BACKGROUND: The Orange County Solid Waste Management Department proposes to replace the current"booths" at the Eubanks Road (three booths), Ferguson Road (one booth), and Walnut Grove (four booths) Waste Recycling Centers locations. The existing structures are not adequate for staff to be protected from cold and hot weather. Alternative heating methods have proved to be unsafe, and the purchase of air conditioning units has proven to be mechanically inefficient and costly over the years. Following a formal bid process, the Solid Waste Management Department recommends the bid submitted by Central Builders, Inc. of Mebane to install the eight (8) booths at a total cost of $229,000. The cost breakdown is as follows: • Eubanks Road $76,830 • Ferguson Road $38,080 • Walnut Grove $92,890 • Labor and other Parts $21,200 FINANCIAL IMPACT: The proposed budget amendment appropriates $229,000 in fund balance within the Solid Waste Fund, increases the authorization in the Solid Waste Replacement and Renewal Fund by $229,000 and creates the project ordinance below. The Unit Cost Schedule generally outlines each item and the corresponding unit price listed by the Contractor. The price associated with each item shall be the full compensation paid for the 'Work described, regardless of the items. No payment for unit cost items shall be made without prior approval of Owner. The Contractor shall provide quantity justification with pay requests for items paid on a unit rate basis. Quantities for unit price bid items shall be calculated based on the measurement. The Engineer reserves the right to make final decision regarding these quantities. UNIT COST ITEMS: Attendant Booth Additions TRC PN: 670493 Orange County, North Carolina Addendum#3-SEPTEMBER 2025 BF-2 8 FORM OF PROPOSAL 1. MOBILIZATION - This work shall consist of furnishing all necessary insurance, coinsurance, reinsurance, payment/performance bonds, local permits (including payment of permit fees), mobilization of equipment, forces, and personnel for the project. Work shall also consist of furnishing all necessary demobilization of equipment, forces, and personnel for the project. This line item shall be a maximum of 3% of the base bid price. Payment for this line item will be made under a one-time charge and will constitute full compensation for all labor, equipment, tools, and other items necessary and incidental to the completion of this work. 2. ATTENDANT BOOTHS PROCUREMENT AND DELIVERY WALNUT CHURCH GROVE—This work shall consist of procurement and delivery of four(4) 6'x8'x8'Attendant Booths to the Walnut Church Grove Waste& Recycling Center, Payment for this line item shall be made under a one- time charge and will constitute full compensation for procurement and delivery of the booths to the project sites. 3. ATTENDANT BOOTH INSTALLATION WALNUT CHURCH GROVE—This work shadI consist of furnishing all labor, material, equipment,tools and other items necessary and incidental to install four(4) 6'x8'x8' Attendant Booths, install one (1) 8'x8'x8'x6"triangular concrete pad, and to install two (2) bollards as indicated in the Drawings at the Walnut Church Grove Waste &. Recycling Center. Installation shall also consist of furnishing all labor, material, equipment, tools, permitting and other items necessary and incidental to install electrical connections, including conduit and fasters, to the Attendant Booths. Installation shall also consist of furnishing all labor, material, equipment, tools, permitting and other items necessary and incidental to ensure the booths are level and installed per the manufacturer's instructions. Payment for this line item shall be made under a one-time charge and will constitute full compensation for all labor, equipment,tools,and other items necessary and incidental to the completion of the work. 4. ATTENDANT BOOTHS PROCUREMENT AND DELIVERY EUBANKS ROAD—This work shall consist of procurement and delivery of three (3) 6'x8'x8'Attendant Booths to the Eubanks Road Waste &Recycling Center. Payment for this line item shall be made under a one-time charge and will constitute full compensation for procurement and deliver of the booths to the project site. S. ATTENDANT BOOTH INSTALLATION EUBANKS ROAD—This work shall consist of furnishing all labor, material, equipment, tools and other items necessary and incidental to demolish and remove one (1) existing Attendant Booth, and to install three (3) 6'x8'x8' Attendant Booths, install two (2) 8'x8'x8'x6" triangular concrete pads, and to install six(6) bollards as indicated in the Drawings at the Eubanks Road Waste & Recycling Center. Installation shall also consist of furnishing all labor, material, equipment,tools, permitting and other items necessary and incidental to install electrical connections, including conduit and fasters, to the Attendant Booths. Installation shall also consist of furnishing all labor, material, equipment,tools, permitting and other items necessary and incidental to ensure the booths are level and installed per the manufacturer's instructions. ATTENDANT BOOTH PROCUREMENT AND DELIVERY FERGUSON ROAD—This work shall consist of procurement and delivery of one (1) 6'x8'x8' Attendant Booth to the Ferguson Road Waste & Recycling