Chairman Bennett stated that Herbert Holland has resigned his position on the Carrboro Planning Board because he had moved from the Carrboro area. Chairman Bennett suggested that J. Richard Webb be appointed to fill the unexpired term of Herbert Holland on the Carrboro Planning Board. Upon motion of Commissioner Walker, seconded by Commissioner Ray, it was moved and adopted, that J. Richard Webb of Route 2, Chapel Hill, North Carolina, be appoi ed to fill the unexpired term of Herbert Holland on the Carrboro Planning Board. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved and adopted, that the County Forrestry Warden be contacted and requested not to iss any burning permits unless it was an emergency request until the drought had been relieved. The Clerk was instructed to forward said request to the proper person. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved and adopted, that the Clerk of the Board write the Governor and request that the necessary legal steps be taken to close the hunting season in Orange County until t. drought is relieved. There being no further business to come before the Board,this meeting was ad- journed to meet again on Wednesday, December 15, 1965. Betty June Hayes ria,ti Harvey Bennett Chairman December 15, 1965, Meeting of the Board of Commissioners The Board of County Commissioners of Orange County met in special session on Wednesday, December 15, 1965, in the Commissioners room of the Courthouse at 7:30 p.m. Members present: Chairman Bennett and Commissioners Ray and Walker. Members absent: Commissioners Cleveland and Smith A delegation from the Chapel Hill and Schley American Legion Posts was present to discuss with the Board the position of County Veterans Service Officer. The mem- bers of the delegation present were of the opinion that this position could best be filled by inducing Mr. Wrenn, the present Veterans Service to stay on with the County If a substantial increase in salary was necessary to retain Mr. Wrenn, then they would be in favor of making this increase. Two persons were interviewed for the Veterans Service Officer vacancy during the evening, George Boyd of Efland and Clayton Haithcock. No action was taken concerning the Veterans Service Officer position pending further consideration of the sugges- tions advanced by the American Legion delegation. Tom Ward, Welfare Director, was present. He and the County Administrator dis- cussed with the Board the possibility of entering the Federal Food Stamp Plan and abandoning the Commodity Distribution program presently being operated by the County. The State Board of Welfare has advised the County that if they receive notice of the County's willingness to enter the Food Stamp Program, our name will be placed on a list being prepared for the Department of Agriculture in Washington. Some counties from North Carolina will be accepted from this list. After a lengthy discussion of this program, Commissioner Ray moved the County advise the State Department of Welfare.kf our willingness to come under the Food Stamp Plan if we are selected by the Department of Agriculture. Commissioner Walker offered a second, and when a vote was called, there were three ayes and 0 noes. The meeting then adjourned. Betty June Hayes Clerk Harvey Bennett Chairman Thursday, December 23, 1965 The Orange County Board of Commissioners met in special adjourned session for the purpose of conducting a canvass of the ballots cast in the December 21 Fire Dis- trict election held in the Colony Woods Section. Members present: Chairman Harvey D. Bennett, Commissioners William C. Ray, Carl M. Smith, and Henry S. Walker. Members absent: Commissioner Gordon B. Cleveland Mrs. George Coltrane, Registrar for the Colony Woods Fire District Election, de- livered to the Chairman and to the Clerk an abstract of votes cast in said election. The Registrar stated there were 67 persons who registered for the Special Election. Special Certification of Election Results December 21, 1965 for Colony Woods Fire District December 21, 1965 This is to certify the following results from the canvass of the voters for the Colony Woods Fire District in the special election held December 21, 1965. FOR 44 AGAINST 2 TOTAL 46 Spoiled ballots 0 TOTAL NUMBER OF VOTERS 46 The ballot box for this election was properly locked, sealed and signed after . the counting of the votes and before the undersigned registrar and judges left the polling place. e ABSTRACT OF VOTES CAST AT A SPECIAL ELECTION FOR CREATION OF COLONY WOODS FIRE DISTRICT ON DECEMBER 21, 