PURPOSE: To accept an award from U.S. Justice Department State Criminal Alien Assistance
Program (SCAAP) in the amount of$114,058 for Orange County.
BACKGROUND: The Sheriffs Office along with the Justice Benefits, Inc. (JBI) signed
agreement in June, 2000 to secure appropriate Federal Financial Assistance in recovering
additional federal dollars that are due to the County for reimbursement of some of the costs of
incarcerating criminals who have committed serious crimes.
Based on JBI's work, the County will receive an additional $114,058 from the U.S. Department
of Justice. The County will compensate JBI twenty-two percent (22%) as a direct result of the
work JBI completed.
FINANCIAL IMPACT: The County would receive $114,058 from the U.S. Department of
Justice. The County would compensate JBI 22% of this amount, $25,093, leaving a balance of
$88,965 for Orange County.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners accept
the award from SCAAP in the amount of$114,058 for Orange County.

Press Release
The Justice Department on April 1, 2002 announced the award of$114,058 to Orange
County NC, to reimburse some of the costs of incarcerating criminals who have
committed crimes in the United States. The goal of this program is to enhance public
safety in counties throughout the nation.
The opportunity originates from federally mandated programs that the County is
providing at local cost. As many local entities are aware,the Federal government's
domestic agenda drives local political entities to assure more responsibility for the
administration and delivery of government services. Many times these services are
funded with local dollars.
However, in some cases there are Federal funding opportunities available, if the proper
request is made. Identifying these opportunities and then properly applying for them are
not simple tasks. The interaction between Federal, state and local political entities is
complex, and often unwieldy for most local political entities.
The Sheriff s Office initiated an aggressive program of researching and applying for little
known federal programs to supplement the local tax burden by engaging Justice Benefits,
Inc., (JBI)for assistance.
JBI is a public sector consulting firm located in Dallas, Texas, that specializes in locating
and accessing hard-to-find federal reimbursements for local and state entities. JBI does
the research, gathers the data, completes all necessary documentation and returns the
application back to the county for Federal submission. With the expertise and experience
that JBI brought to the table on this claim. Orange County was able to maximize its
dollar amount on this application. Orange County was one of only 517 (out of 3,140)
eligible local entities across the U.S. that successfully applied for these dollars.
