PURPOSE: To endorse comments to the Transportation Advisory Committee (TAC) of the
Durham-Chapel Hill-Carrboro (DCNC) Metropolitan Planning Organization (MPO) regarding the
draft regional priority list for the 2007-2013 Transportation Improvement Program (TIP).
BACKGROUND: The DCNC MPO TAC, at its meeting on August 10, 2005, adopted a
provisional regional priority list far the 2007-2013 TIP, with recognition that the priority list may be
amended after input from the local jurisdictions, The TAC will consider comments and approve the
regional priority list at its meeting on October 12th, The Technical Coordinating Committee ~TCC)
will make its recommendation to submit to the TAC at the TCC's meeting on September 281 .
The NCDOT Transportation Improvement Program cycle change, from even numbered years to
odd numbered years, has abbreviated the schedule for MPOs to develop regional priority lists, To
meet NCDOT schedules far developing the 2007 - 2013 TIP, the TAC released the draft regional
priority list for the 21-day public comment period in .luly, when many local jurisdictions did not hold
meetings,
The provisional regional priority list (Figure 3 in Attachment 2, pages 30 - 47) reflects each project's
priority, with respect to priority projects submitted by all jurisdictions in the MPO, based on the
MPO's endorsed ranking system and methodology. The NCDOT considers distribution of funding
at the division level. Projects in Durham County (Division 5) and Chatham County (Division 8)

The ranking methodology (Attachment 2, pages 20 - 25) is only one tool used to produce the final
regional priority list, The TAC will consider other criteria, i,e. local government project priorities,
public comments and the long-range transportation plan, in developing the final regional priority list.

The Board of Commissioners approved its priority list March 15' 2005 (Attachment 2, pages 48 -
51), Two of Orange County s priority projects rank in the top 26 of the 44 projects submitted by
Orange County jurisdictions (top 22 of the 87 projects submitted by all local jurisdictions in the
MPO). The following lists Orange County's priorities compared to Division 7 and regional priority
ranking:

TAC members may request that the regional priority ranking of a project be switched with the
ranking of another project submitted by the same jurisdiction to ensure that the local jurisdiction's
priorities are addressed. For example, Orange County may request that bicycle lanes on Old NC
86 (Orange County priority 4, Division 7 pricrity 28) be moved to Division 7 priority 20 in place of
bicycle lanes on NC 86 (Orange County priority 5, Division 7 priority 20) and vice versa. The TAC
will also decide the ranking for projects scaring the same number of points, which are all
represented having the same rank in the draft regional priority list, For example, three of the seven
projects having a rank of 20 in the Division 7 list (Figure 5) are Orange County priorities. Only one
of the seven projects will have a final priority of number 20 (43 in regional list in Figure 3). The
other projects having a rank of 20 will take their places from priority 21 to priority 26 (priority 44 to
priority 52 in the Regional Priority List (Attachment 2, Figure 3),
The attached resolution also addresses TIP Project I-0305, widening of I-85 from I-40 to the
Orange/Durham County Line, The NCDOT MPO Coordinator has asked the Lead Planning Agency
to rate that project using the ranking criteria used far other projects in the regional priority list, and
to include it in the final draft priority list that will be considered by the TAC, "because of the project's
importance to the Department" (Attachment 3, letter from Michael Orr). That letter was sent in
response to an action taken by the TAC at its meeting on August 10, 2005.
The TAC, at its meeting on August 10, 2005, adopted a Metropolitan Transportation Improvement
Program (MTIP) for FY 2006-2012 that was different from the 2006-2012 STIP recently approved
by the NGDOT. One of the differences concerned the description of Project I-0305. The TAC
approved the description only "to reconstruct interchanges and structures",
Attachment 3 (page 52) is the letter from the NCDOT MPO Coordinator in which he gives reasons
to reinstate the project description that includes widening I-85 to six lanes in the 2007-2013 TIP.
Orange County has previously submitted comments regarding other features desired by the County
as part of the project. Those comments are included in the attached resclution,
FINANCIAL IMPACT: There is no financial impact associated with this item,

