This property sold recently on March 5, 2025 for$945,000. • The appellant used 2 nearby sales. One was for two parcels and is not a valid comparison. Acreage of lot is less than half, on average, of comps. Building value is fair,based on age and condition. However,the land value (currently$700,000)is almost double the average of comps($373,750). Fair land value would be $400,000, for net value of$656,800. Evidence submitted by the county representative: • The subject property is a single-family home built in 1925 with 4 bedrooms and 3 baths. We have it on record as having a full basement,half of which is finished bringing the total square footage to 2,715. The home is located on Park Place Lane in the Chapel Hill Historic District. • The comparables mentioned in the appeal are outside of the historic district and market area. • Based on the sales and equity within the Chapel Hill Historic District area,the County recommends correcting the basement and total square footage with no change in land value. Current Assessed Value $627,500 County Opinion $546,200 Time of Hearin 1:57 PM Appellant Opinion $450,000 County Representative Roger Gunn Board Decision $546,200 Evidence submitted by the appellant: • The appellant contends the subject is significantly overvalued due to her home being compared with neighborhood homes of higher quality and features than hers and due to an overvaluation in land based on recent sales. The appellant also noted items of deferred maintenance and a lack of any renovations to her 15-year-old home. Evidence submitted by the county representative: • The County performed an exterior and limited interior inspection of the subject on 8/26/2025 in which the owner was present. The owner proceeded to show the appraiser minor items of exterior maintenance and described how she was having well problems as evidenced by having to again replace a recently replaced well water filter that was heavily soiled(black)and how she believed the well water was contributing to some health problems she was incurring. • The appraiser noted that the home was listed as having a frame exterior despite having masonry exterior on three sides with only the rear being frame and recommends correcting the exterior to masonry. However,based on the limited interior viewing,the appraiser is of the opinion that the grade is slightly overstated at B+10 and should be reduced to B to more accurately reflect the overall quality. The subject currently has an actual and effective year built of 2010 in fair condition, as adjusted at the informal appeal. The appraiser recommends adding an additional 10%physical condition adjustment to account for the apparent well problem. The appraiser also noted a detached 16 x 16 wood deck that was not reflected on the property record and should be added to the record as a yard item. • With regard to the land,the appraiser is of the opinion that the land is overvalued in comparison to recent sales and recommends applying a-25%market adjustment to the land. • If all County recommendations are accepted,the overall valuation of the property would be reduced to $546,200.
