BACKGROUND: There are six vacancies on the RPAC and several people have applied to serve. One of the vacancies is for a resident of the Carrboro city limits. Mr. Patrick Sullivan, who has been filling the Chapel Hill Township position, recently moved to Hogan Farms, which is now within the incorporated city limits of Carrboro. Therefore, he would be eligible to serve in that position. The members of RPAC recently voted on six of the applicants to fill the other vacancies. Please refer to the chart below which summarizes the vacant positions, the special representation of each position, the expiration date, and the name of the applicant that the RPAC would like to recommend. STAFF PRESENT: Robert A. Jones, Director; Libby Davis, Office Assistant CALL TO ORDER 1. Chair Lorraine Parker called the meeting to order at 6:06 PM. 2. Approval of August 27, 2002 minutes: Marie Tate moved that the minutes be approved as written. Seconded by Sandra Quinn. Approval was unanimous. 3. Chair Lorraine Parker asked if we could make a change in the meeting and discuss #7 of this time due to some members having to leave early to attend other meetings. Approved. REPORT OF THE CHAIR 4. Chair Lorraine Parker advised us that # 7 pertains to Recommendations for RPAC Vacancies. Discussion followed with suggestions to fill the vacancies. Commissioner Barry Jacob's suggested that it would be appropriate to request clarification from BOCC regarding the revised representation in the RPAC Ordinance as to the cities or extra territorial jurisdiction (Art. II, Sec. VII). Chair Lorraine Parker advised that the training session for the board will'be scheduled for January 22"a. Hopefully by then we can have some new members on board. The Council shall consult with and advise the Department, the Manager, and the Board of County Commissioners in matters affecting recreation policies, programs, personnel, finances, and the acquisition and disposal of lands and properties related to the total community recreation program, and to its long-range planning for recreation. The Recreation Council shall assume duties for recreation purposes as follows: Make recommendation: (1) for the establishment of a system of supervised recreation for the County; (2) to set apart for use as parks, playgrounds, recreation centers, water areas, or other recreation areas and structures, any lands or buildings owned by or leased to the county and to suggest improvements of such land and the construction, equipping and staffing of such buildings and structures as may be necessary to the recreation program within those funds allocated to the Department; (3) advise in the acquisition of lands and structures through gifts, purchase, lease or loan, or by condemnation; (4) advise in the acceptance by the County of any grant, gift, bequest, or donation, and of any personal or real property offered or made available for recreation purposes which is judged to be of present or possible future use for recreation; (5) advise in the construction, equipping, operation, and maintenance of parks, playgrounds, recreation centers and all buildings and structures necessary or useful to department function, and advise in regard to other recreation facilities which are owned or controlled by the County and leased or loaned to the County. SECTION VII: APPOINTMENT OF THE COUNCIL Y 1"'Cn i, f Each member of the Council shall be a county resident appointed by the Orange County Board of Commissioners. The Orange County Recreation and Parks Council shall be composed of one member of the Orange County Board of Commissioners, seven representing the seven townships in Orange County, one each from the cities of Chapel Hill, Carrboro, and Hillsborough with the remaining two members at-large. SECTION VIII. LENGTH OF APPOINTMENT Each member shall be appointed for a three (3) year term. Initial appointments shall be arranged so that approximately one-third (1/3) of the terms shall expire each year, except for the representative from the Orange County Board of Commissioners who shall serve on the Recreational Council concurrent with his or her term of office on the Board of Commissioners. No other member may serve more than two (2) consecutive terms of office, or six (6) years without a one (1) year break in service after this time period. SECTION IX: MEETINGS Council meetings shall be held on a monthly basis unless determined otherwise by the Council. A conflict of. interest or a potential conflict occurs if a* member has a separate, private, or monetary interest, either direct or indirect, in any issue or transaction under consideration. Any member who violates this provision may be subject to removal from. the board or commission. " If an advisory board or commission member believes he/she has a conflict or potehtial conflict of interest on a particular issue, then that member should state this belief to the other members of his/her respective advisory board or commission during the board or commission's public meeting. The member should state the nature of the conflict, detailing that he/she has a separate, private, or monetary interest, either direct or indirect, in the issue or transaction under consideration. The member should then excuse himself/herself from considering and voting on the matter. In cases where an advisory board or commission member declares a conflict or potential conflict of interest, the member shall excuse himself/herself from the board tablelvoting area until all discussion, consideration, and voting is completed on the matter in question. • Any advisory board or commission member having questions or needing assistance regarding the interpretation of these ethics guidelines or other conflict of interest matters should contact the administrative staff for the respective board or commission. Staff will assist the member with questions and interpretations and may provide a recommendation on whether or not the advisory board or commission member should excuse himself/herself from voting. The member may request that the staff respond in writing. Staff may contact the County Manager for any additional assistance.