RECOMMENDATION(S): The Manager recommends that the Board endorse comments to the
Transportation Advisory Committee of the Durham-Chapel Hill-Carrboro Metropolitan Planning
Qrganization regarding the draft Regional Priority List for the 2007 -2013 Transportation
Improvement Program.
ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS
A RESOLUTION TO SUBMIT COMMENTS TO THE TRANSPORTATION ADVISORY
COMMITTEE (TAC) OF THE DURHAM-CHAPEL HILL-CARRBORO (DCHC)
METROPOLITAN PLANNING ORGANIZATION (MPO) CONCERNING ORANGE
COUNTY'S TRANSPORTATION PRIORITIES FOR THE REGIONAL PRIORITY LIST FOR
THE 2007 - 2013 TRANSPORTATION IMPROVEMENT PROGRAM
WHEREAS, the North Carolina Board of Transportation, every two years, prepares a
Transportation Improvement Program (TIP) that identifies transportation projects scheduled
for State and Federal funding over the next seven years; and
WHEREAS, the North Carolina Board of Transportation solicits input for identifying
transportation projects of local and regional importance to be included in the FY 2007-2013
Transportation Improvement Program; and
WHEREAS, the TAC of the DCHC MPO has adopted, in compliance with federal
requirements, a methodology for ranking TIP projects based on local and metropolitan goals
addressing mobility, the natural environment, air quality and other factors; and
WHEREAS, Orange County has submitted to the DCHC MPO a prioritized list of
transportation projects representing transportation needs in the County, and
WHEREAS, the quantitative ranking methodology cannot adequately represent the
local priority of all proposed projects for the 2007 - 2013 TIP;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of
Commissioners that the DCHC MPO Regional Priority List for the FY 2007-2013
Transportation Improvement Program should reflect the priority of the protects requested by
Orange County as follows:
1. Orange Grove Road (SR 1006) Pedestrian Bridge over I-40: Should be Division 7
Priority number 2 (Regional Priority 7 or 8);
2, U-2805 Homestead Road (SR 1777) Improvements: Should be one of the eight
projects having a Division 7 Priority ranking of 3 (Regional Priority number 9), and
Orange County requests that the NCDOT include, as part of this project, a crosswalk
to allow seniors to access the park on the north side of Homestead Road from the
Orange County Southern Senior Center site on the south side of Homestead Road;
3.. R-2825 South Churton Street (SR1009) Improvements: Should be one of the seven
projects having a Division 7 Priority ranking of 20 (Regional Pricrity number 43), with
final ranking higher than the Orange County projects 4 and 5 listed below;

4, Old NC 86 Bike Lanes: Should be one of seven projects having a Division 7 Priority
ranking of 20 (Regional Priority ranking 43), with final ranking higher than project 5
listed below;
5. NC 86 Bicycle Improvements: Should remain one of the seven projects having a
Division 7 Priority ranking of 20 (Regional Priority ranking 43);
6, NC 86/NC 57/US 70 Improvements: Should be Division 7 Priority 27 (Regional Priority
ranking 53);
7. US 70 Bypass Widening: Should be one of the 11 projects having a Division 7 Priority
ranking of 28 (Regional Priority ranking of 55);
8. Eno Mountain Road (SR 1148)/M~o Street (SR 1192)/Orange Grove Road (SR1006
Intersection Realignment: Should be Division 7 Priority 43 (Regional Priority 85);
9, Orange Grove Road Extension to US 70 Business: Should be Division 7 Priority 44
(Regional Priority 86).
BE IT FURTHER RESOLVED that Orange County recognizes I-85 as an important
link in the local, regional, and national highway network, The reconstruction of interchanges
far I-0305, a TIP project initiated by the NCDOT, is very important to the local area. Orange
County requests that the NCDOT incorporate the following items in the 71P project I-0305:
Environmental Considerations
This project would cross three tributaries of the Eno River (Cates Creek, Stony
Creek and Rhodes Creek), Care should be exercised to minimize environmental
and water quality degradation during constructicn and provide culverts with
sufficient space for wildlife migration. Additionally, a study from 1992 identified a
possible connection between the Duke Forest and Eno River State Park with a
connection in this area (Mount Herman Church Road, SR 1713). The County and
the Triangle Greenways Council have discussed this concept as part of the
Triangle Greenprint project. Orange County requests reservation of a pedestrian
crossing linking these two large open space and trail areas,
2, Design Features
Planning and design for this project are in progress. Right-of-way acquisition is
scheduled to start in FFY 2010 -FFY 2012, with construction starting in FFY 2012,
Orange County requests that NCDOT consider the following design features for
this project:
a. Provide HOV lanes. Orange County is opposed to any widening of I-85 through
Orange County unless there is a commitment by NCDOT to provide HOV
and/ar dedicated bus lanes,
b. Use native plants in landscaping at interchanges for this project,
c, Include noise walls or other means to reduce the effects of traffic noise on
residential and other uses located along the corridor,

