PURPOSE: To continue discussion on the timing/location of Closed Sessions on Board meeting
agendas.
BACKGROUND: Members of the Board of Commissioners expressed an interest in where
Closed Sessions are scheduled on Board meeting agendas. The Board previously discussed this
topic at the September 9, 2025 work session.
FINANCIAL IMPACT: There is no financial impact associated with this item.

RECOMMENDATION(S): The Manager recommends that the Board discuss the timing/location
of Closed Sessions on Board meeting agendas and provide direction to staff.
