HomeMy WebLinkAboutMinutes - 19651101418 Minutes of the Board of County Commissioners November 1, 1965 T139 Grange County Board of Commissioners met in regular session on Monday, November 1, 1965, at ten o'clock a.m, in the Commissioners' Room at the courthouse in Hillsborough, N. C. Members Present: Chairman Harvey D. Bennett, Commissioners William C. Ray, Carl M. Smith and Henry S. Walker. Members absent: Commissioner Gordon B. Cleveland. Mr. Johnson stated that this road accommadated fifteen families, was a school bus route and mail route. The Clerk was instructed to advise C. I. Walters, Maintence Supervisor, State Highway Commission at Hillsborough, N. C. of the condition of these secondary roads, and to request that he investigate the situation. The following road petitions were submitted and the Clerk was requested to forward same to the State Highway Commission at Greensboro, N. C. 1. Ruffin Avenue 2. Secondary Road #1551 Chairman Bennett read a letter from property owners living on an unnamed street in the West Hillsborough axee. Said letter requested that the unnamed street which is located just west of Margaret Street be named Indian Trial. Discussion ensued. The Board requested the County. Administrator to inspect the unnamed street and to talk with the property owners to see if they would approve of naming the street Margaret Street Extension instead of Indian Trail. Mrs. H. F. Boone of 307 South Greensboro Street, Cerrboro, N. C., requested the Board to review and reduce the tax appraisal on her home. Mrs. Boone was advised by Chairman Bennett that her request would be considered at the time when the Bcard of Commissioners would sit as a Board of Equalization and Review but that at this time the Board of Commissioners did not have the authority to make any adjustments on tax appraisals. Gary Sykes of Route 2, Hillsborough, N. C., informed the Board that he had knowledge of the location of 1200 to 1500 acres of land near Hillsborough which, in his opinion, could be purchased and used as a water shed area. He wanted to know if the Board was interested in his making further investigations into the matter of purchase. Peck, Town Manager of Chapel Hill, N. C., and a petition signed by John Alexander McMahon and E. G. Merritt, Commissioners of the Greater Chapel Hill Fire Protection District Commission. The letter and the petition requested the addition to the Greater Chapel Hill Fire District Commission the area in the Orange Church Community and designated in said petition as Tax Map #24 parcels 35, 36, 37, 38, 39, 40 and 41. Upon motion of Commissioner Smith, seconded by Commissioner Walker, and unanimous- ly adopted, it was moved that the petition requesting addition to the Greater Chapel Hill Fire District received from the property owners in the Orange Church area and adpepsig natted in said petition as Tex Map #24 parcels 35, 36, 37, 38, 39, 40 and 41 be oved. Upon motion of Commissioner Smith, seconded by Commissioner Ray, and unanimously adopted, it was moved that Earl E. Walker, resident of 4-B Williams Court, Chapel Hill, 41_J w N. C., was appointed to the Greater Chapel Hill Fire District Commission to N replace V. L. Bounds. This appointment is to become immediately effective. Paul Seibel, Community Services Consultant, presented to the Board a copy of 1 a proposed resolution to establish a commission on Economic Opportunity of Orange County, N. C., and a copy of proposed prooeedures for 9-public agencey to handle Economic Opportunity matters for Orange County. Discussion ensued. No action was taken. The Orange County School Board, G. Paul Carr, Supt. of Schools and S. E. Latta, ' Manager of the Orange County School Bus Garage, presented to the Board a request for y an additional school bus. Mr. Latta submitted to the Board a letter dated October 22, 1965, written by D. S. Dark, Transporation Assistant, Division of Transporation, ;;. State Board of Education, Raleigh N. C. Said letter stated "that in one instance 4 we found that buses #39, #15 and 3 operati in the old Murphy School area are overcrowded. We have found no way to relieve this situation other than to add an additional bus." No action was taken on said request. Supt. Carr informed the Board of Commissioners that the County School Unit would need in the immediate future $400,000.00 for the purpose of constructing a S Junior High School. Supt. Carr cited this need was evident on the basic of a recently completed study conducted by the State Board of Education in conjuction with the County School Unit. He stated further it was the wish of the County School Board to let bids on the proposed building in order that same might be ready for occupancy by the fall of 1967. Discussion ensued. No action was taken. The Cbeirman announced that the Board had received a petition from the resident freeholders living in Sections 1 and 2 of Colony Woods Subdivision, which subdivision lies outside the corporate limits of any Town, and that the said petition contains the names of more than fifteen per cent of the resident freeholders living in said subdivision and that pursuant to the requirements