1 ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: December 9, 2025 Action Agenda Item No. 8-d SUBJECT: Purchase of Vehicles for Transportation Services Department DEPARTMENT: Fleet Services ATTACHMENT(S): INFORMATION CONTACT: Quotes from Modell Robert Williams, 919-918-4904 FTA Award Letter NCDEQ Contract NCDOT Contract #54-SG-05062022 Raised Roof Vans and Light Transit Vehicles PURPOSE: To approve and authorize Orange County Fleet Services to purchase three (3) Ford Transit 350 Lightning E-Motors Conversion vans and one (1) Ford E-450 Lighting E-Motors Conversion van to provide accessible transportation options to individuals with disabilities who are unable to use the fixed-route bus service. BACKGROUND: Orange County Transportation Services was awarded $160,000 from the Federal Transit Administration (FTA) Section 5307 capital funds to support the procurement of zero emission battery electric transit vans to replace the aging Light Transit vehicles (LTVs) used within the fixed-route transit operations. Orange County Transportation Services has also received $93,500 in funding from the North Carolina Department of Environmental Quality (NCDEQ) through the VW-Transit Bus Program. This funding is a result of the 2019 North Carolina VW Settlement Program instituted in response to excessive emissions produced by VW's 2- and 3-liter diesel engines. The funds will be used to replace a Class 4-B diesel Transit Bus with a Class 4-13 zero emission light transit vehicle (LTV) in an effort to continue the goal of Clean Air Mobility (CAM). Orange County Fleet Services proposes the purchase of the replacement vehicles to ensure a continued safe, efficient, cost-effective transportation service for Orange County residents. The funding for this vehicle purchase was approved as part of Budget Amendment #3 at the Board's October 21, 2025 Business meeting. The vehicles are proposed for purchase from Modell (formerly Creative Bus Sales, Inc.). Modell has been awarded Contract #54-SG-05062022 Raised Roof Vans and Light Transit Vehicles through the North Carolina Department of Transportation (NCDOT), which follows federal procurement guidelines. 2 FINANCIAL IMPACT: The total financial impact for all vehicles is $249,999.99 excluding sales tax. • Three (3) 2021 Ford Transit 350 Lighting E-Motors Conversion Vans $159,999.99 • One (1) 2022 Ford E-450 Lighting E-Motors Conversion $ 90,000.00 ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION OBJECTIVE 2.
