HomeMy WebLinkAbout2025-711-E-Solid Waste-Groundwater Monitoring Program (FY 2025-2026)-OCSWM Active C&D LandfillTO: Mr. Bruce Woody Orange County Solid Waste Management FROM: Deborah Coakley, Sean Jarvah, Bilgen Yuncu Environmental Services Division DATE: 06/03/25 SUBJECT: Groundwater Monitoring Program (FY 2025-2026) OCSWM Active C&D Landfill: TRC Project No. TBD TRC Engineers, Inc., (formerly Draper Aden Associates) proposes to provide professional environmental services to Orange County Solid Waste Management (OCSWM) pertaining to the groundwater monitoring and corrective action program at the Active C&D Landfill, in accordance with an existing Services Agreement between OCSWM and TRC. The subject proposal is intended to encompass services that will be provided to conduct the Fall 2025 and Spring 2026 groundwater sampling/reporting events (July 1, 2025 through June 30, 2026). This proposal is restricted to services to be provided for the active C&D Landfill. Specific tasks to be performed during the service period are detailed as follows. Task-01 - Groundwater Sampling Event 41 (Event 2025 S2) TRC proposes to conduct groundwater sampling event 39 at the Orange County Regional Landfill – Active C&D Facility during November 2025. TRC shall coordinate field and laboratory services, obtain groundwater samples, review sampling documentation received from groundwater sampling personnel, chemically analyze groundwater samples (Eurofins), validate analytical data provided by the contracted laboratory, update historical summary tables, and prepare a report suitable for direct submission to NCDEQ. During the subject sampling event, the laboratory will analyze: ▪samples obtained from four compliance wells (6804-MW204S, 6804-MW209, 6804-MW210D, 6804-MW211R) for the constituents listed in Appendix I, one of the constituents listed in Appendix II (mercury), and several parameters that are unique to C&D facilities (manganese, iron, tetrahydrofuran, total dissolved solids, chloride, alkalinity, sulfate). ▪additional samples obtained from well 6804-MW-204S for quality control parameters (MS/MSD) Docusign Envelope ID: F108C395-3F4F-4103-AF33-FCBEC4DCBF7F Mr. Bruce Woody July 9, 2024 Page 2 ▪ QA/QC samples (trip blank, duplicate, and field blank). TRC will prepare a digital version (Adobe Acrobat or functional equivalent) of the report and provide it to OCSWM and to NCDEQ. Additionally, all electronic data deliverables (EDDs) will be compiled and submitted to the State’s EQUIS database per NCDEQ requirements. Task-02 - Groundwater Sampling Event 42 (Event 2026 S1) TRC proposes to conduct groundwater sampling event 40 at the Orange County Regional Landfill – Active C&D Facility during May 2026. TRC shall coordinate field and laboratory services, obtain groundwater samples, review sampling documentation received from groundwater sampling personnel, chemically analyze groundwater samples (Eurofins), validate analytical data provided by the contracted laboratory, update historical summary tables, and prepare a report suitable for direct submission to NCDEQ. Task-03 – PFAS Sampling and Analysis – If Necessary A memorandum dated March 13, 2023, by North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management (DWM), Solid Waste Section (Section), stated that all groundwater, surface water, and leachate samples collected at solid waste sanitary landfills after July 1, 2023, are required to be analyzed for per- and polyfluorinated substances (PFAS). Per this requirement, PFAS sampling and analysis was completed at the Active C&D Landfill during the 2023 S2 and 2024 S1 sampling events. Results of the PFAS analysis were submitted to the NCDEQ under separate cover with the regularly submitted semi- annual monitoring reports. Upon review of the PFAS analysis results, the NCDEQ may require additional analysis for PFAS at select and/or all monitoring wells at the Active C&D facility. Accordingly, laboratory costs for additional PFAS analysis during the upcoming 2025 S2 and 2026 S1 sampling events is included as a separate line item until further direction from the NCDEQ. This work task will be conducted on a “time-and-materials, not to exceed the estimated fee” basis using the attached TRC fee schedule (Attachment 1). TRC will invoice OCSWM only for actual time expended and reimbursable expenses incurred in providing the required services. The total fee for this task will not be exceeded without approval from OCSWM. COMPENSATION. (2) A 6% Communication Fee will be applied to labor charges in lieu of separate reimbursement for photocopying, report production, faxing, computer usage, software usage, telephone charges, and postage costs. Digital productivity solutions/applications include mobile and desktop applications designed to increase efficiency in data collection and representation, excluding custom development as required on a per project basis. (4) All TRC rates are subject to an annual calendar year escalation. (5) All invoicing will apply TRC billing rates in conformance with the rate schedule in effect at the time of the services. (6) A 2% fee will be applied to the invoice amount to cover Professional Liability and Related Insurance costs. (7) For Litigation or Litigation Support Services, please request a copy of our Standard Rates for Litigation Services.
