Evidence submitted by the appellant:
• Repairs and maintenance are expensive for single homeowner nearing/navigating retirement.
My home has not had recent updates/upgrades as many of the neighborhood homes have.For
example, kitchen is original, flooring from 1986 and 1998, original paneled den,
cracking/structural repairs needed to exterior brick veneer and carport driveway cement.
• New comps in the neighborhood for homes of same age range and condition have been selling
at lower values. See additional attachments.
Evidence submitted by the county representative:
• A site visit by an appraiser was performed on 10/10/2025. The appellant was at home and
allowed access to the property exterior. Photos taken from the exterior are attached. The
appellant provided interior and exterior photos when the appeal was filed.
• Appraiser observations and recommendations:
➢ GRADE: The residence has a grade of B-10.No change to grade is recommended.
➢ AGE: The residence was built in 1969 and has an effective year built of 1979. An
addition was built in 1991. The residence has had some upgrades to floors and
appliances. Based on the interior photos,no change to the effective age is
recommended.
➢ CONDITION: The residence is currently in Average condition with an additional 20%
Physical depreciation adjustment. The additional adjustment accounts for deferred
maintenance. No change to condition is recommended.
➢ BUILDING SKETCH: Two changes to the building sketch are recommended
following the property review: A 13'xT unheated storage area should be added to the
area designated as a carport, and the area designated as a screen porch should be
changed to a greenhouse. These changes would reduce the building value by$1,600.
➢ ANALYSIS OF SALES: The appellant has provided seven comparable sales.
However, three of the sales occurred after January 12025, and another was a forced
sale. The appellant's three remaining comps indicate a median sale price per square
foot of$267(1907 Ephesus Church Road,420 Tinkerbell Road, and 401 Thornwood
Road).
• The county also performed an analysis of four sales indicating a median sale price per square
foot of$277.
• With the recommended changes to the building sketch above, the subject property would be
assessed at$231 per square foot.
• The county recommends the property value be adjusted from$496,300 to$494,700 after
changes to the building sketch.

• The appellant requests a change in value for the following: (1)A studio outbuilding was
damaged by Hurricane Florence(2018) and Tropical Depression Chantal (2025). (2)Land
valuation should reflect the property being in a floodplain. (3)Flood insurance costs and
damages. (4)Market penalty for flood risk. (5)Required capital improvements.
Evidence submitted by the county representative:
• A site visit by an appraiser was performed on 10/10/2025. The appellant was at home and
allowed access to the property's exterior and interior. Photos taken from the exterior are
attached.
• Appraiser observations and recommendations:
➢ GRADE: The residence has a grade of B-10.No change to grade is recommended.
➢ AGE: The residence was built in 1965 and currently has an effective year built of
2000. No change is recommended.
➢ CONDITION: The property was affected by Tropical Depression Chantal in 2025 with
floodwaters reaching 5 to 6 feet above the foundation. Since the flooding occurred
after January 1, 2025, no change to condition can be supported for 2025. An
assessment of the property's condition for January 2026 is recommended.
➢ FLOOD ZONE: The property currently does not have a value adjustment for the flood
zone. It is recommended an E15 neighborhood modifier be applied,which would
reduce the building value by$45,000 and the land value by$45,000.
➢ YARD ITEMS: A studio outbuilding is currently valued at$21,100. It is
recommended that the structure be reclassified as a workshop and a 50%depreciation
override be applied. The structure is located in the floodplain and therefore has
reduced utility. It's adjusted value would be $8,500.
➢ BUILDING SKETCH: The rear deck has been sketched incorrectly and is counted
twice on the property record. This area should be corrected to a 24'xl2'deck over a
patio.
• With these changes,the county recommends the subject property be revalued from$634,100 to
$523,100.

• My home(-2,400 sq ft, 3 beds) is smaller and has fewer bedrooms than homes that sold
recently in my neighborhood. Several larger homes sold for less than my assessed value of
$774,800.
• The appellant has provided an analysis of comparable sales.

➢ GRADE: The residence has a grade of A which is consistent with most homes in the
Ironwoods subdivision. No change to grade is recommended.
➢ AGE: The residence was built in 1991 and currently has an effective year built of
2004. Based on the interior photos showing the age of the kitchen and bathrooms, it is
recommended the effective year built be changed to 1996.
➢ CONDITION: The property is currently in Average condition, and no change is
recommended.
➢ ANALYSIS OF SALES: The appellant provided an analysis of eight sales and
calculated a value of$638,543.26 for the subject property. Two of the sales in the
appellant's analysis occurred after January 1,2025, and some of the properties have
much higher square footages than the subject property.