d. Include any available wildlife mitigation measures, particularly at bridges.
e. Incorporate bridge designs that allow wildlife to cross safely under the bridge
and that allow pedestrian passage along an e~g or planned trail-system
connectors.
3, Infrastructure Improvements
Orange County requests the following infrastructure improvements as they relate to
the I-85/US 70 Economic Development District.
Erosion Control Measures -Orange County requests that permanent erosion
control measures be included in the project.
Landscaping of Interchanges - Orange County requests that NCDOT
landscape all reconstructed interchanges in an aesthetic manner,
c. Pedestrian and Bicycle Facilities -Orange County requests that its staff be
allowed to participate in the determination of where and what type of facilities
are to be included in this project, Among the features requested for inclusion
are sidewalks and bike lanes (see the Regional Bicycle Plan for Durham and
Orange Counties) along roads where interchange improvements are required
and adequate guardrails on overpasses,
d. Wildlife Corridor Under I-85 (in the vicinity of US70 Interchange) -Orange
County requests that its staff be allowed to participate during the planning stage
and that this issue be brought to the attention of the NCDOT Staff Biologist,
Constructing this wildlife corridor is one of the recommendations presented in
the "The New Hope Corridor Open Space Master Plan: Proposals for Linking
Duke Forest and Eno River State Park." Orange County also requests that
NCDOT consult county staff in designing the interchange at US 70 to provide a
pedestrian trail under I-85 (along Mt. Herman Church Road, SR 1713) linking
New Hope Creek and the Eno River (New Hope Rustic Woodland Trail
proposed as an element of the Lands Legacy Program),
Intersection of Pleasant Green Road (SR 1567) & Mt Herman Church Road (SR
1713 - NCDOT Division 7 Traffic Engineers have recommended that this
intersection be included as a part of I-0305 because of its proximity to the I-
85/US 70 interchange, The entire intersection should be realigned so that
Pleasant Green Road intersects US 70 at a 90-degree angle,
f. US 70 Interchange: Orange County requests that reconstruction of the
interchange at US 70 be designed to accommodate future widening of l1S 70,

and that a reasonable section of US 70 near the interchange be upgraded to
provide far a suitable transition from/to I-85,
g, Mt Herman Church Road (SR 1713 -Preliminary plans by the Planning &
Environmental Branch, Division of Highways of NCDOT indicate that this road
may be relocated as part of I-305. Orange County requests that this road be
designed with 12-foot wide travel lanes and 4-foct wide bicycle lanes for a total
paved width of 32 feet.
h. Old NC 10 (SR 1710) -Preliminary plans by the Planning & Environmental
Branch, Division of Highways of NCDOT indicate that this road may also be
relocated as part of I-305. Orange County requests that this road be designed
with 12-foot wide travel lanes and 4-foot wide bicycle lanes for a total paved
width of 32 feet.
4, Additional Infrastructure Improvements
Orange County also requests the following infrastructure improvements regarding
two structures:
a.. NC 86 -The two-lane NC 86 overpass of I-85 is inadequate for increased traffic
volumes resulting from development in the adjacent Economic Development
District. Orange County requests that the NC 86 overpass be widened, and
include bicycle and pedestrian facilities,
b. Cates Creek -Orange County requests that the interstate be designed to allow
safe passage of wildlife and pedestrians along Cates Creek under I-85,

