BACKGROUND: The Orange Unified Transportation Board (OUTBoard) advises the Board of County Commissioners and provides information and comments on major transportation issues. Specifically, the OUTBoard provides the Board of County Commissioners with recommendations regarding the overall planning and programming of transportation improvements in the County, including identification and prioritization of the County's roadway and transit needs along with associated costs and specific sources of funding; provision of recommendations to the Board regarding Federal and State legislation affecting transportation in Orange County; and exploration and suggestion of recommendations on innovative techniques and methods to improve the efficiency and capacity of existing and future transportation systems. The Board of County Commissioners appoints all twelve (12) members, with representation from each of the County's townships to the extent possible. There are also two (2) non-voting youth members. The OUTBoard does not make recommendations for appointments. I have also lived in un-coordinated commuter corridors where transportation was the single greatest drag on economic development and social equity; Santa Cruz CA. I have no specific expertise or experience, but I have long pondered the unique transportation (and social) challenges and opportunities of a community with a big hole in the middle. The triangle. Please explain your reasons for wanting to serve on this board Today I am an ex-burb resident on the edge, but out of reach of a sound OC/Triangle transportation network; far east Eno Township. My path from home to work at RTP is shared by many ex-burbanites, but is generally not served. There are pragmatic logistical and financial reasons for that. Consequently, my best contribution for the past 15 years has been to ride my back to work 3-4 times a month (which is increasingly scary). I would like do more for the community and contribute to improved transportation access and engagement for the diverse array of ex-burban commuters of OC. I am a distance runner with interest in making our county safe and enjoyable for pedestrians. Finally, I am fortunate to be an EV owner and would bring my three year experience of EV commuting to the OUTBoard. How would your particpation on this board contribute to the diversity of viewpoints? I have lived within transportation systems that enhance social equity and economic vitality; and systems that do the opposite. OC is a unique situation, and well-situated to leverage our foundation of bus, pedestrian, bike and automotive corridors to improve the ability of our 5 Page 2 of 2 Erik Legg residents to efficiently get to where their food, schools,jobs, recreation and homes are. I would bring aspiration for a coordinated system that enables this for as many or our residents as possible. As well as a pragmatic perspective that resources are finite, cars will dominate for the foreseeable future and there is a time for studies and talking and a time to act/make and advocate for recommendations and proposals. I was involved in such issues as strategic planning, budgeting , HR and P/L responsibility for my company. Part of my business mandate included the operational and logistical aspect of moving commodities by a variety of modes of transportation. Early in my career I was involved in Transportation planning, from an energy conservation point of view, for a state agency in New Jersey. My graduate studies was in Urban Planning and I wrote and studied, a long time ago, the possible impact of what is now known as "work from home" on the need to invest in transportation infrastructure Please explain your reasons for wanting to serve on this board I have only been living in Chapel Hill for a little over a year. I have become aware of the intense interest among citizens throughout Orange County that growth needs to be thoughtfully planned out and implemented with the goal to providing a balance between the need to support economic growth and maintaining a high quality of living for residents, employers and employees. How would your particpation on this board contribute to the diversity of viewpoints? I have lived in areas that have been highly dependent on the automobile as the only means of transit (Texas for over 30 years and the NY metropolitan area) and have seen and experienced both good and bad aspects of Transportation planning and how communities are impacted. I believe that I can bring am impartial point of view to discussions and look to help achieve consensus on the issues that are brought to the board. Orange County Parks and Recreation Council Please explain how your background, education and experience is relevant to this board I have recently retired from a career in the Energy industry. I held a series of senior executive positions where I deal with such issues as strategic planning, budgeting, financial planning, investment decision making among other things. I attended graduate school at NYU in the1070's and have a degree in Urban Planning. However, my career was not focused on Urban planning, but I developed analytical skills that benefited me through out my work career. Please explain your reasons for wanting to serve on this board I have only been living in Chapel Hill for a little over a year after spending the last 30 plus years living in the Houston, Tx area.. One of the reasons my wife and I moved to this area is the abundance of places to go to enjoy outdoor activities. I would appreciate the opportunity to be involved in. How would your particpation on this board contribute to the diversity of viewpoints? Being from outside the area and comin from a part of the country that did not have a robust planning function for Parks and Recreation, i can appreciate the opportunity to participate in the planning process. Also being new to the area, I have no particular bias as to what is a good or bad proposal, and can look at issues with fresh eyes and an "outsiders:" perspective. I however, I am keen to move from being an uninformed outsider to an engaged local citizen. Please describe, generally, your reasons for wanting to serve on the OWASA Board of Directors. A long time ago I pursued a career in the Urban Planning field. I have always been interested in understanding the issues that result in development of an area. One area that has significant impact on development is water and sewer resources. I am new to the area and would like to help in guiding the use of this valuable resource. 