THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: October 20, 2025, at
Hillsborough Commons.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Jane Garrett, Oscar Fleming, Ann Wilkerson, and
Chris Barnes
GUEST: None
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Earl McKee
STAFF PRESENT: Lindsey Shewmaker, Social Services Director.
I. Call to Order and Introductions
DSS Chair, Oscar Fleming, called the meeting to order at 4:06 pm.
II. Board Comments
None.
III. Public Comments
None.
IV. Agenda Changes
Lindsey Shewmaker requested to add Orange County Guardianship Assistance Agreement and Policy
to the agenda.
V. Action Items
On a motion by Jane Garrett, the Board approved the minutes of September 15, 2025. Ann Wilkerson
seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Guardianship Assistance Agreement and Policy
Lindsey Shewmaker presented the proposed policy for the County's Guardianship Assistance
Program and the related agreement.
After discussion, the Board proposed one change to clarify the first sentence of the policy.
On a motion by Jane Garrett, the Board approved the Orange County Guardianship Assistance
Policy with one medication. Chris Barnes seconded the motion. The motion was carried without
dissent.
2. Federal Shutdown Updates
Lindsey Shewmaker shared a memo that she had sent to the County Manager detailing the impacts
of the government shutdown on current Social Services operations.

3. Data Dashboard
Lindsey Shewmaker shared the quarter 1 data dashboard with the Board.
4. Executive Session
Ann Wilkerson made a motion to move into Executive Session pursuant to GS 143 318.11(a)(6) to
discuss the Director's evaluation. Jane Garrett seconded the motion. The motion was carried
without dissent.
VII. Announcements
Jane Garrett moved to adjourn the meeting at 5:35 pm. Ann Wilkerson seconded the motion. The motion was
carried without dissent.