1965 FOR 44 AGAINST 2 46 STATE OF NORTH CAROLINA ORANGE COUNTY The Board of Commissioners of Orange County, having opened, canvassed, and judi- cially determined the returns according to iaw, we do hereby certify that the above is a true abstract of the original returns of the special election held on December 21, 1965, on the question of creating the Colony Woods Fire District, containing the number of legal ballots cast for and against said question. No =itizens of the Colony Woods Subdivision was present to protest said election. :hairman Bennett then declared that the question in favor of tax for fire protection in Colony Woods Fire Protection District was passed by a vote of 44, and ordered that a Fire District be created immediately for the Colony Woods Subdivision. 429 Discussion ensued concerning the position of Veterans Service Officer for Orange County. Upon motion of Commissioner Smith, seconded by Commissioner Walker, it was moved and adopted, that W. W. Wrenn be appointed as Veterans Service Officer. There being no further business to come before the meeting, same was adjourned. Harvey Bennett Chairman Betty June Hayes Clerk MINUTES OF THE ORANGE COUNTY BOARD .OF COMMISSIONERS January 4, 1966 11The Orange County Board of Commissioners met in regular session on Monday, January l}, 1966 at ten o'clock a.m. in the Commissioners room at the courthouse in Hillsborough Members Present: Chairman Varvey D. Bennett, Commissioners William C. Ray, Henry Walksr.and_Carl M. Smith. Members absent: Commissioner Gordon B. Cleveland. Upon motion of Commissioner Ray and duly seconded, the Clerk was authorized to dispense with the reading of the minutes for the meetings held during the month of December, 1965. Dr. Stephen Vogler of Route 2, Durham, N. C., was spokesman for a group of citizens from the Murphy.School area. The group requested that the Board recommend to the State Highway Commission that the portion of SR.#1716, which was not included in the proposed 1965-1966 Secondary Road Program, be paved instead of the portion which was slated for paving. Their request was based on a survey which concluded. that more citizens of the area would be served by the changing of the paving program. Chairman Bennett informed the group that the Board could not recommend that the proposal for paving be changed but advised Dr. Vogler that'a petition should be submitted requesting the addition of the .3 of a mile to the already accepted section of Sr #1716. H. B. McFarland of Rt. 1, Box 1711, Durham, N. C., presented a petition for the abandoment of SR #1735 known locally as the Mary Markham Road. The Clerk was instruc [to forward said petition to the State Highway Commission. Discussion ensued concerning SR #1306 known locally as the Old State Coach Road or Dr. Charles Blake's Road. Upon motion of Commissioner Ray, seconded by Commissional Walker, and unanimously adopted, The Clerk to the Board was instructed to notify the State Highway Commission that the Board of Commissioners recommended that SR #1306 be either opened for public use or abandomed as per the request of the property owners. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved, and unanimously adopted, that the road located at the south end of Margaret Lane and presently being known as an unamed street be named Margaret Lane Extension. The following road petitions were received and the Clerk was requested to forward same to the State Highway Commission. 1. McBroom Road 2. Woodcrest Drive The following Department Officials presented reports for the month of December, 1965. Veterans Service Officer Welfare Director Thomas M. Ward, Welfare Director, discussed with the Board a request which has beer received from Robert Fields. This request ask that the Orange County Welfare Board sig and thereby assume responsibility for Respirator Equipment needed by the petitioner's wife, Dorothy Harris Fields. Mrs. Fields is a polio victim, and cannot be moved from North Carolina Memorial Hospital without the Respirator Equipment. The hospital will not release the equipment until some public agency signs to accept the responsibility of maintenance and other needed items. The Board advised Mr. Ward to continue his efforts to have Rockingham County accept this responsibility as Mrs. Fields is a native of that county. The yearly annual report from the Farm Extension Service was presented by Ed. Barnes, Farm Agent, Mrs. Elizabeth Mildeau, Home Demonstration Agent, Mrs. Jane Hill, Assistant Home Demonstration Agent, and Sherman Shelton, Negro Farm Agent.
