PURPOSE: To approve and authorize Orange County Fleet Services Department to purchase
ten (10) vehicles:
• Two (2) Ford E Transit 305 EV Vans
• One (1) Ford Transit Passenger Van
• Three (3) Ford Mustang MachE EV
• Two (2) Ford Maverick XL Hybrid
• One (1) Chev Silverado 2500
• One (1) Chev Silverado 1500 EV
BACKGROUND: The purchase of new vehicles to replace the aging units currently in service
across multiple departments is necessary to maintain operational efficiency, reduce maintenance
costs and ensure reliability of departmental transportation.
The purchase of ten (10) vehicles is being made through the Statewide Term Contract 2510A-
Fleet Vehicles, established by the North Carolina Department of Administration and North
Carolina Sheriffs Association, which qualifies as an exemption to the competitive bidding
requirements.
FINANCIAL IMPACT: The total financial impact for the purchase of all ten (10) vehicles as
approved in the FY 2025-26 Capital Investment Plan (CIP) is $472,435 excluding sales tax.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the
County fleet/facilities and improve safety.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Fleet Services
Department to purchase 10 vehicles:
• Two (2) Ford E Transit 305 EV Vans
• One (1) Ford Transit Passenger Van
• Three (3) Ford Mustang MachE EV
• Two (2) Ford Maverick XL Hybrid
• One (1) Chev Silverado 2500
