HomeMy WebLinkAboutMinutes - 19660307 The Orange County Board of Commissioners met in regular session on Monday, March 7, 1966, at ten o'clock a.m. in the Commissioners' Room at the Courthouse in Hillsborough, North Carolina. Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, William C. Ray, Carl M. Smith and Henry S. Walker. Members absent: None The minutes of the February meeting were read and approved. Max Kennedy, Chairman of the Industrial Sub-committee of the Orange County o.E.D.P., presented to Chairman Bennett the following letter. "We, the Industrial Sub-committee of the Orange County O.E.D.P. in our efforts to be of assistance in the procurement and expansion of industry in Orange County, realize that of the critical needs for such procurement and expansion, water is of prime concern. The most generous offer of the necessary land without cost by certain individuals for development of a lake on the east fork of the Eno River is an opportunity for Orange County to enhance greatly its attraction for industry and individual alike. Therefore, we wish to express our endorsement for this plan, to proceed.as expeditiously as possible, with the recommendation that an effort be made to obtain an agreement from the town of Hillsborough concerning the processing of this water. Thanking you for the opportunity to express this endorsement, we remain." The following road petitions were presented and the Clerk was authorized to forward same to the State Highway Commission. 1. Road #1953 (Wildcat Creek Road) 2. Hunter Road The following department officials presented reports for the month of February, 1966. Clerk of Court Veterans Service Officer Tom Watkins was present to discuss the addition of Jones Grove Church Road to the State Highway System. Mr. Watkins was advised to secure a road petition and submit same for approval. The following letter from Williard S. Swiers, Superintendent of the Chapel Hil Schools, was read: "In presenting the capitol outlay budget for 1965-66, the Chapel Hill Board of Education included as a line item funds for construction of classrooms at the Frank Porter Graham School. The money appropriated by the Board of County Commissioners in the amount of $75,000 has not been encumbered due to delay in approval of projec plans. In view of the fact that the funds are presently not committed and the likelihood of their being committed soon is small, the Chapel Hill Board of £ducatic requests permission of the Board of Commission to use a portion of the appropriated money to purchase sites for elementary schools." Discussion ensued. The County Accountant was requested to call Dr. Swiers and advise him to make a request involving a definite sum of money in order that the Board might be better informed before taking any action of said request. Dr. Maynard Adams representative from the Committee of the Joint Orange-Chathan Community Action, Inc. requested that the agency be re-organized. He stated that only one agency in the county was eligible to receive funds under the Economic Opportunity Act. Discussion ensued. The following resolution was introduced by Commissioner Cleveland, seconded by Commissioner Smith, and unanimously adopted: "We, the Orange County Commissioners, recognize the Joint Orange-Chatham Community Action, Inc., in conjunction with the Orange Commission on Economic Opportunity, Inc., as the approved community action agency to receive and to disburse funds for anti-poverty programs in orange County under the provisions of Economic Opportunity Act of 1964 (P. L. 88-452), and as it may be amended from time to time." Dr. Adams presented a budgetary request from the Joint Orange-Chatham Community Action Committee. This budget is to be shared by Chatham County but Orange County's share of the Program Development proposal being prepared amounted to $1,649.58. The entire Program Development proposal will be financed as follows: Total Budget $27,493.00 Chatham County's Share $10,977.20 Orange County's Share $16,495.80 Dr. Adams explained that ninety per cent (90%) of the cost of this program will come from Federal Funds and that Orange County's share will amount to ten per cent (10%) which will require the appropriation of $1,649.58. Discussion ensued. Upon motion of Commissioner Smith, seconded by Commissioner Walker, it was moved and unanimously adopted, that Orange County appropriate from the Emergency Fund the sum of $1,649.58 to the Joint Orange-Chatham Community Action Committee for Economic Opportunity. Commissioner Ray presented the following letter from Thomas D. Rose, Engineer, of Chapel Hill, North Carolina. "In reference to our discussion regarding a proposed lake on the East branch of Eno River, near Mt. Zion Church, I submit herewith some preliminary information. I am referring to it as "Lake Orange." Based on your knowledge of the terrain, you stated that the lake would have a surface area of approximately 150 acres and an average depth of approximately 10 fee Under these conditions the lake would have a volume of approximately 490 million gallons. From County maps we estimate the drainage area at about 6,200 acres or 9.7 square miles. Using the foregoing as a basis, I have made certain calculations and have prepared the following tabulation, comparing the proposed lake with other known lake All of these lakes are in actual use. Incidentally, the writer's firm handled the engineering on Richard Lake for the Cone Mills, Greensboro, N. C., and Lake Fisher for the city of Concord, N. C. Total Draft--M.G.D. 4.4 2.0 7.5 3.9 On line 6, the Draft in million gallons per square mile, I have used the figure 0.40, which you will note is lower than the figures shown for the other lakes. At this figure, which appears to be conservative, Lake Orange should supply a daily draft of 3,900,000 gallons. The above statements are approximate and preliminary, but should serve as a guide when considering future action. Before any definite cost figures can be given, actual surveys would have to be made. Base lines should be run within the proposed lake area, levels taken and cross sections made to determine the height of the dam, the lake volume and the water line elevation. Then a complete report could be made. The cost of these surveys and the report would have to be estimated after an inspection trip of the area." The County Administrator was requested to advise Mr. Rose that it planned to proceed with the necessary water survey.. Ed Barnes, County Extension Chairman, stated in a letter to the Board that the following Orange County citizens have been asked and have agreed to serve for a three year period on the Orange County Extension Advisory Board: E. Wilson Cole, Hillsborough, N. C. William F. Hogan, Route 2, Chapel Hill, N. C. Richard C. Roberts, Route 1, Hillsborough, N. C. William C. Dorsett, Route 1, Efland, N. C. Verna Burnette, Route 3, Mebane, N. C. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved and unanimously adopted, that the citizens named by Ed Barnes, County Extension Chairman, be appointed to serve a three year term on the Orange County Extension Advisory Board. The Board endorsed action taken by Chairman Bennett who granted permission to the Hillsborough Garden Club to plant roses on that portion of the bank, owned by Orange County, located just south of the courthouse. 435 The following Blind Aid grants were approved by the Board: AID TO THE BLIND AGENDA March 7, 1966 NEW Name Eff. Harvey Bennett Chairman Betty June Hayes Clerk and Sam Gattis Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS March 7, 1966 The Orange County Board of Commissioners met in adjourned session on Monday, March 7, 1966, at 7:30 'p.m. at the Institute of Government. Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, William C. Ray, Car1.M. Smith and Henry S. Walker. Members absent: None The purpose of this meeting was to discuss with the Mebane Town Officials the possibility of constructing a water and sewer line to a proposed industrial area in Orange County located just east of the Town of Mebane. Jake Wicker, Assistant Director of the Institute of Government, discussed in detail several methods which could be used to finance this project beyond the corporate limits of the Town of Mebane. Both the Town Board of Mebane and the Board of Commissioners gave tentative approval to the plan of constructing a water and sewer line into the proposed area. It was agreed that committees from each unit of Government will study the problem and make specific recommendations to each Board.