Purpose and Goal
The Durham-Chapel Hill-Casboro (DCHC) Metropolitan Planning Organization (MPO) is
committed to a balanced transportation system within the urban area and the region that facilitates
safe and efficient movement of people and goods, This balanced transportation system will provide
opportunities for greater use of alternative modes of transportation, including public transportation,
bicycling, and pedestrian movement. Transportation Demand Management programs and land use
policies that reduce use of single occupant vehicles and promote transportation choices axe also
important elements of this regional transportation policy. the Trans ortadon Advisory
In the past, the governing board of the DCHC MPO, P
Committee, has stated a goal fox the Metropolitan Transportation Improvement Program (MTIP):
"Maintain and improve the quality of metropolitan azea transportation systems while
striving to have a safe, efficient and balanced transportation system.. Balanced
transportation promotes mobility, integration of land use, and min;mi~es negative
impacts on the environment."
The Transportation Improvement Program (TIP) is a seven-year funding document foz
highway, public transportation, bicycle, pedestrian, and rail projects. Projects must be in the TIP in
order to receive State or federal funding, Every two years, the Durham-Chapel Hill-Caxrboro
(DC;HC) Metropolitan Planning Orgamzadon (MPO) works with local citizens, govermnent
officials, elected officials, and the North Carolina Department of Transportation to develop a
Metropolitan Transportation Improvement Program (MTIP) that is eventually adopted as part of
the State Transportation Improvement Prograrn (STIP). To begin die TIP development process,
the MPO develops a Regional Priority List to communicate the MPO's project priorities to the
NCDOT.
Development of Regional Priority List
The development of the Regional Priority List has several principal steps:
1, The DCHC MPO Transportation Advisory Committee (TAC) will review the currently
adopted methodology fox ranking transportation projects, and make changes, as desired,
2. Local governments and transit systems develop a list of local transportation priorities
based on a comparison of local needs and the projects that axe akeady funded in the
preceding Transportation Improvement Program (TIP)..
3 The MPO consolidates the local lists into a single regional list and uses the currently
adopted methodology for ranking the projects in the regional list,
4, The MPO conducts a 21-day public involvement process that includes publishing the
regional priority list (which has the projects ranked by the ranking methodology),
conducting a public hearing (scheduled for August 10, 2005), and providing ample
oppormnides for the public to provide comments..
5. The TAC. makes the fmal changes to dhe Regional Priority List, and the List is officially
provided to the NCDOT.

INTRODUCTION
The purpose of the Regional Priority List is to facilitate determination of the region's project
priorities to be used in development of a fiscally constrained Transportation Improvement

OBJECTIVE
The methodology outlined below is designed to address multi-modal transportation needs and to
ensure regional balance through the use of specific technical criteria.. The Technical
Coordinating Committee (TCC) will use the methodology to develop a draft Regional Priority
List, This draft Priority List is to be used as a starting point or a reference base by the
Transportation Advisory Committee (TAC) for the approval of a final Regional Priority List.

goals, and addresses TEA 21 policies of system preservation, operational efficiency in the
movement of people and goods, multi/inter-modalism, and air quality mandates,

Be simple enough for project-level analysis without requiring unnecessary data collection.
Be understandable by the general public.
PROCEDURE FOR RANHING PROJECTS

The TAC will formulate an overall goal or set of goals for the Regional Priority List, The
annual goal setting should reflect the TIP Preamble adopted by the TAC. It states that the

region." The MPO should begin the annual TIP process with goal setting, which could
merely be a reaffinnation of previous goals or development of new goals arising out of the
Transportation Plan. This annual goal setting will ensure that any change in "need" can be
captured in the TIP goals.
2. Ranking Criteria
The Screening criteria for project ranking fall into four broad groups:
a. Regional Goals -How well does the project meet the adopted regional goals? Is the
project an element of the cunent long-range plan? Does it implement community objectives
(for the intrastate system, does it meet NCDOT mobility objectives)? Does the project
have a broad base of local support?
b. Cost Effectiveness -How much benefit does the project offer compared to the estimated
cost?
c. Timing Factor - Is timing a critical element for the project (one-time opportunity)? Will
the opportunity to do the project be lost if it is not in the current priority cycle?
d, Specific Project Merits -How many points does a project receive using scoring criteria?
The scoring criteria are described below in the "Application of The Methodology" section,
APPLICATION OF THE METHODOLOGY
1. The TCC first examines the consistency in which local jurisdictions have responded to the
ten (10) project criteria. If the criteria are not applied consistently, the TCC can agree to
chazige some criteria responses for consistency among all projects,

pages 5 and 6 of this document.
Degree of Congestion -This category awards points to roadway projects base on the
congestion level as measured in the volume to capacity (V/C) ratio.. For new road
facilities in which traffic counts are not available, volumes on a parallel existing facility
maybe used.
Safety (Accidents/100 Million Vehicle Miles) -Safety points are awarded to projects with
reported accident rates significantly greater than statewide averages for urban road
segnnents -the statewide average is 330 to 370 accidents per 100 million vehicle miles
(or, .330-370 ACC/100 MVM). Points maybe awarded to transit, non-motorized and
Transportation Demand Management (TDA) projects using the accident rate of the
roadway on which they operate, or of a pazailel roadway.. For bicycle and pedestrian
projects, auto accidents may beused if bike/pedestrian features are being added to an

priority to projects included in last year's Regional Priority List.. A lower priority is given to
new project requests with the same number of criteria points,

inconsistent with the order of local priorities, the projects may be reordered.
5 The Draft Regional Priority List is created by drawing projects from each of the
enhancement, highway, and transit category lists. Projects with the highest number of project
criteria points are selected first -taking into consideration local priority rankings,
geographical balance, and a mixture of project types,

OBSERVATIONS
The order of transit priorities could vazy significantly from yeaz to year if anticipated funding
sources are reduced or eliminated by Congress.
• Mandates (e..g., the American's with Disabilities Act) may take precedence when
programming projects from the Regional Priority List in the TIP.

