PURPOSE: To discuss appointments to the Adult Care Home and Nursing Home Community
Advisory Committee.
BACKGROUND: Members of the Adult Care Home and Nursing Home Community Advisory
Committee function as representatives of the Office of the State Long-Term Care Ombudsman
and work to maintain the intent of the Adult Care Home and the Nursing Home Residents' Bills of
Rights within the licensed adult care homes and nursing homes in Orange County. The Committee
also promotes community involvement, education, and cooperation with adult care homes and
nursing homes to ensure quality care for older adults and adults with disabilities.
The Board of County Commissioners appoints all fourteen (14) members.
REMINDER: Legislation was adopted by the North Carolina General Assembly in 2017 regarding
the training period for pending members of the Adult Care Home Community Advisory Committee
and Nursing Home Community Advisory Committee. Applicants will be selected from the County's
"Applicant Interest List" for a condensed training. If an applicant completes the training, that
individual will be recommended for appointment. Therefore, when an applicant is recommended
for appointment, it would initially be for a one-year preliminary term, and the training will have
already been completed.

On behalf of the Orange County Community Advisory Committee, I would like to recommend
Shade Little, Kelly Kester, and Parkash Sista to be reappointed to the committee. Each of these
individuals are committed volunteers to the residents in long-term care homes in Orange
County. Both Shade and Kelly serves in a leadership role and do an excellent job in their
advocacy work. Thank you for your consideration and please let me know if you need additional
information to move this recommendation forward.

I have been a nurse for 13 years, and the past 6 years have been spent in nursing leadership
roles. I am in my last semester of a Doctor of Nursing Practice program at Duke University
School of Nursing and the emphasis of community involvement has helped me learn how my
skills as a nurse leader can contribute to improving our community.
Reasons for wanting to serve on this board:
Quality of care is critical to anyone who seeks care. As a nurse, I understand what quality of
care is in regards to clinical needs, satisfaction, and process. Also, my experience as a nurse
leader has guided me towards understanding of staff and leader perspectives.
Contribution to the diversity of viewpoints on this board:
Although my nursing experience is limited to the inpatient setting, I ve had the opportunity to
participate in taskforces to promote improved transitional care, which has provided me time with
outpatient providers and care teams. Personally, I have had a family member in a nursing home,
which afforded us peace of mind for my grandmother s safety, well-being, and socialization.

in the pharmaceutical healthcare field may provide unique perspectives to the activity of this
Board's deliberations of Adult Home and Nursing care.

I have experienced closely, the trials and tribulations of elder care at home and in the Nursing
home, for my 90-yr old mother. The challenges are unique and opened my awareness to how
complex the issues are and therefore have resolved to volunteer my services in this area.
How would your particpation on this board contribute to the diversity of viewpoints?
I believe that my perspectives as a scientist can provide a measure of objectivity and scientific
method in problem solving challenges that must occupy this Advisory Board.

My background and training is perhaps less important for this role, but I believe that my age of

Board activity. I also have been active in the sphere of Biotechnology for the last several
decades and can provide unique biotech-industry perspectives to the deliberations of the Board.

Meetings are held once a quarter on the second Tuesday of the first month of the
quarter
Brief Statement of Board/Commission's Assigned Charge and Responsibilities.
Serve all the Adult Care Homes and Nursing Homes in Orange County and work with
each facility in the best interest of those residing there.
What are your Board/Commission's most important accomplishments:
• Maintained a collaborative committee of dedicated community members who visit
Orange County adult care and nursing home facilities each quarter.
• While recruitment is challenging because of the reality of some senior living
facilities and the time commitment it requires, the CAC has managed to maintain
staffing to meet our responsibilities at a high level.
• Participated in continuing activities each month to further CAC member
education
List of Specific Tasks, Events, or Functions Performed or Sponsored Annually:
• Each quarter committee members submit visit reports for all Long Term Care
facilities in Orange County to Autumn Cox, Regional Ombudsman, Central Pines
Regional Council
• All committee members are required to submit continuing education reports to
Autumn Cox, Regional Ombudsman, Central Pines Regional Council

Describe this board/commission's activities/accomplishments in carrying out
BOCC goal(s)/priorities, if applicable.
• Committee members have established relationships with administrators and key
staff members and have been able to provide community resources along with
best practices in troubled areas
• CAC participated in Holiday Angel Tree activities directly and through
disseminating the need.
Describe the collaboration relationship(s) this particular board has with other
advisory boards and commissions?
• Monthly reports provided to the Dept. of Aging Orange County
• Began collaboration with other Adult Care and Nursing Home CAC's- the first
one will be Chatham County.
Identify any activities this board/commission expects to carry out in 2025 as they
relate to established BOCC goals and priorities. If applicable, is there a fiscal
impact (i.e., funding, staff time, other resources) associated with these proposed
activities (please list).
• Continue to recruit CAC members
• Continue to provide community resources to connect with Orange County
facilities
• Continue to provide best practice information to the administrators and key staff
• Continue to stress the importance of activities, both group and those requiring
one on one activities
• Continue to raise the level of awareness by sharing areas of improvement
What are the concerns or emerging issues your board has identified for the
upcoming year that it plans to address, or wishes to bring to the Commissioners'
attention?
The CAC in 2025 would like to emphasize resident quality of life as well as the problem
areas listed on the visit report.