Center. Payment for this line item shall be made under a one-time charge and will constitute full compensation for procurement and deliver of the booths to the project site. 7. ATTENDANT BOOTH INSTALLATION FERGUSON ROAD —This work shall consist of furnishing all labor, material, equipment,tools and other items necessary and incidental to install one (1) 6'x8'xB' Attendant Booth, and install three (3) bollards as indicated in the Drawings at the Ferguson Road Waste& Recycling Center. Installation shall also consist of furnishing all labor, material, equipment, tools, permitting and other items necessary and incidental to trench the existing gravel lot to install electrical connections, including conduit and fasters, to the Attendant Booth, and the repair of the gravel lot to pre-construction conditions. Installation shall also consist of furnishing all labor, material, equipment, tools, permitting and other items necessary and incidental to ensure the booths are level and installed per the manufacturer's instructions. Payment for this line item shall be made under a one-time charge and will constitute full compensation for all labor, equipment,tools, and other items necessary and incidental to the completion of the work. 8, PULTRUDED FIBERGLASS ANTI-SLIP PIPE &CABLE COVER—This work shall consists of furnishing all labor, material, equipment, tools and other items necessary and incidental to install Pultruded Fiberglass Anti-Slip Pipe& Cable Cover over all exposed conduit on the walking surface. Use of this allowance shall be preapproved by the Engineer. Payment for this item shall be made on a unit price basis, as established by field measurements of final installation, 9. ATTENDANT BOOTH DELIVERY SCHEDULE—This time shall consist of the time necessary to order and deliver the attendant booths as specified for the project from Notice to Proceed.This item is not a pay item, rather it is an estimation of the time required to fully procure the Attendant Booths as identified in the Drawings. 10. ADDITIONAL: ELECTRICAL SYSTEM UPGRADES—This work shall consist of furnishing all labor, material, equipment, tools, and other items necessary and incidental to the installation of additional electrical supply should the electricity available at adjacent compactors be insufficient to adequately supply electricity to the newly installed attendant booths. Use of this allowance shall be preapproved by the Engineer. If this item is used during the project the Contractor shall provide an actual cost, itemized, breakdown of each item plus overhead and profit as described in the contract documents. Payment for this item shall be made under a one-time charge and will constitute full compensation for all labor,equipment, tools, and other items necessary and incidental to the completion of the work. UNIT RATE ITEMS: 1. EXCAVATION:This Work shall consist of furnishing all necessary materials, labor, equipment, and appurtenances necessary to excavate soil material at the site as approved by the Engineer, Progress payment will be made by truck/scrapper count or by a survey performed by the Contractor. The Owner may perform verification surveying at the Owner's expense. Payment for this item shall be on a unit price basis wherein measurement will be made by certified survey paid by the Contractor.The Owner and/or Engineer will make final judgment of the quantities. Attendant Booth Additions TRO PN: 670493 Orange County, North Carolina Addendum #3 - SEPTEMBER 2025 BF-4 10 FORMA OF PROPOSAL 2. STRUCTURAL FILL This Work shall consist of furnishing all materials, labor, equipment, and appurtenance necessary to complete structural fill required to achieve subgrade. Cost shall include placement of excavated material within the Work as structural fill. Payment for this item shall be made on a unit price basis, wherein measurement will be made by certified survey paid by the Contractor. 3. ASPHALT PAVING: This work shall consist of furnishing all materials, labor, equipment, and appurtenances necessary to construct paved surfaces. Work to include asphalt aggregate course, prepared surface, tack coat, prime coat. Payment for this item shall be made on a unit price basis, wherein measurement will be made by survey. Pavement thickness shall be per the standard detail on Sheet 4. AGGREGATE BASE COURSE: This work shall consist of furnishing all materials, labor, equipment, and appurtenances necessary to construct aggregate roads and other areas. Work to include prepared surface and aggregate. Payment for this item shall be made on a unit price. Basis wherein measurement will be made by survey. UNIT COST DEVIATIONS The Contractor is responsible for providing Unit Prices consistent with typical industry norms for the Work. described. Unit Prices which appear inconsistent with typical prices for similar Work shall be justified by the Contractor at the request of the Engineer. Providing Unit Prices which do not reasonably reflect the Work described, either high or low, which are not justified satisfactorily to the Engineer; may deem the BIDDER non-responsive and invalidate their Bid. All items must be completed to be considered a responsive bid. Unit Prices have been computed in accordance with the General Conditions.
