AGENDA (8:50-9:
a. Mvmtes
The Board will consider approval andlor correction of minutes from the
following meetings: January 2~, 2003 Board Retreat; February 24, 2003
Quarterly Public Hearing; and February 2b, 2003 BOCC Work Session.
b. Appointments- None
c. 11~Iotor ~-'ehicle Property Tax Refwids
The Board «-ill consider adoption of a refund resolution related to 28
requests for motor vehicle tax refunds.
d. Change in BOCC Regular Meeting Schedule
The Board will consider one change in the County Commissioners'
regular meeting calendar for the year 2003 by adding a meeting on
Thursday, May 1, 2003 to begin at 11:30 a.m. at the Government Services
Center, 200 South Cameron Street., Hillsborough, North Carolina.
9. ITEA~IS FOR DECISION--REGULAR AGENDA
a. Proposal to Change Dental Clinic Service Delivery (9:00-9:25)
The Board will consider a proposal to change the manner in which Orange
County Health Department Dental Clinic services are delivered to patients
by realigning currently budgeted resources. The realigmnent consists of
establishing a permanent full time Dentist position to serve children and
adult patients in both clinical locations and sense as clinical director and
clinical supervisor of the County's dental program effective June 2, 2003;
to reduce the curtent full time Dental Hygienist position to part time 20
hours; and to amend the Classification and Pay Plan to add the new
classification of Dentist at salary grade 83.
b. Boards and C"ommissions (9:25-9:50)
The Board will consider the list of Boards and Commissions on which
members of the County Commissioners serve.
10. REPORTS
a. Regional Evacuation Stucly (9:50-10:15)
The Board will receive a report on a Study of a seven county region
(including Johnston, Chatham, Wake, Durham, Alamance, Guilford and
Orange) that assessed the abilities of governments to evacuate or isolate
all or part of that region in case of emergency and that identified some
available resources within the region.
