RESOLUTION AUTHORIZING
THE ORANGE COUNTY FY 2025 -2026 HOME PROGRAM DESIGN
BE IT RESOLVED , by the Orange County Board of Commissioners , as a member of the
Orange County HOME Consortium, that the Commissioners approve the following activities for
the FY 2025 -2026 HOME Program :
Home Repair and Rehabilitation
Funds will be allocated to Orange County Housing Department to administer repairs and
rehabilitations of qualifying homes . Households earning less than fifty percent (50 %) of the area
median income will be eligible .

Tenant Based Rental Assistance
Additional funds will be allocated to the Orange County Partnership to End Homelessness for
Tenant Based Rental Assistance for fifteen ( 15 ) households at or below thirty percent (30 %) of
the area median income .

Community Housing Development Organization Set-Aside
Additional funds will be allocated to EMPOWERment, Inc . for an acquisition, development, or
rehabilitation project that fulfills HOME program eligibility requirements .

BE IT FURTHER RESOLVED , that the County Manager is hereby designated as the
authorized representative of the County to act in connection with the HOME Program and to
provide such additional information as may be required by the U . S . Department of Housing and
Urban Development .