• The county conducted an analysis of four sales and determined a median sale price per square
foot of$318. With the recommended change in effective year built,the subject property would
be assessed at$311 per square foot. The difference is appropriate considering the subject
property is not as upgraded as the properties used in the analysis.
• The county recommends the subject property be revalued from$774,800 to $746,200 with an
adjustment to the effective year built.

Weatherhill Point sold March 28, 2025 for 450,000, sq ft 1518 or 296.442 per sq ft but they
just redid all the siding and new roof and other improvements before sale 109 Weatherhill
Point was sold on March 13, 2025 for 400,000, sq ft 1,684 or 237.529 per sq ft. If I take the
average per sq footage of these 3 sales it comes to 264.660 times my sq footage of 1604=
423457 So setting my value of 430,000 seems reasonable."

• Subject property is a one-story residence located at 127 Weatherhill Point. in NBC 7729,was
built in 1988, and contains 1,605 square feet.
• The sales submitted by the appellant are 2025 sales and cannot be considered.
• I created a sales analysis using NBC 7729 properties. Based on the two 2024 sales in my
spreadsheet, the price per square-foot range assessed is$284 - $325 and the value range is
$285 - $327. The subject property is currently valued at$296.95 per square foot. Comparables
#1 and#4 are two-story properties and Comparables#2 and#3 are one-story properties.With
this data, the County suggests no change in value.

• I created an analysis using sales from NBC 7492 and after reviewing the sales, the County
suggests lowering the grade from B to B-10 and the effective year built form 1975 back to the
actual year built of 1968. This change is due to the renovations of the sold properties in
comparison to the subject. This will create a revised property value of$753,000.

• The property is overvalued due to comps,maintenance, and proximity to flood zone.
Evidence submitted by the county representative:
• The subject property is located at107 Deerwood Court,in NBC 7418,was built in 1981, and
contains 1,840 square feet. After reviewing the submitted documentation,the 2025 sales in the
appellant's evidence cannot be considered. Also,the 2024 sales provided in the appellant's
evidence are much larger properties which will generate a lower value per square foot.
• The condition of the property is listed as average with a 1981 actual year built and 2001
effective year built This accurately considers the maintenance along with renovation and
upgrades since the time of construction.
• The map shows the 500-year flood plain to be at the rear edge of the property and based on
supplied information, flood insurance is not required for the subject property.
• I created an analysis of similar sized sold properties from NBC 7418 that indicate the subject
property to need an adjustment. The County suggests adjusting the grade from B+10 to B-10
and adding a-10%land adjustment for topography at the rear of the property. This will create a
revised value of$582,100 and this value will align the subject value with those of
neighborhood properties that are similar in size and construction.

Evidence submitted by the appellant:
• The appellant states that there is a road easement on the subject property and provided a GIS
aerial photo as supporting evidence. The appellant also provided four sales as supporting
documentation. The appellant states that there are condition issues that further lesson this
property's value.
• The appellant submitted more documentation, an estimate to replace most of the plumbing, as
additional supporting evidence on August 11,2025. The appellant also amended their opinion
of value to $225,000.

• The subject property is a 2.4-acre tract with a 2,296 square foot doublewide manufactured
home, located at 4620 Timberwood Trail in Efland. The appellant states that their property is
encumbered by a road easement and submitted a GIS aerial photo as supporting
documentation. The appellant also submitted several comparable sales with their appeal. Only
one of these sales, 4607 Timberwood Trail,was in the subject's neighborhood. The other
comparable sales were from different neighborhoods located further away(2.53 to 3.51 miles)
from the subject property.
• On August 11,2025,the appellant amended their opinion of value to $225,000 due to recently
discovered plumbing issues. The appellant provided a cost to cure estimate ($17,733.12)as
supporting documentation.
• The County analyzed the only comparable sale from the subject property's neighborhood,
which consists of only nine parcels. Due to the size of the comparable sale, it's price per
square foot is greater than that of the subject property.
• The subject property has a-20%Physical Depreciation adjustment already applied to the
dwelling,which reduces the building to its current value of$121,400. The building value
without this adjustment would be$151,800. The County contends that this adjustment takes
into account the plumbing issues associated with the subject dwelling. The County does
recommend applying a-10%adjustment to the land,which would account for the road
easement. This adjustment results in a revised value of$296,000 for the subject property.

➢ There is water damage from rain due to roof leaks and runoff of the land.

