BACKGROUND: The FY 2025-35 Capital Investment Plan included the purchase of seven (7) LIFEPAK® 15 Monitors/Defibrillators during Fiscal Year 2025-26. All seven of the devices are scheduled to replace existing Version 2 LIFEPAK® units that are reaching end of life. Stryker, Inc. is the sole-source provider for the LIFEPAK® 15 Monitors/Defibrillators. Stryker does not allow any third-party vendors to sell this product. Orange County Emergency Medical Services (EMS) operates with the LIFEPAK® 15 Monitors/Defibrillators daily. Stryker is no longer able to obtain the electronic motherboard components to maintain and repair the current Version 2(V2) LIFEPAK® 15 units. Orange County owns and operates twenty-eight (28) LIFEPAK® 15 Monitors/Defibrillators, of which seven (7) are V2 monitors. With this purchase, Stryker will buy back seven (7) V2 LIFEPAK® 15's at $4,250 per device for a total of $29,750. By completing the purchase prior to October 1, 2025, Orange County's purchase will not be affected by the anticipated 3.5% cost increase to all Stryker products in the FY 2025-26. FINANCIAL IMPACT: Stryker has provided a quote for$321,305.60 for the seven (7) LIFEPAK® ® 15 monitors/defibrillators. Emergency Services was allocated $364,405 for Emergency Services Renewal & Replacement, leaving a net difference of $43,099 remaining in the budget. This savings includes the $29,750 in credit for the V2 monitor buybacks. 2 ALIGNMENT WITH STRATEGIC PLAN: This item supports: • GOAL 2: HEALTHY COMMUNITY OBJECTIVE 6. Provide sustainable, equitable, and high-quality community safety and emergency services in order to meet the community's evolving needs.
