BACKGROUND: The Opioid Advisory Committee is charged with discussing opioid-related health concerns and issues impacting the residents of Orange County and advising the Board of Commissioners on options to expend funds to remedy opioid impacts. The committee also plans and hosts an annual meeting open to the public to receive input from municipalities on proposed uses of the settlement funds and to encourage collaboration between local governments. The Board of County Commissioners appoints seven (7) members, and there are thirteen (13) designee positions. This committee does not make recommendations and does not submit an Annual Work Plan. My family has resided in Orange County since 2007 and my son, Kevin Cummings, developed SUD at age 16 and died of an overdose in 2018 in Hillsborough at age 18. 1 lived the agony of trying to find appropriate medical care and social support, the lack of adolescent treatment options in NC, and the impact of my ignorance at the time. I am also an epidemiologist and have thirty years experience in population health and disease research. Please explain your reasons for wanting to serve on this board I want to serve my community and help to prevent other families from the fear, anxiety, pain, and loss that accompanies Substance Use Disorder. I hope to join our county in continuing to improve access to harm reduction measures and naloxone, humane and lifesaving MAT, re- entry and recovery resources, community support and compassion, opportunities for employment and peer-mentoring, and early intervention for at risk youth. How would your particpation on this board contribute to the diversity of viewpoints? I believe I would bring the unique perspective of a parent with lived experience with a child with mental illness (GAD) and SUD who eventually died of an overdose at a very young age -there are so many other stories like that of Kevin s/my family. I learned so much and so many of my assumptions were shattered in the years of Kevin s addiction, death, and aftermath. I don t 5 Page 2 of 2 Christie Barker- believe there is ONE or even just a few solutions to the opioid crisis- as Nora Volkow of NIDA said, No single organization or person can address the multitude of services needed to help people affected by mental health or substance use conditionsa€; the best sources are the people who live, serve, and work in the community and the best results are often seen when they undertake such action together. I actually don t know- please assess. I am employed by a non-profit organization, Overdose Lifeline, Inc., and my role is to connect our accredited substance use disorder education and community/youth/family trainer programs with organizations working in prevention, harm reduction, treatment, or recovery, nationwide. My motivation in volunteering for this board is civic and personal - my 18 year old son went to OHS and died of an overdose in Hillsborough in 2018. 1 have been active as a volunteer since his death, but have only begun getting formally involved locally this past year. I joined Overdose Lifeline as a purposeful career change, to put my pain to purpose. Volunteering on this advisory board is part of that same personal mission to make a difference. I understand that my professional role and this role are wholly separate. On the other hand, I would not be inclined to prevent the board and stakeholders from knowing about the educational and training resources Overdose Lifeline has, because they are evidence-based and effective and they may fill a gap. I am completely open to any rules of interaction or engagement, such as being recused from voting on specific programs if and when Overdose Lifeline is included in the set. I received my Masters in Counseling Education from NCCU.I am trained in Strategic Prevention Framework (SPF), which is an approach endorsed by SAMHSA, and the seven strategies to effective community change used by Centers for Substance Abuse Prevention (CSAP). I have worked on prescription drug misuse for over 10 yrs in Orange County. I advocated for naloxone in 2012, particularly for law enforcement partners. I worked closely with Lt. Forrest Orr to obtain naloxone for NC Wildlife, who at the time were not being granted access to this lifesaving treatment. I served as one of the original members of the NC DHHS Opioid/Prescription Drug Advisory Committee (on Community Engagement). It is though OPDAAC Community Engagement subcommittee work that the Lock Your Meds initiative was borne, modeled after the Orange Partnership Talk It UP! Lock it UP! campaign. As a Program Director, I have experience in budgeting. I have served on JCPC s Funding and Risks and Needs subcommittees. As President of our property owners association, I had experience with reviewing budgets. Reasons for wanting to serve on this board: I have seen the destruction of opioid use disorders (OUD) I have family in recovery from opioid addiction. Please explain your reasons for wanting to serve on this board I have a demonstrated interest in reducing the burden of morbidity and mortality tied to substance use. I am excited at the prospect of working with an interdisciplinary group in Orange County to help form opioid-related policies and develop harm reduction strategies to make opioid use safer, and facilitate the linkage to treatment services for those who hope to begin their recovery process. How would your particpation on this board contribute to the diversity of viewpoints? While this would be the first advisory board I d be participating on, I feel I am uniquely positioned to contribute to the board as a researcher with degrees in Public Administration and Epidemiology, and experience working in the field of public health (specifically