• The subject property is a one-story home in NBC 7764 at 118 S Fields Circle,built in 2000
with 1,676 square feet. After reviewing the submitted documentation, comparables#1 -#3 are
2025 sales and cannot be considered. Comparable#4 is a valid sale and was used in my
analysis/Comper reports.
• I found two comparable sales from 2021 to 2025 and created an analysis report that breaks out
the land and improvement at a price per s/f,while keeping in mind price per s/f is only a part of
the value. I also created a Comper report that show the characteristics of the subject and the
comparable properties. In the Comper report,112 S Fields is a one-story home and most
comparable to the subject and 109 S Fields is similar,but a two-story home,this also reflects in
the analysis price per s/f.
• Fencing and skylights do not drive value in the OC SOV.
• Based on the reports the neighborhood illustrates equity and the County suggest no change for
the $607,900 value.

My home new estimated value $639,100 is overvalued by the tax assessment.
Evidence submitted by the county representative:
• The subject property is a one-story home in NBC 7438 at 421 Ironwoods Dr.,built in 1986
with 1,722 square feet. During the site visit I recognized the topography mentioned in the
appeal, I adjusted the land for topography by -10%.
• 1 reviewed the submitted evidence and the two 2025 sales cannot be considered and eleven of
the twelve sales substantially larger, adjusting the price per s/f lower.
• 1 created an analysis using properties of similar size that included the March 2024 sale with
2,022s/f. After reviewing the sales in the analysis,the County suggest adjusting the land and
the effective year built from 2001 to 1996 the actual year built for a new value of$575,600.

Evidence submitted by the county representative:
• On September 29th, a drive by visit of the subject was performed by this appraiser. A drive-by
evaluation is considered to be a sufficient review due to the MLS information available and
due to the nature of the appeal. Condition, grade, quality, age and site were observed.An
exterior photo was gathered and is supplied in this report along with MLS photos from an
August 2020 transfer.
• Observations and recommendations:
1. The Comparable Sale supplied as evidence is not applicable for comparison to the subject
home. The sale at 100 Rivercreek Place(PIN 9778622293)occurred on 3/20/2025 and is
in NBC 7725 vs the Subject neighborhood of 7480, approximately 1 mile away, and has
600 square feet less than the Subject.
2. A review of the County record shows there are no changes needed for the amenities of the
Subject,nor were any specified by the Appellant.
3. A Comper Report is attached for 2 homes located in the subject NBC (7480). These two
homes are located on the same street and are 2023 sales. The amenities of the Comps
bracket the Subject with no significant variation that would justify a reduction of assessed
value from the current$799,800 to the requested$750,000.
5. Appellant evidence-The Appellant has not provided qualified evidence to warrant any
reduction at the time of this summary.

developments and larger,partially newer, houses account for steeper increases. This would
support a more modest price point for 220 James.

• On October 10,2025, the property was visited by Tanner Valuation Group. During the site
visit, it was observed that the addition had been over-graded and should be adjusted. Several
additional comparable properties in the neighborhood support an average increase in value for
the 2025 revaluation, as reflected in the sales analysis.Although the appraised value remains
above average—supported by the most recent sale in late 2024 at 102 Melba Circle—the
county recommends adjusting only the grade of the office addition from A-05 to B-10. This
adjustment results in a reduction in value of$11,300.

• The houses that are 2 bedrooms and 2 bath are selling for 230,000.4 bedrooms in the same
area are selling for 290,000 which is larger than what I have. We have 2 bedrooms and 2 baths
and u set the value for our house at 295,400 which is higher than the 4 bedrooms.
• The appellant provides a comparable analysis with this appeal.
Evidence submitted by the county representative:
• A site visit by an appraiser was performed on 10/16/2025. The appellant was not at home. The
appraiser performed an exterior review from the front of the residence but was unable to access
the rear of the property. A photo taken from the front is included in the appeal documentation.
• Appraiser observations and recommendations:
1. GRADE: The residence has a grade of C+05,which is consistent with the townhomes in this
phase of The Village at Lake Michael.No change to grade is recommended.
2. AGE: The residence was built in 2006 and has an effective year built of 2011. No change to
effective year built is recommended.
3. CONDITION: The residence is currently in Average condition.No change is recommended.
4. ANALYSIS OF SALES: The appellant provided a comparable analysis of three sales. The
county has determined one of these sales (627 Oakfield Trail)to be unqualified, as MLS
indicates the sale was within the family. The other two sales have a median price per square
foot of$180.
• The county performed an analysis of six sales. Due to a lack of recent sales within the same
construction phase as the subject property, sales from 2023 and 2022 were used. The county
analysis indicates a median sale price per square foot of$192. The subject property is currently
assessed at$187 per square foot.
• Based on the county analysis, no change is recommended to the subject property value.

Evidence submitted by the appellant:
• The house did not undergo any major renovation since its last purchase [in 2017]. The kitchen,
bathroom, flooring, deck, appliances, windows, and doors are all old. The land evaluation is a
bit high considering its size.
• The appellant has provided a comparable analysis, interior photos, and a listing for sale of 145
Coleridge Court.
Evidence submitted by the county representative:
• A county appraiser performed a site visit on 10/20/2025. The appellant was not at home, but
the appraiser was able to review the property from the exterior. An exterior photo was taken by
the county appraiser, and interior photos were provided by the appellant.
• Appraiser observations and recommendations:
1. GRADE: The residence has a grade of C+10 which is consistent with all townhomes in
Fenway Park. No change to grade is recommended.
2. AGE: The residence was built in 1987 and also has an effective year built of 1987. The
appellant's interior photos show dated appliances and fixtures, as well as some drywall
repairs and ceiling stains. The current effective year built is indicative of these issues, and
no change is recommended.
3. CONDITION: The residence is currently in Average condition for its age.No change to
condition is recommended.
4. ANALYSIS OF SALES: The appellant's comparable analysis includes six qualified sales
from Poplar West Townhomes, Village Square, and Canterbury Townhomes. These six
sales have a median sale price per square foot of$262. The subject property is currently
assessed at$241 per square foot.
• There were no sales in the subject neighborhood, Fenway Park,in 2023 or 2024. The county
used sales from Canterbury Townhomes in its analysis, as it is the most similar neighborhood
in terms of age and quality of construction. The county's sales analysis determined a median
sale price per square foot of$247,which is higher than the subject property's assessment of
$241 per square foot.