• The fiscal constraints of programming projects in the TIf may result in the programming of
less expensive, lower ranked projects.
• Some lower ranking projects may be implemented earlier than a higher ranked, lazge project
due to the time constraints associated with a more complex project (i.e., major investment
studies, preparing environmental documents, designing the project, right-of way acquisition,
etc.),.
• The significance of ranking more than 25 projects is minimal, at best due to the availability
of project funds.

for applying the ranking methodology. It is important to note that the ranking methodology
continues to be more fully developed and refined with each TIP development cycle. The MPO is
developing new data sources in related planning projects, such as the congestion management
system, that will improve the data and application of the rankug criteria.
Ranking Results Compared to Local Priorities
It is unportant to remember that the ranking methodology is only one of several tools used
to produce the final Regional Priority List. The local governments have provided local priority lists
that must be considered, as well. It is the prerogative of the TAC to review the project ranking,
local priority lists, public comments, long-range transportation plan, and other valuable input in
order to produce the final Regional Priority List,
To begin this review, the TAC will likely compare the ranking results with local priority lists
to identify those projects dzat are highly ranked on the local project lists but are not highly ranked
using the ranking methodology. Figure 2 provides this comparison. The second column in the table
below, titled "Local Priority Ranking," shows project ranking by jurisdiction. The thud column,
titled "Order in Ranking Methodology," shows ranking by criteria methodology.

1. 5R 1006, Oran e Grove Road, at Interstate 40: Construct a pedestrian bridge over I-40, New
Grady Brown Elementary arid newly constructed Cedar Ridge High School aze located on
New Grady Brawn School Road that has access from Orange Grove Road south of I-40. The
schools aze within walking and cycling distance from residential azeas north of I-40.
Bicyclists and pedestrian must share the roadway with motor vehicles crossing the narrow
two-lane bridge that cazries Orange Cnove Road over Interstate 40, The bridge is too narrow
to accommodate a pedestrian walkway. Lack of an adequate pedestrian crossing presents an
unsafe environment for students to walk to the schools.
2. U 2805 Homestead Road (SR 17771 Improvements; Improve Homestead Read from SR
1834, High School Road, to NC 86. This protect should include bicycle and pedestrian
facilities. There are three schools in the vicinity of Homestead Road: Chapel Hill High
School, Smith Middle School and Seawell Elementary School., Many students live within
walking distance and cycling distance to Chapel Hill High School and must walk or cycle
along Homestead Road, and cross the road daily, Provision of sidewalks is of utmost
importance for the safety of students and other pedestrians who use this corridor. Provision
of bicycle facilities is, likewise, necessazy for the safety of students and others.
This project should also include appropriate safety improvements to the intersection of
Homestead Road with High School Road.
3.. R-2825 hn rovements to South Churton Street: Develop congestion management, limited
access, aesthetic and capacity improvements between US 70 Business and Interstate 40, The
portion between Interstates 40 and 85 will conform to the design criteria of the Economic
Development District Design Manual (4-lane divided section with bike and pedestrian
improvements). The feasibility study completed in February 2002 recommends a 4-lane
divided, with 16-foot median, curb and gutter cross section for the entire corridor from I-40
to Eno River.. Orange County stresses the need to study improvements within the current
right-of-way for the segment north of Interstate 85, Improved capacity tluough widening is
not the County's first choice because of significant constraints between Interstate 85 and I1S
70 Business and the proximity of the historic district north of the project limits. Orange
County requests that, where conditions do not prevent the addition of frontage roads, the
feasibility study include the addition of frontage roads with limited access from the corridor.
4. Old NC 86 (SR 10091 Bicycle Lanes: Construct bicycle lanes (4-foot paved shoulders) from
Carrboro (Eubanks Road) to Hillsborough (I-40). This project, from the Carrboro Transition
area (Hickory Forest Road) to Lafayette Drive, is priority 6 of the primazy bicycle routes
listed in the Orange County Bicycle Transportation Plan, and would extend bicycle
accommodations requested in TIP Project R-2825 to Carrboro, where its Transportation
Advisory Committee has also established bicycle routes on Old NC 86 as a transportation