in the area of substance use). Further, I am a harm reduction advocate- my primary intention is to reduce the burden of overdose mortality, and a major piece of that is making substance use safer for those who are in active use and do not intend or are unable to enter the recovery process. Board of Health Please explain how your background, education and experience is relevant to this board I am a current fourth-year PhD candidate in Health Behavior at UNC-Chapel Hill, where my work focuses primarily on understanding the social determinants of health in the United States. . I hold a Masters of Public Health from the University of Michigan in Global Health Epidemiology, and an undergraduate degree in Public Administration (from Miami University in Oxford, Ohio). Most relevant to the Orange County Board of Health is my experience working with community members in Appalachian Ohio to develop and scale up evidence based interventions that align with the needs of individuals with substance use disorders and individuals in recovery, though I also served as an Ohio Public Leaders Fellow, where I spent a month working with the city government of Troy, Ohio, on issues related to public health. Most recently, I have been interviewing North Carolina residents with substance use disorders, harm reduction service providers, and substance use treatment providers to better understand the development and treatment of polysubstance use. Please explain your reasons for wanting to serve on this board I am a passionate and informed advocate for improving health at the population level, and I have always been intentional with my educational efforts and work experience to better understand how to work with community members to identify needs, develop studies to understand and illuminate needs to policy-makers, and ultimately work with policy-makers at the local, state, and national level to make informed, evidence-based change to improve public health. My 93 year old mother, recently deceased, created a real interest in finding solutions to the problems of housing for senior citizens Please explain your reasons for wanting to serve on this board Prior to my mother s death last month, she lived with me for awhile. During this time, I interviewed and visited numerous facilities for senior citizens. I am acutely aware of the lack of housing for the senior population. How would your particpation on this board contribute to the diversity of viewpoints? I can see this issue from the perspective of both a senior citizen and as the care taker of a senior citizen (my mother). I think both of those views are relevant. In terms of experience, for the last 22 years, I directed the Chronic Pain Program in the Division of General Medicine and Clinical Epidemiology, Department of Medicine, at UNC. In that program, we have worked to manage various chronic pain conditions with a minimum of use of opioids. In the past, I saw on the Advisory Board of the NC Governor s Academy for Prevention Professionals, and the Governor s Institute on Alcohol and Substance Abuse, and from the outset, the NC Controlled Substances Reporting System Advisory Committee in the NC Department of Health and Human Services. Years ago, I was on the Orange County Board of Health, serving as its Chair for four of those years. This is say that I am well aware of the issues associated with the opioid epidemic, and that there are a number of solutions to be considered. It would be an honor to be considered for one of the vacancies as there is a lot to be done, and i would like to contribute here in Orange County. As noted previously, I have directed the Chronic Pain Program in the Department of Medicine at UNC. In it, the emphasis is on minimizing opioid use to manage pain while guarding against or managing opioid use disorder(OUD). I've seen the pain and suffering that many patients have and continue to have, and compassion and caring for them is always the best place to start, especially for health care practitioners. As the former Vice President of Blank Canvas Dance Company at UNC, I worked to expand arts access on campus. Blank Canvas is unique in that it welcomes dancers of all backgrounds and skill levels, fostering a positive environment where members can grow and learn. During my time on the Executive Board, I helped increase membership from around 175 to over 300 members. I also played a key role in producing several sold-out performances at Memorial Hall. As a Sociology and Human Development and Family Science major, I have conducted several studies on the impact of opioid abuse in communities, exploring topics such as early education, post- secondary attendance, recidivism, and the healthcare system. I have dedicated significant time to understanding the epidemic's root causes and its wide-ranging effects, and I am deeply knowledgeable about its complexities. I think there are two things that make me unique. The first is my role in providing support to communities across the state in assessing and evaluating their substance use prevention programs. I dons€TMt have as deep of insight into our local resources as some members, but the diversity of communities that I do work with gives me a unique lens from which to see solutions that may not have been previously considered. Second, my expertise is in primary prevention, with a little harm reduction mixed in. I am well versed in school and communities based strategies to prevent and reduce the need for harm reduction, treatment, and recovery support. We of course, need the full continuum of care, but the more we can do to build protective factors, reduce risks, and build resiliency for our youth, the stronger more vibrant, connected community we will have.
