The following resolution was moved, seconded, and unanimously passed: The following resolution was moved, seconded and unanimously passed with refer- ence to the special election called by resolution of the Commissioners for an elec- tion for a special tax in Colony Wood Fire District: NOW, BE IT THEREFORE RESOLVED by the Board of Commissioners for the County of Orange that the canvass for the special election heretofore called to be held on Tuesday, December 21, 1965, be and the same shall be held at 10:00 o'clock A.M. Thursday, December 23, 1965, and that this meeting is hereby adjourned sine die until that time. Harvey Bennett Chairman Betty June Hayes Clerk Monday, December 13, 1965 The Orange County Board of Commissioners met in special session on Monday, December 13, 19659 at eleven o'clock a.m. in the Auditorium of the County Agricultur- al Building in Hillsborough, North Carolina. Members present: Chairman Harvey D. Bennett, William C. Ray, Carl M. Smith, and Henry S. Walker. Members absent: Commissioner Gordon B. Cleveland. The purpose of this meeting was to meet with representatives of the North Caro- lina State Highway Commission to inspect the proposed 1965-1966 Road Program for Orange County. Thomas S. Harrington, Division Commissioner, T. A. Burton, Division Engineer, Paul Welch, Earl V. Hoover, J. B. Taylor, and C. I. Walters, representatives of the State Highway Commission presented to the Board of Commissioners the following.1965- 1966 Secondary Road Program for Orange County: NORTH CAROLINA STATE HIGHWAY COMMISSION 1965-1966 SECONDARY ROAD PROGRAM ORANGE COUNTY 1965-1966 Allocation Less 10% Reserve Balance 1965-1966 Funds Balance 1964-1965 Funds Total Funds Available Map Sec. Discussion ensued. 42'7 Upon motion of Commissioner Walker, seconded by Commissioner Ray, the 1965-1966 Secondary Road Program as presented by the representatives of the North Carolina State Highway Commission was unanimously adopted. . Chairman Bennett stated that Herbert Holland has resigned his position on the Carrboro Planning Board because he had moved from the.Carrboro area. Chairman Bennett suggested that J. Richard Webb be appointed to fill the unexpired term of Herbert Holland on the Carrboro Planning Board. Upon motion.of Commissioner Walker, seconded by Commissioner Ray, it was moved and adopted, that J. Richard Webb of Route 2, Chapel Hill, North Carolina, be appoi ed to fill the unexpired term of Herbert Holland on the Carrboro Planning Board. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved and adopted, that the County Forrestry Warden be contacted and requested not to iss any burning permits unless it was an emergency request until the drought had been relieved. The Clerk was instructed to forward said request to the proper person. Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved and adopted, that the Clerk of the Board write the Governor and request that the necessary legal steps be taken to close the hunting season in Orange County until t drought is relieved. There being no further business to come before the Board,this meeting was ad- journed to meet again on Wednesday, December 15, 1965. Betty June Hayes ri .,I, Harvey Bennett Chairman December 15, 1965, Meeting of the Board of Commissioners The Board of County Commissioners of Orange County met in special session on Wednesday, December 15, 1965, in the Commissioners room of the Courthouse at 7:30 p.m. Members present: Chairman Bennett and Commissioners Ray and Walker. Members absent. Commissioners Cleveland and Smith A delegation from the Chapel Hill and Schley American Legion Posts was present to discuss with the Board the position of County Veterans Service Officer. The mem- bers of the delegation present were of the opinion that this position could best be filled by inducing Mr. Wrenn, the present Veterans Service to stay on with the County If a substantial increase in salary was necessary to retain Mr. Wrenn, then they would be in favor of making this increase. Two persons were interviewed for the Veterans Service Officer vacancy during the evening, George Boyd of Efland and Clayton Haithcock. No action was taken concerning the Veterans Service Officer position pending further consideration of the sugges- tions advanced by the American Legion delegation. Tom Ward, Welfare Director, was present. He and the County Administrator dis- cussed with the Board the possibility of entering. the Federal Food Stamp Plan and abandoning the Commodity Distribution program presently being operated by the County. The State Board of Welfare has advised the County that if they receive notice of the County's willingness to enter the Food Stamp Program, our name will be placed on a list being prepared for the Department of Agriculture in Washington. Some counties from North Carolina will be accepted from this list. After a lengthy discussion of this program, Commissioner Ray moved the County advise the State Department of Welfare-,of our willingness to come under the Food Stamp Plan if we are_selected by the Department of Agriculture. Commissioner Walker offered a second, and when a vote was called, there were three ayes and 0 noes. The meeting then adjourned. Betty June Hayes Clerk Harvey Bennett Chairman Thursday, December 23, 1965 The Orange County Board of Commissioners met in special adjourned session for the purpose of conducting a canvass of the ballots cast in the December 21 Fire Dis- trict election held in the Colony Woods Section. Members present: Chairman Harvey D. Bennett, Commissioners William C. Ray, Carl M. Smith, and Henry S. Walker. Members absent: Commissioner Gordon B. Cleveland Mrs. George Coltrane, Registrar for the Colony Woods Fire District Election, de- livered to the Chairman and to the Clerk an abstract of votes cast in said election. The Registrar stated there were 67 persons who registered for the Special Election.
