BACKGROUND: At the September 16, 2025 Business Meeting, the Board of County Commissioners officially established and approved the composition and charge for the Tax Assessment Work Group (the Work Group), and appointed Commissioners Phyllis Portie-Ascott, Marilyn Carter, and Amy Fowler to serve. The charge of the Work Group is to evaluate the policies, processes, and procedures used by the Orange County Tax Office to assess property values and communicate to the public. The Work Group will provide feedback and input to a consultant retained by the County to make recommendations on changes and enhancements to the tax assessment process that will improve and ensure the accuracy and fairness of property assessments. I have spent nearly eight years navigating complex budget and revenue decisions, engaging diverse residents, and advocating for fair and transparent processes. This experience brings both practical knowledge and a strong commitment to equity and effective governance to the Tax Assessment Working Group. Moreover, I believe that I am in touch with many residents in the community who feel that they are not seen nor heard and I want to bring those perspectives to the Tax Assessment Working Group. Please explain your reasons for wanting to serve on this board 8 Page 2 of 3 Matt Hughes I am interested in serving on the Tax Assessment Working Group because I have nearly eight years of experience as a municipal elected official and I believe the perspectives of municipalities must be represented in this process. While the general statutes do not require the county to involve municipalities in property revaluation, the towns are home to the vast majority of the countya€TMs population and are directly bound by the processes and decisions of the Board of County Commissioners though without input. Hillsborough is a diverse and dynamic community. Forty percent of our residents are people of color and nearly forty percent are renters. That means my BIPOC constituents are disproportionately affected by the revaluation process compared to other parts of the county. Renters, such as myself, are not property owners and therefore are not engaged in the revaluation process, even though their rents are directly influenced by property revaluations and they are functionally indirect taxpayers. Additionally, those who are impacted are not just those who are lower income, on fixed incomes, or struggle to find affordable housing. Those who are impacted are also those in the 80% to 120%AMI who are also pressed when processes seem to price them out. We must not only ensure that the revaluation process is fair and equitable, but also that it is customer service driven. Property owners and renters alike should be able to navigate the process with clarity and confidence. Further property owners operate in a current system of appeals that appears clunky and not user friendly, which can discourage participation and creates frustration. Improving the transparency, accessibility, and responsiveness of this process will help build public trust and ensure that all residents feel the system works for them rather than feeling cheated by it. I want to bring this municipal perspective into the county's work, to make sure that the needs and lived experiences of communities like Hillsborough are considered and that the process is equitable, transparent, and customer focused. How would your particpation on this board contribute to the diversity of viewpoints? As both a renter and a person of color, I can speak to how revaluation policies affect residents who are not property owners but are still impacted through rising rents, and how these policies can disproportionately affect communities of color. My combined perspective as a municipal leader, a renter, and a person of color brings lived experience that is often missing from county tax policy discussions. I am also someone in the 80 to 120 percent area median income range who has benefited from programs such as Section 8 vouchers. People in this income bracket often lack the same advocates as those at lower income levels, yet they continue to struggle to afford to live in Orange County even as their long-term economic situation improves. My experience allows me to highlight this gap and give voice to a segment of the community that is frequently overlooked in conversations about housing and taxation. My parents were professionals who served their community. I think that having experience being working class and low income has given me a unique background. Tax Assessment Work Group Please explain how your background, education and experience is relevant to this board I am again member of BOER. I have quickly learned how property tax is calculated and continue to learn by asking questions of the staff about how they have reached the Fair Maket Value. Please explain your reasons for wanting to serve on this board I am interested in making sure that property taxes are fair and equitable. Also, that people are not forced to sell their property because of gentrification. How would your particpation on this board contribute to the diversity of viewpoints? Homeowner, on a fixed income. Hearing many appeals and learning about how property tax are calculated gives me insight to the process. Also, being a homeowner on a fixed income also gives me the added insight of the ordinary citizen. In this role, I tracked state budget bills and legislation related to local government operations and revenue, provided economic forecasts to local government Finance and Budget Officers, collected and summarized data on municipal budgets, and frequently collaborated with the NC Association of County Commissioners on tax and finance related topics. Prior roles include launching and managing California s state-mandated PaintCare recycling program (a non-profit of D.C.-based American Coatings Association), and working on chemical and hazardous waste policy for the City and County of San Francisco s Department of the Environment. I earned a Masters in Public Policy from Duke in 2017, and have a BS in Environmental Science with a minor in Chemistry from UNC Chapel Hill. Please explain your reasons for wanting to serve on this board 19 Page 2 of 2 Caitlin Saunders I am interested in learning more about the details of the assessment process and what constraints the county is under in adjusting for equity. I m concerned about fairness and would love to help improve the process, and I also want the public to feel confident that the county is doing it s best to remain compassionate and nuanced in a complex and technical process. I d love to help think through how to communicate the details in a plain and simple way and answer some of these questions for the public up-front moving forward. How would your particpation on this board contribute to the diversity of viewpoints? I would strive to bring a balanced viewpoint as both a citizen and local policy analyst. From my professional life I know the difficulty of balancing local policy goals with limited revenue tools and the whims of state and federal government. As a citizen, it s tough to work a dramatic property tax increase into my young family budget that includes rising grocery and childcare costs. I have read my neighbors emotional email discussions on our listserv, and attended a Marian Cheek Jackson Center presentation on the topic. At the same time, I have a deep appreciation for the public servants who must implement an efficient assessment process that keeps the county government budget on schedule. Tax Assessment Work Group 25 Page 2 of 4 Jenn Sykes Please explain how your background, education and experience is relevant to this board Most of my volunteer work has been around housing and planning in Orange County. When I chaired the Affordable Housing Advisory Board one of the biggest things I worked on was having the committee do outreach to the community to help them understand the impact of taxation rates on them, as well as which programs the county had available to assist them. Because of this I became very familiar with the demographics of Orange County and how different pocket communities are impacted by issues such as gentrification, regional population growth, and even how utility access impacts what's allowed to be developed. From my time on various Hillsborough Planning boards, I've been able to see the details and larger-scale impacts that changes to what is developed in the northern part of the county impacts tax revenue and, in turn, what services the area can provide to citizens. Having this experience would allow me to serve the county on this working group by understanding the conflicting goals -- having a county that all can afford to live in but also generating enough revenue to provide even basic services to those residents. Please explain your reasons for wanting to serve on this board Much of my time is spent volunteering in areas for development planning and housing affordability, and through that I ve developed an understanding of how the tax system in Orange County directly impacts how to meet those goals. I'm familiar with how those goals can be in conflict with one another, and tried in the past to come up with solutions to create win-win policies there. (I'm also familiar with what you can and cannot legally propose in North Carolina based on state laws from when I tried to rewrite Hillsborough s utility structure to microtarget specific income brackets when I chaired the town's Water and Sewer Advisory Board.) I also live in one of the main areas that, for the past two tax assessment cycles, has been listed as an area of high taxation growth --West Hillsborough --and am a community resource for information from my direct neighbors and even the more planned communities and farmers in District 2. One big thing I'd like to do with this working group is develop better communications plans around the tax issue, as I've been doing that informally. How would your particpation on this board contribute to the diversity of viewpoints? I live in Hillsborough and would be able to represent the District 2 perspective, particularly with how the changes in development can impact seniors and low-income residents - I was Vice Chair of the Hillsborough Planning Board and very familiar with how the changes to development regulations have impacted residents and the overall ability of the northern part of the county to grow. I can see both sides of the argument from those experiences. As well, I'm a trained statistician so numbers and data are something I'm comfortable around, and would be necessary in any evaluation and recommendation for tax assessments.
