PURPOSE: To approve and authorize Orange County Fleet Services to purchase two (2) Ford
Super Duty F350 trucks to replace two (2) older vehicles in the Emergency Services Department.
BACKGROUND: Orange County's Emergency Services Department proposes replacing two (2)
vehicles that have surpassed their useful life and caused substantial increases in maintenance
costs. These vehicles are critical to maintaining public safety and ensuring timely response to
emergencies. As approved in the FY 2025-26 Capital Investment Plan (CIP), the vehicles to be
purchased will replace vehicles that have been in service since 2006 (19 years).
Replacing vehicles is essential to ensure that emergency personnel have dependable equipment
to protect the community and fulfill the department's mission effectively. The proposed purchase
would occur through the Statewide Term Contract 2510A-Fleet Vehicles, established by the North
Carolina Department of Administration, which qualifies as an exemption to the competitive bidding
requirements.
FINANCIAL IMPACT: The total financial impact with purchase of the two (2)vehicles is $135,350.
ALIGNMENT WITH STRATEGIC PLAN: This item supports:
• GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION
OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the
County fleet/facilities and improve safety.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize Fleet
Services to purchase two (2) Ford Super Duty F350 vehicles to replace two (2) older vehicles in
the Emergency Services Department.