➢ The comp you added to increase the value of my home is nothing like my home. They
have a lake, a pool, a large,nice kitchen, granite sinks in the bathrooms and
bookshelves.
• Horace Johnson of the Orange County Property Tax Justice Coalition provided evidence on
behalf of the appellant.
Evidence submitted by the county representative:
• The subject property is a 2,616 square foot single family home with a finished basement; 3
bedrooms and 2& 1/2 baths built in 1974 on 1.98 acres of land in Rougemont.
• Due to the leak in the roof and the topography of the land,the house has sustained water
damage including damaged kitchen cabinets, warped paneling in garage and basement, soaked
carpet that had to be removed in the basement as well as mold and mildew.
• The County recommends:
➢ Adding-20%topography to the land
➢ Reducing the grade of the home from C+10 to C
➢ Reducing the effective year built from 1979 to 1974 (AYB) for damage and needed
upgrades
➢ Adding an additional 10%physical depreciation to the house for water damage
• These proposed changes would result in a reduction in total value from$357,000 to $280,900.

Evidence submitted by the appellant:
0 Our property at 210 Vermillion Lane("Home")was recently assessed at$1,746,300(land
$620,000,property$1,126,300). Based on comparable home prices in our neighborhood and in
the Burgundy Lane subdivision(where our Home is located),the new assessment of our Home
is a drastic outlier among comparable properties. We respectfully request,based on the
arguments listed below and the enclosed Exhibits 1-7,that the Orange County Tax Office
lower the valuation of the land and property of our Home. Specifically,based on the below
referenced factors and comparable properties,we submit that a total valuation of a maximum
of$1,143,756.5 (land$193,500;property$950,256.50)is a more appropriate valuation for our
Home, which is backed up by the data.
Evidence submitted by the county representative:
• The subject property is located at 210 Vermillion Lane. This is a one-story property with 4,349
square feet in which 494 square feet is above the garage. Property was purchased in 2022 for
$1,675,000 and is currently assessed at$1,746,300.
• The comparables submitted are from different neighborhood codes that carry different land
rates. The subject is in neighborhood 7986-7BurgundyLn. See NBC map.
• I reviewed the submitted documentation and created an analysis of properties within the
neighborhood. The subject property has a higher value per square-foot due to being the only
one story property in the neighborhood verses the comparables of similar size being multi-story
homes creating a lower value per square-foot.
• The subject also has more land than the comparables, therefore a size adjustment was needed.
The typical land sizes ranged from around..25 acre to around .70 acre,with the subject being
2.15 acres. After reviewing the plat documents, I adjusted the land from+55%to+30%for
retaining pond, the storm water maintenance easement and the irregular shape. The
adjustments will create a new value of$1,646,300.

Evidence submitted by the appellant:
• The appellant provided two offers to purchase this property received via mail from investors to
support their opinion of value.
Evidence submitted by the county representative:
• The subject property is a vacant 10.89-acre tract located on Biron Lane in north Hillsborough.
The County physically inspected the property for verification. In reviewing the appellant's
supporting documentation,the two offers to purchase are from investors who are looking to
buy land at discounted rates. The County contends that these offers do not represent true
market value. The County performed a sales analysis of four vacant lots sold in proximity to
the subject property. Comparable sale#1 is beside of the subject property and both tracts are
very close in size. The other three comparable sales are located in neighborhood 5002.
Neighborhood 5002 has a base rate of$66,000 for AC-9 pricing. The base rate per acre for the
subject's neighborhood, 1002, is $60,000. Two of the three comparable sales from this
neighborhood are similar in size and value to the subject property.After review, the County
recommends changing the land influence code from Easement to Shape but leaving the land
adjustment at-10%. This change does not impact the subject's assessed value. The County
recommends no change to the subject's current assessed value of$236,400.

documentation. The appellant states that the offers were received via mail.
Evidence submitted by the county representative:
• The subject property is a 5.83-acre vacant tract located off Biron Lane in North Hillsborough.
The County visited the lot for physical inspection. In reviewing the appellant's supporting
documentation,the two offers to purchase are from investors who are looking to purchase land
at discounted rates. The County contends that these offers do not represent true market value.
The County performed a sales analysis of four vacant lots sold in proximity to the subject
property. Comparable sale#1 is beside the subject property and has the same base rate of
$60,000 per acre. The price per acre of comparable sale#1 is less than the subject property
because it's almost twice as large. As acreage increases,the price per acre decreases. The
other three comparable sales are located in neighborhood code 5002. Neighborhood 5002 has
a base rate of$66,000 per acre. Two of the three comparable sales are much larger tracts than
the subject property, so their price per square foot is lower. After review, the County
recommends applying a-10%topography adjustment to the subject to account for a stream that
runs up the right side of this tract. This adjustment would lower the assessed value to
$169,400. The County recommends a revised value of$169,400 for the subject property.