2a. Please list/explain your experience, either professionally and/or from other boards/commissions that you have in the areas of budget, personnel, and management. I have not served on any boards, but I was the President/CEO of a division of an international company for many years. In that position I dealt with all issues in running a business, from budgeting, HR, career development, collaboration with other divisions of my company, marketing, etc. 2b. In addition to the experience listed in the question above, please list the work/volunteer experience/qualifications that would add to your expertise for this board. I did volunteer work in Houston, TX for the SBA after I retired. This ended with the start of the Covid pandemic. I always like to hear different points of view regarding a problem or issue and strive to find consensus in making my decisions. As a taxpayer who owns property in Eno Township, I talk with my neighbors (where in this semi- rural neighborhood property values vary greatly) about land use, regulations, and the functioning of county government. How would your particpation on this board contribute to the diversity of viewpoints? I'm good at reaching out to people, facilitating relationships, and listening to others. I have researched and written about both passenger and freight infrastructure. Having lived in big cities with extensive transit (New York) and without(Houston) I know first- hand the benefits and complications of getting people to and from where they need to be. Please explain your reasons for wanting to serve on this board Having lived in Orange County for six years, and having sat in traffic for all of that time, it is clear that there are granular, tactical, and strategic actions that can and should be taken to ease congestion, improve efficiency, and reduce environmental impact. With home building booming in and around Chapel Hill, it is imperative to accelerate transportation improvements. How would your particpation on this board contribute to the diversity of viewpoints? I bring a balanced, practical approach. Too much transport planning is centered on the car, or on unrealistic ideas. Walkable communities served by public transport are the long-term goal, but there are simple fixes to current traffic problems on the way to that goal. I am not an expert on transportation by professional background, but rather I have the experience of a county resident who uses our roads day to day. I have also lived and worked in other cities around the country and bring my experiences with both road systems and public transportation from those areas. Affordable Housing Advisory Board Please explain how your background, education and experience is relevant to this board 18 Page 2 of 2 Todd Orr My primary experience for this board is working in the area of providing affordable housing - primarily through working for many years as a volunteer with Habitat for Humanity. My work with both the prospective homeowners and the Habitat organization make me deeply aware of the problems associated with the lack of affordable housing. Please explain your reasons for wanting to serve on this board I am recently retired and I want to use the increased time I now have to serve my community and Orange County. As noted above, I have volunteered in multiple capacities with Habitat for Humanity and I hope I can help address, in a small way, the affordable housing situation in Orange County by serving on this advisory board. How would your particpation on this board contribute to the diversity of viewpoints? There are a diverse set of needs around affordable housing -from the needs of unhoused to support for low income populations, etc. I have not worked in all of these areas, but I hope I can bring the experience and viewpoint as someone who has a heart for improving the affordability of housing in Orange County. The OUT Board is charged with advising the Board of County Commissioners (BOCC) on the planning and programming of transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board. 2. Upon request, OUTBoard may advise other boards regarding transportation. What are your Board/Commission's most important accomplishments? 1. Recommend BOCC expand County Transit service area ten miles outside County boundary. 2. Recommend and receive a Youth Delegate on the OUTBoard. 3. Initiated and complete the 2024 Safe Routes to School Update, Transportation Multimodal Plan and Short-Range Transit Plan, latter two funded by Durham-Chapel Hill-Carrboro Metropolitan Planning Organization. 4. Initiated the County's first Bicycle and Pedestrian Plan funded by Durham-Chapel Hill- Carrboro Metropolitan Planning Organization 5. Initiated the Design and Engineering of the Orange Grove Road Sidewalk, reimbursed by North Carolina Department of Transportation (NCDOT) State Transportation Improvement Program (STIP) 6. Obtained a Municipal Agreement from NCDOT for professional engineering services. 24 7. Recommended the US 70 Multimodal Corridor Study be approved by BOCC 8. What are the concerns or emerging issues your board has identified for the upcoming year that it plans to address, or wishes to bring to the Commissioners' attention? 1. Prepare for the uncertainty of any new Transportation Authorization Bill when the current Infrastructure Investment and Jobs Act expires. 2. Monitor connectivity and infrastructural changes with the local jurisdictions, surrounding counties, regional agencies, and along utility easements to create a more comprehensive multimodal transportation system. 3. Work with NCDOT to promote funding of multimodal projects in rural areas to a greater degree. 4. Promote alternative transportation modes during peak hours via public-private partnerships through programs like TDM, innovative P3s, Business Development and other best practices across the country. 5. Improve transportation planning process by encouraging local schools and other public agencies to be more involved through public engagement. 6. Pursue alternative means of addressing local match and local administration requirements for non-highway projects when plausible options exist for rural, low- density areas of the County; at the same time, encourage municipal partners to pursue similar options in urbanized, higher-density municipal areas. 7. Expand ways we can reach more people to increase public participation in the planning process and update the Department Public Involvement Plan with lessons learned and best practices across the Country.
