BACKGROUND: A second component critical to the development of a DTCC satellite campus is determining the needs of the community as it respects offerings at the satellite campus. Prior to April 2003, staff of DTCC and Orange County will be surveying residents to determine the adult education needs of the County. All elements of the population are to be considered in this first step toward developing a plan for degree and/or certificate programs, courses and other adult education services for Orange County's community college campus. Special attention will be given to the needs of potential students who are unemployed or underemployed residents and graduating high schools students. Current and future employers will also be involved in the study to ensure that the workforce is being prepared for jobs available in the County. DTCC envisions that the members of the Advisory Committee for Programming Needs Assessment will be charged to serve as advisors to DTCC and Orange County staff that will be conducting the needs assessment. Specifically, the responsibilities of this Advisory Committee will be attendance at monthly meetings during the course of the needs assessment to: • Advise on the plans for the needs assessment and ensure inclusiveness, • Suggest appropriate methods and venues for collecting data, • Advise staff on the preparation of a final report, • Advise staff on the presentation of the analysis of the data to the DTCC Board of Trustees and the Orange County Commission, and 2 • Advise staff on other appropriate presentations of the needs assessment data throughout the County. DTCC has recommended that the membership of the Advisory Committee for Programming Needs Assessment shall be appointed jointly by the Orange County Commissioners and the DTCC Board of Trustees as follows: 1) Four (4) Public Schools Representatives - One from each high school (DTCC to appoint) 2) One (1) representative of the Hispanic population of the County (DTCC to appoint) 3) One (1) representative from UNC Chapel Hill (DTCC to appoint) 4) One (1) representative from Joint Orange/Chatham Community Action (DTCC to appoint) 6) Four(4) Town Mayors or their designees-one each from Carrboro, Chapel Hill, Mebane and Hillsborough (DTCC to appoint) . 6) Two (2) Chamber of Commerce representatives-one from each of the two Chambers of Commerce in the County (DTCC to appoint) 7) Two (2) representatives of the DTCC Board of Trustees (DTCC to appoint) 8) One (1) representative of a large employer within-the County (BOCC to appoint) . 9) Two (2) representatives of small business employers within the County (BOCC to appoint) 10)Two (2) at-large representatives of the County appointed by the BOCC (BOCC to appoint) 11)Two (2) County Commissioners (BOCC to appoint) 12)One (1) representative from the Department on Aging (BOCC to appoint) 13)One (1) representative from the Department of Social Services (BOCC to appoint) Staff to the Advisory Committee for Programming Needs Assessment will be: • DTCC's Vice President for Student Support Services • Orange County's Director of Purchasing and Central Services • Research Personnel employed and contracted by DTCC DTCC has requested that the County Commissioners take appropriate action to make appointments to the specific categories listed above for BOCC appointment. FINANCIAL IMPACT: There is no financial impact associated with the appointment of the Site Selection Advisory Committee. However, the 2002-2012 Capital Investment Plan includes a total of$4 million, funded over two years to meet any cash match requirements associated with the satellite campus development. RECOMMENDATION(S): The Manager recommends that the Board take the following action: • Appoint the Chair of the Aging Advisory Board and the Chair of the Social Services Board to the Advisory Committee for Programming Needs Assessment, with their respective vice-chairs serving as alternates; and • Direct the Clerk to advertise for the members indicated in categories eight (8), nine (9) and ten (10), above,citing specifically the duties of the Advisory Committee for Programming Needs Assessment as indicated above; and providing each potential appointee with a copy of the original task force report; and bring forward the results for Board consideration on August 20, 2002; and • Appoint the two (2) County Commissioners who will serve on the Advisory Committee for Programming Needs Assessment at an upcoming meeting.