priority connection between proposed bicycle facilities along Old Fayetteville Road,
Homestead Road and Eubanks Road.
The feasibility study for TIP Project R-2825, improvements to South Churton Street,
recommends afour-lane divided section for Old NC 86 (S. Churtan St.) from I-40 to
Lafayette Drive., That study also anticipates accommodations for bicycles (wide outside
lanes) from I-40 to I-8S. This project would connect bicycle facilities proposed in the South
Churton Street project to Cazrboro. Carrboro's Priority List for the 2006-2012 TIP included
two bicycle projects on Old NC 86 that, along with this request and TIP project R-2825,
would complete aHillsborough-Carrboro bicycle route:
from Old Fayetteville Road to Homestead Road; and
from Homestead Road to Eubanks Road..
5, NC 86 Bicycle Lanes: Construct bicycle lanes (4-foot paved shoulders) from Chapel Hill
(Whitfield Road) to Hillsborough (US 70 Business). This project will extend bicycle lanes
on Airport Road (NC86) in Chapel Hill to US 70 Business u1 Hillsborough. Bicycle lanes
have recently been completed along NC 86 from UNC to Whitfield Road (SR. 1731) in
Orange County. NC 86 from Chapel Hill. to Hillsborough is experiencing increasing
numbers of bicyclists using this route and there aze also two schools along this route.. This
route is listed as priority I of the primary bicycle routes proposed in the Orange County
Bicycle Transportation Plan adopted April 6, 1999. This project is included in the Bicycle
program as an incidental need, Orange County requests that bicycle lanes be constructed as
an independent project, and, if necessazy, programmed in phases..
6. NC 86 (North of Hillsborou~hl Improvements: Widen NC 86, from LIS 70 Bypass north of
Hillsborough to SR 1332, Coleman Loop (Coleman Loop also being the intersection azea of
the planned connector between NC 86 and NC S7), to four lanes with intersection
improvements at US 70 Bypass to include extending the queuing lane fbr traffic turning east
onto US 70 Bypass from nortfibound Churton StreetlNC 86, NC 86 is the major north-south
route through Orange County. NC S7 converges into US 86 just north of US 70 Bypass. The
segment of NC 86 between NC 57 and US 70 is congested, rendering a high accident
location at the intersection of US 70 Bypass at NC 86..
7. US 70 Bypass Widening: Widen, from the Orange/Durham County Line to the US 70 - I-8S
Connector east of Efland, US 70 Bypass to a four-lane divided section with bike and
pedestrian improvements. This project should be phased to address traffic counts and
existing congestion, Orange County requests that tlris project be identified as a need and
included in the 2006-2012 STIP,
8. U X436 5R 1148 (Lno Mountain Road) and SR 1192 (Mayo Street) at SR 1006 (Orange
Grove Roadl: realign intersection and make safety improvements. Tlus prglect rs hsted in
the 2004 - 2010 TIP as an unfunded project. It was a "first priority project" in the Town of
Hillsborough Thoroughfare Plan for 1989 but the Hillsborough Town Board removed the
realignment from the Hillsborough Transportation Plan in 1997. More recently,
Hillsborough Commissioners and Orange County Commissioners have endorsed the project

in two joint studies that included commissioners from both jurisdictions, the Economic
Development District (EDD) Transportation Work Group and the Joint Orange Grove Road
Transportation Group (JOGRTG). Both the "EDD Transportation Work Group
Recommendations" and the "Access Management and Awazeness Project and Report for
Orange Grove Road" recommend this project for improved traffic flow and safety.
9. Extend Oran e Grove Road east to US 70 business. The "EDL~ Transportation Work Group
Recommendations" and the "Access Management and Awareness Project and Report for
Orange Grove Rcad" recommend this project as an alternative access to the US 70
Business/NC 86 comdor to alleviate congestion on Churton Street.

Project I-0305 has consistently appeared in local and regional transportation plans for over ten
years. The project is recommended as an 8-lane facility in the Orangee County portionhof the
Plan Study Report (1990), which is the most recent plan for the Orang
MPO. Project I-305 is cited in the Transpodesion ~i ht of-wayTand consitru ion in the DCHC

Metropolitan Transportation Improverneni Plan for° FY 2004-2010. Widening I-85 to six lanes in
the project area was included in the 2025 Long Range Transportation Plan of the DCHC-MPO,

Because of the current debate within the MPO on the need and the priority for the project, I want
to take the opportunity to explain why Project I-305 is important to the Department and to
provide data to help you race the project for the priority list.