of General Statutes 65-25,1 it was the duty of the Board to call an election in said district for the purpose of submitting to the qualified voters therein the question of levying and collecting a special tax on all taxable property in said district, of not exceeding fifteen cents on the one hundred dollar valuation of property, for the purpose of providing fire portection in said district. - Thereupon Commissioner Smith introduced the following resolution which wee read: RESOLUTION CALLING A SPECIAL ELECTION Whereas, the Board of County Commissioners has received a petition of more than fifteen per cent of the resident freeholders living in Sections 1 and 2 of Colony Woods Subdivision and that said subdivision lies outside the corporate limits of any city or town and that said Sections 1 and 2 of Colony Woods Subdivision is. shaan by , metes and bounds on plots duly recorded in the office of the Register of Deeds of Orange County, Section 1, Port A, being recorded in Map Book 12, at page 16, and Section 2 thereof being shown in Map Book 13, at page 137, which area is described in the petition and is hereby designated as "Colony Woods Fire District". NOW BE IT HEREBY RESOLVED by the Board of Commissioners for the County of ` Orange: i` Section 1. A special election is hereby called to be held on Tuesday, r December 21, 1965, between 6:30 A.M. and 6:30 P.M., Eastern Standard Time, at which F,. there shall be submitted to the qualified voters in said District, the following question: Shall a special tax on all taxable property in Colony Woods Fire District, of not exceeding fifty cents (15?O of the one hundred dollar vaulation of property, for the purpose of providing fire portection in said district, be levied therein? Section 2. For said special election there shall be a new registration of the qualified voters residing in said Colony Woods Fire District and a new registration book shall be open for the registration of the voters therein from 9 A.M. until sunset on each day, beginning November 23, 1965, and closing Tuesday, December 7 , 1965. On each Tuesday during such registration period such book shall be open at the polling place hereinafter designated. Tuesday, December 14, 1965, shell be Challenge Day. 4 Section 3. The Clerk of the Board of Commissioners shalll cause a notice to be. published in The News of Orange County at least thirty days before the election, and thereafter twice before the election at intervals of at least one week between publications, reading substantially as follows: NOTICE OF SPECIAL ELECTION AND NEW REGISTRATION IN THE COLONY y. WOODS FIRE DISTRICT. . .. A special election will be held throughout the Colony Woods Fire District between 6:30 A.M. and 6:30 P.M., Eastern Standard Time, on Tuesday, December 21 y . , 1965, at which there will be submitted to the qualified voters of said District ,• . the following question: 0 Shall a special tax on all taxable property in Colony Woods Fire District, of not exceeding fifteen cents (15?) of the one hundred dollar valuation of property, for the purpose of providing fire protection in said district, be levied therein? The question hereinebove set forth contains a statement of the purpose for said election and if a majority of the qualified voters voting at said election vote in favor of levying and collecting a tax in said district for fire protection purposes, then the Board of County Commissioners is authorized and directed to levy and collect e tax in said district in such amount as may be deemed necessary, not exceeding fifteen cents (159) of the one hundred dollar valuation of property in said district from year to year. For said election a new registratin is ordered within said district and a new registration book will be used and such book will be open for the registration of voters from 9 A.M. until sunset of each day beginning Tuesday, November 23, 1965, and closing Tuesday, December 7, 1965. On each Tuesday during such registration period the said book will be open at the polling place. Tuesday, December 14, 1965, will be Challenge Day. The location of the polling place and the name of the registrar and judges set forth in the foregoing form of election notice is the polling place and the registrar and judges appointed by the County Board of Commissioners, and such polling place and such registrar and judges shall be the polling place and registrar and judges of said election. Section 5. The form of the ballot to be used at said election shall be substantially as follows: OFFICIAL BALLOT SPECIAL ELECTION in the COLONY WOOD FIRE DISTRICT of ORANGE COUNTY, NORTH CAROLINA December 21, 1965 Instructions 1. To vote "FOR" the question make a cross(X) mark in the square to the left of the word "FOR". 2. To vote "AGAINST" the question make a cross (X) mark in the square to:the left of the word "AGAINST". 3. If you tear or deface or wrongly mark this ballot return it and get another. Burch Compton, Civil Defense Director for Orange County, requested that the ko oard authorize him to employ a part time secretary for the purpose of attending the office of The Civil Defense Director.
