Evidence submitted by the appellant:
• This neighborhood and this land are overvalued in the new valuation, as the large lots cannot
be subdivided, such that the acreage above 0.5 acres has much lower unit value. These are 10
acre lots but cannot become 20 half-acre lots, ever. Furthermore,the neighborhood is
overvalued as it is dependent on wells and septic systems, and it has no typical development
services like OWASA water, sewer, data fiber,TV cable, or natural gas. This neighborhood's
roads are only one lane wide and do not conform to safe road standards, such that my
homeowners insurance is even higher. All of these factors point to the fact that this small
neighborhood is a low-service area, and the lots are much less valuable than projected by the
new valuation due to lower marketability.

• The appellant has submitted 5 comparable sales, one of which occurred after the revaluation
date of 1/l/2025. The appellant states that the units that sold for around$200,000 have all been
newly renovated,unlike the subject property.
Evidence submitted by the county representative:
• The subject property is located at 500 Umstead Drive,Unit 304, in the Bolinwood
Condominium project, in Chapel Hill. The County visited the property for physical inspection
and photos. The County also performed a sales analysis of all 2024 sales of same sized units in
the subject's neighborhood. After review,the County recommends reducing the effective year
built of the subject property from 2007 to 1997. This would reduce the assessment from
$215,700 to $202,900,bringing the subject's price per square foot in line with that of the 2024
comparable sales. The County recommends reducing the assessed value of the subject property
to $202,900.

• The appellant states that the property will not pass a perc test and has no access to city sewage.
The appellant states that this lot is at the end of an unpaved road and is encumbered by power
lines. The appellant provided a GIS aerial photo of the lot as supporting evidence.
• The County contacted the appellant and requested the perc test for this lot. The appellant stated
that they no longer had this documentation as the test was performed many years ago.
Evidence submitted by the county representative:
• The subject property is a vacant lot located at the end of Rosewood Road in Hillsborough. The
County performed a field inspection to view the lot and to take photos. There was a-10%
access adjustment already applied to the land because the lot is located on a gravel road. After
review,the County recommends increasing the -10%land adjustment to-50%. This
recommended adjustment would take into account several other issues affecting the
marketability of this lot. This additional -40%adjustment takes into account the power line
easement and additional access issues(as this lot is past the end of the gravel road), as well as
topography and economic issues. This change would reduce the assessment from$81,000 to
$45,000. The County recommends a revised value of$45,000 for the subject property.

comparable properties sold in the subject's neighborhood. One of the sales included in this
analysis was the subject itself,which sold in July of 2023 for$379,000. It should be noted that
none of the appellant's sales were in the subject property's neighborhood,with the closest sale
being over a mile away. After review,the County recommends no change to the current
assessment of$373,400 for the subject property.

Evidence submitted by the county representative:
• The subject property is located at 105 Fidelity Street,Unit 12, Carrboro,in the White Oak
Condominium project, in Carrboro. The County visited the property for photos and for physical
verification. The County also performed a sales analysis of all the comparable sales in this
condominium project from 2023 and 2024.
• The appellant's price per square foot is less than the comparable sales because these units were
recently updated. Therefore,the lack of updates to the subject property is taken into account as
its assessment is lower than that of the updated units. The County recommends no change in
value as the appellant did not submit any photos or cost to cure estimates to support their
claim.
