PURPOSE: To consider adoption of the Orange County Hazard Mitigation Plan.
BACKGROUND: In June of 2001, the North Carolina General Assembly passed Senate Bill 300:
An Act to Amend the Laws Regarding Emergency Management as recommended by the
Legislative Disaster Response and Recovery Commission. Among other provisions, the bill
requires that local governments have an approved hazard mitigation plan which includes a
community assessment and mitigation strategy in order to receive state public assistance funds
(effective for state-declared disasters after August 1, 2002). Participating municipalities would be
part of the county-wide plan to aid in coordination and consistency.
On February 25, 2002, the first draft of the Orange County Hazard Mitigation Plan was presented at
public hearing. The Orange County emergency management and planning departments have been
working with a state consultant, Ron Campbell, over the last three months to update and amend
the plan in accordance with public and commissioner comment. The towns of Carrboro and
Hillsborough have sections in the plan and have provided input; material from Chapel Hill is
expected to be integrated into the county plan at a future date.
Few substantive changes were made to the plan following the public hearing, the bulk of the
changes being organizational and stylistic. The entire body of the plan (excluding the appendices)
was reorganized and rewritten to improve flow and readability. The only new information was in the
Historical Summary section under"Step 1: Hazard Identification and Analysis", and that information
was the dollar value amounts of damaged property due to recent natural disasters. The
appendices were reordered and the Town of Hillsborough (Appendix E) submitted new information.
A new map was added to Appendix A and a couple of other maps were altered to improve
appearance, but no substantive changes were made.

A revised draft of the plan incorporating the above changes was submitted to the North Carolina
Division of Emergency Management for review. Their comments were received in correspondence
dated May 23, 2002, a summary of which includes:
• Section I. Hazard Identification and Analysis— No changes.
• Section 11. Vulnerability Assessment-Additional detail concerning an inventory of critical
facilities and vulnerable structures and also an inventory of projected populations and structures
in vulnerable areas. '
• Section Ill, Community Capability Assessment -Additional evaluation of the effectiveness of
mitigation policies, programs, and ordinances and a determination of the community's
capabilities to implement hazard mitigation initiatives.
• Section IV. Community Goals— Identify existing goals'that could potentially hinder hazard
mitigation efforts and determine the need for modifying old goals or creating new ones relevant
to hazard mitigation.
• Section V. Mitioation_Stra_teox— Develop a listing of new policies, programs, ordinances or
initiatives and establish a schedule for plan update.
The State's comments have been addressed/incorporated into the revised Orange County Hazard
Mitigation Plan which is attached.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Administration recommends that the Board of County
Commissioners approve the Orange County Hazard Mitigation Plan in order to be in compliance
with the August 1, 2002 deadline.

A RESOLUTION ADOPTING THE ORANGE COUNTY
HAZARD MITIGATION PLAN
WHEREAS, in October of 2000 the President of the United States signed into
law the "Disaster Mitigation Act of 2000"(PL 106-390)to amend the "Robert T.
Stafford Disaster Relief and Emergency Act of 9988"which among other
provisions requires local governments to adopt a mitigation plan in order to be
eligible for hazard mitigation funding; and
WHEREAS, the North Carolina General Assembly passed Senate Bill 300 "An
Act to Amend the Laws Regarding Emergency Management as Recommended
by the Legislative Disaster Response Commission"in June of 2001 that among
other provisions requires local governments to have a hazard mitigation plan
approved prior to August 1, 2002 in order to receive state public assistance
funds; and
WHEREAS, the North Carolina Division of Emergency Management is assisting
local governments in the formulation of hazard mitigation plans; and
WHEREAS, the Orange County Hazard Mitigation Planning Team has worked to
develop a county-wide hazard mitigation plan; and
WHEREAS, Orange County supports Hazard Mitigation Planning as a logical
means toward protecting people and property from the potential devastating
effects of natural hazards;
NOW, THEREFORE, BE IT RESOLVED by the Board of Orange County
Commissioners that:
The "Orange County Hazard Mitigation Plan"is adopted and forwarded to the
North Carolina Division of Emergency Management for approval.
Upon motion duly made by and duly
seconded by the foregoing Ordinance was duly
adopted by the Orange County Commissioners at a meeting held on the
day of 2002.