• Based on the comparable analysis above, and considering the current effective year built
accurately indicates the age of the subject property,no change in value is recommended.

was filed with this appeal.

• Subject Property Summary: The subject property is a one-story single-family residence
containing 3,070 square feet of living area, situated on a 0.70-acre lot at 311 W. Tryon Street in
the Downtown Historic District of Hillsborough.
• Appellant's Statement: The appellant asserts that the house next door sold for$325,000 but
did not provide an address or a sale date.
• County's Analysis: Upon review,the County identified what is believed to be the referenced
sale-307 W. Tryon Street, located adjacent to the subject property. According to County and
MLS records,this property sold in May 2024 for$360,000. A copy of the recorded deed for
this transaction is included within the County's evidence.

• The County also prepared a sales comparison spreadsheet utilizing both the subject property
and the appellant's cited comparable. However,the County finds that location and land value
are the only significant similarities between these two properties. The structures themselves are
not comparable—the subject dwelling offers 3,070 square feet of finished living area,
compared to only 792 square feet for the appellant's cited property.
• Recommendation: Based on the evidence and analysis,the County recommends no change to
the current assessed value, as the appellant has not provided sufficient or relevant information
to support their opinion of value.

• Our house has not been substantially updated in decades. For example,we still have the
original bathtubs in both bathrooms. The master bath is only 50 sq ft,which is much below
current norms.
• There are not many properties in the area of our size.We find these three comps on COMPER:
(1) 115 Old Oxford Road; (2) 1905 Rolling Road; (2) 1805 Rolling Road. The average of these
sales is: $609,000.
Evidence submitted by the county representative:
• The subject property is a 2,276 square foot frame home with 3 bedrooms and 2 & 1/2 baths
built in 1958 and located in NBC 7492.

• After reviewing the submitted Comper sales I found that 1805 Rolling Road was in mostly
original condition and in need of updating at its time of sale and 115 Old Oxford Road to be
much larger in finished square footage than the subject.
• I created an analysis of more similar sized properties from NBC 7492 to more accurately
reflect the market. After reviewing the sales in the analysis, Comps 41 -#3 have upgrades and
Comp 44 was described only as well maintained.Also,all comps construction appear to be
superior. As a result, I propose lowering the subject's grade from B-10 to C+10 and the
effective year built will remain at 1975, considering the property has had additions and some
renovation since its original 1958 construction.
• The County's suggested adjustment would create a revised value of$690,200.

Evidence submitted by the appellant:
• Professional Appraisal by John McPhaul III on 7/7/2025 valued the property at $1,460,000 as
of January 1, 2025, for purposes of property tax assessment.
Evidence submitted by the county representative:
• The subject property is in NBC 7507 and contains 3,915 square feet, it is a frame home with 5
bedrooms and 4& 1/2 baths built in 2012. This property was previously adjusted to its current
valuation during the informal appeal period.

• I reviewed the submitted appraisal and the findings as follows: Comparables#1 and#2 are
from NBC 7048, in which the land is valued through Ac_9 acreage pricing table. The two
comps are not in an established neighborhood like the subject, and the only strong comparison
is the size. However,they are all considered to be custom homes with similar locations. The
land appears to be the largest issue between the appraisal and the County's value. Based on the
appraisal, the subject's land is valued at 29%of its appraisal value, indicated from the sales
comparison approach. If we consider the sales prices of Comps. #1 and#2 at the appraisals
29%for land value, the land value will exceed$600,000 in both sales.
• I created an analysis of the sold properties within the subject's neighborhood to illustrate the
land and buildings values at a price per square foot that includes all attachments. Yard items
were broken out.
• I took the two sales in the analysis that are also in the appraisal along with the remaining two
properties in the appraisal, added their sales prices per square foot based on county records and
divided them by the four properties yielding an average price per square foot of$372.86. and
when applied to the subject would calculate to an appraised value of$1,459,747.
• The County suggests adjusting the land-15%based on plat information of RCD(Resource
Conservation District),that restricts development. This will create a new value of$1,482,100,
which is approximately 1.5%higher than the appellant's appraisal.

i • Feel the property is overvalued and attached a Comper report for support.
Evidence submitted by the county representative:
• Subject property is located in NBC 7420 at 422 Tinkerbell Road,has 1,528 square feet, and
was built in 1966. The property was purchased in March of 2023 for$555,000 and is currently
valued at$511,900. In reviewing the appellant's Comper report, Comparables#3 -#7 are larger
than the subject which contributes to a lower value per square foot, and 4 of the 5 comps. carry
a higher grade.
• An analysis was created and as a result, the County suggests lowering the grade from C+10 to
C, adjusting the effective year built from 1991 to 2005 for renovations and applying a 5%
functional depreciation for the split HVAC units. This will create a revised value of$498,100.
• The sales in the analysis range from$309 to $351 per square foot with the subject's proposed
value at$326 per square foot.

• I visited the property and discovered the patio not on the sketch and adding it increased the
value of the building. The sales analysis shows the subject valued below the average and
